 Background:

Purpose of the Position:

In the context of the WHO Health Emergencies Incident Management System (IMS), and the Health Cluster at the country level, the incumbent will work with Health Cluster, and other key stakeholders to support the implementation of a standardized approach to the health cluster emergency response activities in Sudan. Initially the incumbent will be focused on supporting the Sub-national Health Cluster team in East Zone, Sudan with support to the national Health Cluster Coordinator on the Humanitarian Needs Overview.

 

Objectives of the Program and of the immediate Strategic Objective:

The mission of WHO’s Health Emergencies Program (The Program) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

 

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization):

The IMO under the direction of the Health Cluster Coordinator, East Zone as indicated in the TORs, when and where appropriate, within the structure of WHO Incident Management System.  The incumbent will report to the Sub-national Health Cluster Coordinator, East Zone, based at Khartoum.  S/he will engage with the local authorities, UN partners, NGOs, and non-health actors to establish strategic partnerships in respect of multi-dimensional information management processes.



 
 Duties and responsibilities:

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Program.

 

  1. Support the timely and high-quality collection, analyses, production and dissemination of data/information. This includes response specific information (who, what, where, how many, how quickly, current status), internal and external cluster situation reports (SitReps), rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans(SRP).
  2. Contribute information to the drafting of all relevant planning documents including project proposals, appeals, reports, dashboards, etc.
  3. Aggregate and maintain confidentially the inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data, etc.
  4. Perform basic geographic analysis for maps and other reports (such as dashboards, SitReps, etc).
  5. Develops, cleans, and analyses surveys requested by the first level and second levelsupervisors, and their OiCs.
  6. Undertake inter-agency initiatives, particularly with OCHA, related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports
  7. When required and requested by the Health Cluster Coordinator, in collaboration with the relevant epidemiologist, design the IM component of field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys 
  8. Provide ongoing technical guidance and training, to the team members and partners involved in the planning and data/information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management.
  9. Provide partner coordinator and health partners with Information Management technical skills (Data management, visualization, mapping etc.) depending on the needs’ challenges, including capacity building on the Public Health information Management Toolkit.
  10. Prepare and report, when required, monthly updates from states/subnational level, compile inputs from Health Partners and to be shared with the Health Cluster Subnational coordination team. 
  11. When required, undertake field mission activities in targeted areas to support the health cluster and Public Health Information Systems (PHIS) in the assessment of provincial-level priorities/needs, and implementation of the COVID19 Emergency Plan.
  12. Perform any other related duties, as required by the first level and second level supervisors, and their OiCs.

  • Knowledge of program management and functioning of WHO and the UN system is an asset.

 


 
 Minimum Qualification, Skills and Experience Required:

Education Qualifications:

 

- Essential:
First university degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field, complemented by training in information management from an accredited/recognized institute.
3 years’ experience in a humanitarian context.

 

- Desirable:

  • Post-graduate degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field.
    Specialization in information management systems. Specific training in humanitarian response or emergency information management.

Experience:

 

* Essential:

  • 3 years’ experience in a humanitarian context.
  • At least 5 years of related experience in information management, monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context. 
  • Experience in developing and promoting collaborative partnerships.

* Desirable:

  • Relevant work experience in WHO, other UN agencies; experience working in relevant non- governmental or humanitarian organizations. Experience in developing countries.

Use of Language Skills:

Strong command of Arabic and English.

 

Other Skills (e.g. IT):


- Required:
• Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools, and databases.
• Advance level in PowerBI.
• Advance use of survey tools (Kobo, monkey survey, Lime Survey, etc.).
• Design and management of information systems.

 

- Desirable:
• R or Python.
• ArcGIS/QGIS or other GIS software.
