 Background:

Organizational Background

JASMAR Human Security Organization (JHSO) is a national humanitarian and development organization working to support vulnerable and conflict-affected communities through integrated humanitarian, recovery, and development interventions.

JASMAR implements programs across different sectors, including Protection, Health and Nutrition, WASH, Education, Food Security and Livelihoods, Shelter/NFI, Mine Action, and other humanitarian and resilience interventions in partnership with UN agencies, international NGOs, donors, government institutions, and local communities.

 

Purpose of the Position

The IT & Communication Officer is responsible for the design, implementation, and maintenance of the organization's information technology and communication systems in Sudan, ensuring reliable, secure, and efficient connectivity and data management across the Khartoum HQ and field offices. The role also supports the organization's external and internal communication functions, including visibility, documentation, and information-sharing, in line with donor and organizational requirements.

This position is critical to ensuring operational continuity in a complex and often volatile operating environment, including support for remote/field connectivity, data security, and business continuity planning.



 
 Duties and responsibilities:

Key Responsibilities

A. IT Infrastructure & Systems Management

  • Install, configure, and maintain computer hardware, software, networks, servers, and peripherals at the Khartoum HQ and, where applicable, field/sub-offices.
  • Manage local area networks (LAN), wireless networks, and internet connectivity, including VSAT, fiber, and mobile data solutions where applicable.
  • Maintain and monitor data backup systems, cloud storage, and disaster recovery procedures to safeguard organizational data.
  • Ensure timely troubleshooting and resolution of IT issues for staff, minimizing downtime.
  • Manage user accounts, email systems, and access permissions (e.g., Microsoft 365 / Google Workspace administration).
  • Maintain an inventory of IT equipment, licenses, and warranties; coordinate procurement and maintenance of IT assets.

B. Cybersecurity & Data Protection

  • Implement and enforce IT security policies, including antivirus, firewall, password protocols, and data protection standards.
  • Monitor systems for vulnerabilities and respond promptly to security incidents.
  • Ensure compliance with organizational data protection policies and applicable Sudanese regulations regarding data and telecommunications.
  • Train staff on cybersecurity awareness, safe data practices, and acceptable use of IT resources.

C. Communications & Visibility

  • Support internal communication systems (intranet, mailing lists, collaboration platforms) to ensure effective information flow across departments and offices.
  • Assist in developing and maintaining external communication materials (website content, social media, newsletters, fact sheets) in line with organizational branding and donor visibility guidelines.
  • Support documentation of project activities (photos, videos, success stories) for reporting and visibility purposes, respecting beneficiary consent and protection protocols.
  • Liaise with communications focal points at country and regional/global level to ensure consistent messaging.

D. Remote & Field Support

  • Provide remote and on-site IT support to field offices/sub-offices across Sudan, including during field missions as required.
  • Support connectivity solutions for staff working in hard-to-reach or insecure areas, in coordination with logistics and security teams.
  • Contribute to business continuity and contingency planning for IT/communications in the context of access constraints, power outages, or connectivity disruptions common in the operating environment.

E. Capacity Building & Support

  • Provide training and user support to staff on standard software, hardware use, and communication tools.
  • Develop and update simple IT/communication guidance notes and SOPs for staff use.
  • Support onboarding of new staff with IT equipment setup and orientation.
  • Developing and maintaining website.

F. Other

  • Represent the organization in relevant IT/communications coordination forums as required.
  • Perform other duties as assigned by the supervisor, consistent with the scope of the role.

 
 Minimum Qualification, Skills and Experience Required:

Education

  • Bachelor's degree in Information Technology, Computer Science, Telecommunications, Communications, or a related field. A relevant diploma with significant equivalent experience will also be considered.

Experience

  • Minimum 3 years of relevant professional experience in IT support/systems administration, ideally within an NGO, UN agency, or international organization.
  • Demonstrated experience in network administration, hardware/software troubleshooting, and data/system security.
  • Experience supporting communication or visibility functions is an advantage.
  • Experience working in Sudan or similar humanitarian/fragile contexts is highly desirable.

Skills & Competencies

  • Strong knowledge of Windows/Linux operating systems, Microsoft 365 or Google Workspace administration, and network configuration (LAN/WAN/Wi-Fi/VSAT).
  • Working knowledge of cybersecurity principles and data protection best practice.
  • Familiarity with communication and design tools (e.g., basic graphic design, social media management, content writing) is an asset.
  • Strong problem-solving skills and ability to work independently with minimal supervision.
  • Excellent interpersonal and training/coaching skills to support non-technical staff.
  • Ability to prioritize and manage multiple tasks under pressure, including in insecure or resource-constrained environments.
  • Fluency in English and Arabic (spoken and written) required.
  • Willingness to travel to field locations within Sudan as needed, security permitting.

Working Conditions

  • Based at the Khartoum HQ, with periodic travel to field/sub-offices as security conditions allow.
  • The position may require flexibility in working hours to respond to urgent IT/communication needs, including outside standard hours.
  • Given the current operating environment in Sudan, the incumbent must be prepared to work under conditions requiring adaptability, including possible remote work arrangements or relocation for security reasons, in line with organizational duty-of-care and security protocols.
