Background: Position Summary The Financial Assistant provides comprehensive financial support at JASMAR HQ Offices, ensuring compliant accounting, accurate operational cost recovery, effective field supervision, and full legal compliance regarding payroll obligations (social insurance, taxes) in coordination with HR. The role ensures timely financial payments and sustainability of Head Office operations.

Duties and responsibilities:
- Daily Accounting & Operations: Record daily transactions, maintain ledgers in JASMAR ERP system, prepare vouchers/receipts, and manage petty cash and staff advances.
- Budget & Donor Compliance: Assist in budget preparation, track Budget vs. Actual, ensure complete supporting documentation, and support preparation of donor financial reports.
- Operational Cost Allocation & Shared Cost Recovery: Monitor, calculate and allocate shared operational costs (office rent, utilities, internet, security) across projects based on approved percentages. Maintain monthly Cost Allocation Sheet and analyze cost coverage gaps.
- Field Finance Supervision - State Offices: Provide direct monthly financial oversight for assigned projects in State Offices. Conduct field monitoring, supervise all accounting processes, review and consolidate monthly reports from state offices, and build capacity of field finance staff.
- Payroll Compliance, Social Insurance & Taxation (in collaboration with HR):
- Follow up monthly payroll entitlements and deductions in close coordination with HR Department.
- Calculate, reconcile, and ensure timely payment of monthly Social Insurance contributions for all staff (HQ and assigned State Offices) in accordance with Sudanese Labor Law.
- Calculate, reconcile, and ensure timely payment of Personal Income Tax (PIT) and other statutory taxes to relevant authorities, and obtain official receipts.
- Maintain confidential payroll files, social insurance cards, and tax records, and ensure proper allocation of payroll costs to respective projects based on time sheets.
- Head Office Financial Operations & Payments: Manage and process all financial payments related to Head Office operations (office rent, utilities, suppliers, service contracts) ensuring timely settlement and proper documentation.
- Audit & Archiving: Prepare files for internal/external audits and maintain organized digital and physical archiving system.

Minimum Qualification, Skills and Experience Required:
Qualifications & Experience - Bachelor’s Degree in Accounting, Finance, or Business Administration - Required.
- 3-5 years of relevant experience, including field finance experience with NGOs.
- Solid knowledge of Sudanese Labor Law, Social Insurance, and Taxation procedures.
- Proven experience in supervising field offices and payroll administration with HR.
- Proficiency in accounting software, ERP, and advanced MS Excel.
- Willingness to travel to state offices as required.
- Fluency in Arabic and English.
Core Competencies - High integrity, confidentiality, and attention to detail (especially for payroll).
- Strong analytical, supervisory, and coordination skills with HR Department.
- Knowledge of statutory compliance and legal payments.
- Ability to manage multiple portfolios (HQ + States) and meet statutory deadlines.
