Strategic Support and Coordination

• Provide support to the MHPSS TWG and work jointly with the WHO Co-Chair to maintain an effective, inclusive and action-oriented national coordination platform.
• Support the development, implementation and periodic review of the MHPSS TWG workplan and national MHPSS response priorities.
• Facilitate coordination among MHPSS actors and promote complementarity, harmonization and avoidance of duplication of interventions.
• Identify key MHPSS response gaps, emerging priorities and opportunities for collective action and bring these to the attention of relevant coordination structures.
• Support linkages with state-level MHPSS sub-working groups or task forces, including where established or supported in states such as Kassala, Darfur, White Nile and Kordofan, subject to operational feasibility.
  • Promote evidence-based, culturally appropriate and context-responsive MHPSS interventions, aligned with the framework of the IASC.

2. Technical Oversight and Quality

• Support the development, review and dissemination of common MHPSS guidance, tools, approaches, SOPs and standard indicators as agreed by the TWG.
• Promote joint capacity-building, learning and technical support activities for MHPSS actors and national and local authorities.
• Promote quality, accountability and appropriate monitoring of MHPSS interventions and encourage the use of feedback from affected populations to inform programming.
• Support the integration and mainstreaming of MHPSS within health, protection, education and other relevant humanitarian responses, including GBV and child protection.

3. Information Management, Analysis and Response Planning

• Lead, jointly with the TWG and relevant information-management focal points, the development and maintenance of the MHPSS 4Ws/service mapping and related dashboard or information products.
• Promote joint MHPSS needs assessments and synthesis of available information on needs, service availability, geographic coverage and response gaps.
• Promote regular analysis and use of MHPSS data to inform coordination, prioritization, advocacy and adaptive response planning.
• Support the development and updating of a comprehensive MHPSS response plan that reflects the needs of affected populations and the Sudan context.

4. Representation, Advocacy and Stakeholder Engagement

• Represent the MHPSS TWG, jointly with the WHO Co-Chair as appropriate, in relevant national coordination meetings, technical forums and sector/cluster discussions.
• Advocate for the visibility and the prioritization of MHPSS as a core component of the humanitarian response.
• Strengthen relationships with relevant government authorities, UN agencies, national and international NGOs, civil society organizations and other MHPSS stakeholders.
• Maintain effective linkages with Health and Protection coordination structures and with GBV, Child Protection, Education and other relevant sectoral groups around MHPSS issues.
• Advocate for the inclusion of MHPSS priorities, needs and standard indicators, including in the HNO and HRP where applicable, and for adequate resourcing and system-strengthening to address priority service gaps.

5.  Meeting Management, Documentation and Follow-up

• Organize and facilitate MHPSS TWG meetings jointly with the WHO Co-Chair.
• Liaise with members to agree key agenda items, ensuring that meetings address previous action points, MHPSS updates, priority technical and coordination issues, and actions for the next period.
• Ensure meeting minutes and relevant documents are prepared and shared with members within one week of the meeting.
• Maintain an updated list of MHPSS TWG members, including primary focal points and alternates, jointly with the WHO Co-Chair.
• Support the organization of additional or ad-hoc meetings when required by the humanitarian situation or operational needs.
• Track agreed actions and promote timely follow-up by responsible members.

• Advanced degree in mental health, psychology, psychiatry, social work, public mental health.
• At least 7–10 years of relevant professional experience in MHPSS programming, mental health, psychosocial support, humanitarian response and/or inter-agency coordination, with substantial experience in complex humanitarian settings.
• Demonstrated experience in leading or supporting technical working groups, inter-agency coordination platforms, humanitarian response planning or similar coordination mechanisms.
• Strong technical understanding of MHPSS approaches and their integration within health, protection, education and other relevant sectors.
• Demonstrated experience engaging government authorities, UN agencies, NGOs, civil society organizations and other stakeholders.
• Strong leadership, facilitation, negotiation, consensus-building and representation skills.
• Excellent analytical, communication, writing, documentation and presentation skills.
• Excellent command of written and spoken English. Arabic and knowledge of relevant Sudanese/local languages is an advantage.
• Ability to work effectively in a complex, high-pressure and insecure humanitarian environment.
• Demonstrated commitment to humanitarian principles, safeguarding, accountability to affected populations, inclusion, confidentiality and the DO NO HARM principle.
