Medecins Sans Frontieres (MSF) Switzerland is an international non-governmental organization working in the field of medical care in Sudan. We are looking for a qualified candidate to fill in the position of:

Position of Deputy Coordinator In Charge of Supply Chain.

TASKS & RESPONSIBILITIES: 

• Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and advising the Logistics Coordinator or Supply Chain Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention
• Defining, monitoring, evaluating and ensuring the implementation of the strategies and overall supply activities in the mission, making adjustments where needed, according to MSF standards, protocols and procedures. This includes guaranteeing of the following:   
•  An efficient supply administration and provision of adapted tools to support the different supply activities
•  Standardisation of warehouse management focusing on medical stocks and the interactions with the distribution points. (in case of integration of medical stock under Supply)
•  Stability of supply activities within regular and emergency intervention of the concerned projects and manages field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders
•  Validation of the use of the supply related third parties (suppliers, transport companies, freight forwarders,) proposed by the procurement officers, transport manager, together with the technical referents when needed
• Planning, supervising and implementing, in close coordination with the HR Coordinator, the associated processes (recruitment, training, briefing/debriefing, performance evaluation, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required
• Ensuring technical support to his/her team as well as to all other teams in the mission
• Representing MSF in meetings with Authorities and other NGOs at the request of the Logistics Coordinator or Supply Chain Coordinator

MSF Section/Context Specific Accountabilitie

• Manage the Supply team at Coordination level on a day-to-day basis, including setting objectives, distributing tasks, planning holidays and backup arrangements, monitoring daily activities, and conducting regular performance follow-up. For the PoA, support the SupplyCo in reviewing and adjusting the Supply HR set-up according to operational needs.
• In collaboration with the Supply Chain Coordinator, contribute to the planning and coordination of Supply activities within the mission and projects. Identify Supply needs and priorities and ensure that they are translated into practical actions and followed up with the relevant teams.
• Support the implementation and follow-up of Mission and EPREP Supply requirements, ensuring that priorities are communicated clearly to project teams and relevant departments.
• Participate in the review and updating of key mission Supply documents, including assessment sheets, Supply guidelines and manuals, supplier lists, and SOPs for Supply, transportation and warehousing.
• Ensure that agreed Supply processes and procedures are understood and applied consistently at Coordination and project levels.
• Ensure accurate and timely follow-up of Supply management and reporting tools, including Portail and Unifield, and provide guidance to Supply teams on their correct use.
• Consolidate and report on Supply Chain activities across the mission, including procurement, warehousing, transportation, MSR and international and local BO follow-up.
• Provide technical and operational support to project Supply teams in collaboration with LTLs and SupplyCo. Support planning, monitoring, problem solving and gap filling where required, including temporary SupplyCo coverage when necessary.
• Maintain regular communication with project Supply teams to understand priorities, identify bottlenecks and agree on follow-up actions. Conduct regular visits to projects to provide support and follow up on Supply activities.
• Regularly assess the status of Supply activities across the mission and identify potential bottlenecks, delays, capacity gaps and other operational risks.
• Ensure that identified risks are communicated to the relevant managers and contribute to developing practical mitigation measures and contingency plans where required.
• Maintain regular communication with Supply units, including MSFL, KSU, SUKA, Dubai and other relevant counterparts, as well as with other MSF sections present in the country.
• When required, liaise with other organisations and participate in relevant coordination mechanisms, including Logistics Cluster meetings.
• Maintain effective communication and collaboration with HAC, MoF, Customs and other relevant local authorities, following up on administrative and Supply-related issues and escalating bottlenecks when necessary.
• Collaborate with MSFL on international shipments and follow up on import and export processes, ensuring that required documentation and administrative steps are followed and that cargo movements are monitored until completion.
• Liaise with the Finance department on Supply-related financial procedures, including cash advances, timely submission of supplier invoices and follow-up of outstanding payments.
• Coordinate the management and follow-up of loans and donations and ensure that the relevant information is accurately recorded in Unifield and reflected in the SMS report.
• Provide backup support to the Supply Chain Coordinator when required, including during absences, within the agreed delegation of responsibilities.

Perform other Supply-related tasks delegated by the Supply Chain Coordinator according to operational needs and the responsibilities defined in the job description
