Today, more than 4,500 people, including 3,500 national field staff and 300 international staff, work for HI in a wide range of contexts, implementing more than 400 projects in over 60 countries.
3. Humanity & Inclusion in Sudan
HI has initiated its programmatic response to the Sudan crisis in January 2024. Together with a Sudanese NGO, we provide physical and functional rehabilitation as well as mental health & psychosocial support in health centers and communities. HI is further leading disability inclusion mainstreaming at humanitarian coordination level.HI is scaling up its intervention in Sudan while expanding its programmatic and geographical scope, to respond to the catastrophic humanitarian crisis affecting Sudanese people.
4. Role
Reporting to the logistics manager, the facility officer ensures the efficient management of services to HI personnel for the country under his/her responsibility. He or she is the point person for the logistics manager and as such informs him or her of any problems that fall within his or her remit and suggests solutions.
He/she ensures the optimal management of equipment, office space and expatriate housing. He/she implements the strategy, including the scheduling of resupplies, repairs and maintenance to ensure that all equipment and facilities are in excellent working order.
He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the professional development principle.



 
 Duties and responsibilities:

Responsabilities
Mission 1: Participates in the definition of the logistics/procurement section of the StratOp and implements its action plan
- STRATOP: contributes to drafting, revising, and implementing the Operational Strategy (StratOp) within his/her field of activity and geographical area.
- RISKS: produces and updates the risk map and implements corrective mitigation measures.
- INCIDENTS: drafts incident reports within his/her scope of responsibility.
- INDICATORS: produces, compiles, and analyses procurement and facility dashboards.
Mission 2: Deploys HI’s standards and contributes to expertise and accountability within his/her remit
- STANDARDS: ensures compliance with and application of HI standards for procurement and facility management (policies, processes, and tools).
- LOCAL ADAPTATION: participates in contextualising standards to meet local conditions and regulations.
- INTERNAL CONTROL: implements and supervises internal controls.
- ACCOUNTABILITY
: ensures compliance with internal rules and institutional donor regulations Mission 3: Operational implementation of logistics and procurement
- Diagnostic phase: participates in analysing logistics and procurement contexts (capacities, needs, problems).
- Design phase:
• Establishes procurement schedules and strategies.
• Identifies material resources and plans for the optimal management of facilities and equipment.
• Contributes to structuring human resources for facilities management.
- Implementation phase:
• Executes procurement processes (tendering, supplier management, order follow-up).
• Coordinates repairs, maintenance, and services to ensure excellent working order of premises and equipment.
• Evaluates and adjusts resources distribution according to project needs.
- Closure phase:
• Oversees archiving, return/donation of materials.
• Contributes to the preparation of financial reports.
Mission 4: Facilitation of the profession sector
- Contributes to the facilitation and strengthening of logistics/procurement profession within his/her geographical area (community of practice).
- Promotes knowledge-sharing and professional development in the logistics domain.
Mission 5: Emergency Preparedness and Response Responsibilities
- Contributes to emergency preparedness actions.
- Adapts work modalities to ensure effective humanitarian response during emergencies.
Responsibilities may evolve as per programmatic needs and adapting to local circumstances. It is expected that the position holder will perform any other duties as required by the Line Manager that are commensurate with the position.


 
 Minimum Qualification, Skills and Experience Required:
