Background: The Enumerator/Data Collector supports accurate, complete, ethical, and timely collection and entry of quantitative and qualitative information across ACF projects. The role follows approved samples, questionnaires, consent procedures, data-protection requirements, field schedules, and supervision arrangements. Collect reliable information from selected respondents and locations. Enter, review, and submit data accurately and within the required deadlines. Protect respondents rights, dignity, privacy, safety, and confidentiality. Report field progress, challenges, incidents, feedback, and data-quality concerns promptly. Support evidence-based monitoring, assessment, learning, and accountability activities. Collect accurate and complete data using approved tools and methods. Enter, check, and submit records through the approved paper or digital process. Uphold informed consent, confidentiality, safeguarding, safety, ACF principles, and professional conduct throughout the assignment.

Duties and responsibilities:
Objective 1: Prepare for field data collection: Complete required training: - Attend induction, tool, methodology, safeguarding, accountability, data protection, security, and digital-platform training; pass the required assessment.
Understand the assignment: - Review the sample, respondent criteria, questionnaire or guide, consent script, translations, schedule, and escalation procedures.
Test the tools: - Participate in piloting, role-plays, and device/form testing; report unclear questions, translations, skip patterns, or technical issues.
Prepare for deployment: - Check assigned devices, forms, identification, charging arrangements, materials, transport, and daily movement plans.
Objective 2: Conduct ethical and accurate data collection: Follow the approved sample: - Locate selected respondents or sites and do not substitute or change the sample without authorization.
Obtain informed consent: - Explain the activity accurately, confirm voluntary participation, obtain consent or assent where required, and respect refusal or withdrawal.
Administer the tool neutrally: - Ask questions as approved, use permitted probes, listen carefully, and record the respondents answer without coaching or personal interpretation.
Protect respondent dignity: - Maintain privacy, communicate respectfully, use accessible language, and follow additional safeguards for children and vulnerable people.
Record field outcomes: - Document completed, refused, unavailable, rescheduled, or interrupted cases and follow the approved revisit/non-response procedure.
Objective 3: Enter, review, and protect data: Record data accurately: - Enter responses immediately or as soon as practicable into the approved paper or electronic tool.
Check completeness and consistency: - Review identifiers, consent fields, mandatory questions, skip patterns, dates, locations, measurements, and attachments before submission.
Correct data through approved procedures: - Report errors and respond to data queries; never fabricate, delete, backdate, or manipulate information.
Secure project information: - Protect devices, forms, passwords, records, photographs, audio, GPS, and other data; do not share or copy information through unauthorized channels.
Support quality assurance: - Cooperate with supervisor reviews, spot checks, back checks, re-interviews, data cleaning, and retraining.
Objective 4: Report and communicate field activities: Submit daily updates: - Report progress, completed and outstanding cases, refusals, revisits, constraints, technical problems, and support required.
Escalate concerns promptly: - Report safeguarding, safety, security, data-protection, misconduct, community feedback, or other serious issues through the approved channels.
Participate in teamwork: - Attend briefings and debriefings, maintain communication with the Supervisor, and apply corrective feedback.
Maintain records: - Keep accurate field logs, receipts, incident records, equipment logs, and other documentation required by the project.
Objective 5: Maintain professional conduct and accountability: Follow ACF policies: - Comply with the Code of Conduct, PSEA, child-protection, gender, anti-fraud, anti-corruption, security, data-protection, and accountability policies.
Respect ACF principles: - Demonstrate neutrality, independence, transparency, professionalism, non-discrimination, and respect in all interactions.
Safeguard equipment and materials: - Use project property responsibly and return all equipment, forms, and materials at the end of the assignment.
Protect organizational integrity: - Do not promise assistance, solicit benefits, coerce respondents, falsify work, or disclose confidential information.

Minimum Qualification, Skills and Experience Required:
- Completion of secondary school; diploma or university education in social sciences, development studies, statistics, public health, agriculture, economics, or a related field is an advantage.
- Survey and interview techniques, informed consent, respondent selection, basic data-quality checks, and paper or electronic data entry.
- At least one 1 year of experience in surveys, assessments, monitoring, research, community engagement, or data entry is desirable.
- Basic understanding of humanitarian principles, safeguarding, accountability to affected populations, and data protection is an advantage.
- Willingness to learn and comply with ACF policies, principles, and project procedures.
- English and Arabic; relevant local language(s) according to the project location.
- Smartphone/tablet use, Microsoft Office, and experience with KoboToolbox, ODK, SurveyCTO, CommCare, or similar platforms is an advantage.
- Willingness to move to various field locations and ability to work in field conditions.
