Today, more than 4,500 people, including 3,500 national field staff and 300 international staff, work for HI in a wide range of contexts, implementing more than 400 projects in over 60 countries.
Humanity & Inclusion inSudan
HI has initiated its programmatic response to the Sudan crisis in January 2024. Together with a Sudanese NGO, we provide physical and functional rehabilitation as well as mental health & psychosocial support in health centers and communities. HI is further leading disability inclusion mainstreaming at humanitarian coordination level.
HI is scaling up its intervention in Sudan while expanding its programmatic and geographical scope, to respond to the catastrophic humanitarian crisis affecting Sudanese people.
Role
Reporting to the Country MEAL Manager, the Information Management Officer is responsible for ensuring the proper implementation of monitoring & evaluation, accountability & learning, and information management systems.
Duties and responsibilities:
Responsabilities
Mission 1: Strategy and steering
Contributes to the Information Management section of the country MEAL action plan and implements the activities assigned to him or her;
Reports to the Regional MEAL Senior Officer on progress, constraints and any difficulty encountered on the data collection and information systems;
Contributes to strengthening the data collection and data management skills of the implementing partners.
Mission 2: Standards and expertise: data collection tools and databases
Is responsible for the implementation and the exploitation of the data collection tools:
Designs, programmes and tests the digital data collection forms in XLSForm, including relevance and constraint logic, calculations, multilingual labels (English and Arabic) and validation rules;
Deploys the forms on the programme's mobile data collection platform (SurveyCTO), manages users, roles, devices and form versions;
Sets up and maintains case management workflows where projects follow individuals over time (rehabilitation, victim assistance), using server datasets and beneficiary identifiers;
Designs paper questionnaires mirroring the digital forms where digital collection is not feasible, and organises their secure data entry;
Trains and supports enumerators and field focal points on the use of the tools, including offline collection and synchronisation.
Ensures the quality of data and compliance with HI standards:
Is responsible for keeping a reliable and quality database at all levels: structures, maintains, documents and versions the data sets, and keeps an up-to-date inventory of the forms and databases in use;
Implements procedures for data quality and consistency control: verification, cleaning, deduplication and back-checks, and corrects errors with the project teams;
Applies HI disaggregation rules on all tools: sex, age and disability using the Washington Group questions;
Documents the data flow of each project, from collection to storage, access, analysis and destruction;
Ensures the coherency and the integration of these tools and databases across projects and bases, so that information can be consolidated at programme level;
Ensures the rollout of the HI internal data management standards on all projects;
Contributes to the data transfer exercises between HQ and the field, including the consolidation of federal reporting requests;
Archives the datasets in line with HI retention and destruction rules.
Mission 3: Operational implementation: analysis, visualisation and data use
Supports operational teams with data analysis and use:
Produces the statistical analyses and visualisations requested by the projects and by the coordination, at project and programme level;
Builds and maintains the programme's Power BI dashboards, and keeps them connected to up-to-date data sources;
Is responsible for indicator production: consolidates the project and programme indicators for internal monitoring and donor reporting;
Extracts and analyses data for internal and external use (project teams, donors and authorities), and supports the operations and project managers and the MEAL unit with donor reporting;
Produces maps of operational presence and activity coverage;
Helps project teams to read and interpret their own data, in particular during project reviews and post-distribution monitoring exercises;
Produces adapted communication formats: factsheets, infographics and maps.
Contributes to the mechanisms guaranteeing the protection of beneficiaries' personal data:
Contributes to the data protection impact analyses (DPIA) of the projects handling personal or sensitive data;
Applies and explains the operational data protection procedures: informed consent, minimisation, access rights, encryption, backups, secure transfer and destruction;
Trains and sensitises the programme teams and the partners on good data protection practices, with particular attention to the risks linked to the context;
Ensures the confidentiality and the security of data management and of the databases according to HI standards, and reports any incident to his or her line manager without delay.
Mission 4: Emergency preparedness and response
Contributes to the programme's emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian response by HI;
Prepares and deploys the standard emergency data tools (rapid needs assessment, registration, complaint and feedback mechanism) at short notice;
Upon request from his or her line manager, participates in the information management working groups of the response.
Responsibilities may evolve as per programmatic needs and adapting to local circumstances. It is expected that the positionholder will performany other dutiesas required by the Line Manager that are commensurate with the position.

Qualification(s):
University degree in Information Management, Statistics, Computer Science, Data Science, IT or a relevant field.
A shorter degree combined with strong practical experience may be considered.
Additional training or certification in data management, MEAL, GIS, Power BI, SurveyCTO, SQL, Python or R.
Experience
(type and amount of experience):
At least 2 years of professional experience in data collection, data management, including at least 1 year with an NGO or humanitarian agency.
Practical experience in mobile data collection, enumerator training, offline data collection, device management and troubleshooting.
Experience working in humanitarian settings, preferably conflict affected areas.
Experience with SurveyCTO, KoboToolbox or ODK. Experience with case management and longitudinal beneficiary tracking.
Experience with accountability and complaints and feedback mechanisms.
Experience with GIS, ArcGIS, QGIS, SQL, Python or R.
Experience supporting teams across multiple field locations and working remotely.
Experience in emergency monitoring and preparedness.
