ROLE PURPOSE:  

The Humanitarian Access, Safety and Security Officer is expected to work closely with the Country Office operations team including humanitarian response, supply chain, admin, humanitarian response, ACCM and other functions to facilitate and support access with the relevant stakeholders. The officer carries out safety and security assessments; make recommendations and provide support for their implementation by Humanitarian Emergency Response. The Safety and Security officer  will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards within the Humanitarian Emergency

Response and help drive systemic changes in the quality of safety and security management and contribute to building country compliance with safety and security Minimum Standards. S/he will also take forward the organisational security ethos. The post holder will play a key role in the capacity building of Safety & Security Focal Points.

KEY AREAS OF ACCOUNTABILITY:

Core Responsibilities

• Risk Assessment: In collaboration with the HASS field teams monitoring the local operational context and update contingency, hibernation, and evacuation plans at all field offices. 
• Stakeholder Engagement: Building acceptance and negotiating safe passage with local authorities, community leaders, and armed actors in line with humanitarian principles.
• Engage Emergency Response management and staff as well as staff at all levels to facilitate the adoption and compliance with the Save the Children’s Safety and Security Policy and Standards.
• Undertake Security Risk Assessments for humanitarian emergency response.
•  Participate in formal or informal NGO security networks/forums in the area to share information with other NGOs and gain access to security analyses (if available), support the functioning of this forum.

Security incidents Case Management 

• Given the Country Office’s high-risk operating environment, the HASSO will serve as a dedicated Case Management Officer/Specialist, ensuring timely, professional investigations and compliance with organisational policy timelines.
• The HASSO will manage cases effectively, provide high-quality analysis, document lessons learned, and submit timely reports to key stakeholders, including Members, the Charity Commission, and the Global Security Team.
• While the HASSD, HASSM, and regional team will continue to provide support, the volume and complexity of cases require an in-country specialist to strengthen accountability, reduce risk, and improve overall case closure rates.

• Control and approve in country TARs and staff safe movements. (monthly report)
• Access control to all SC premises including managing security services company.
• Facilitate access to critical entry , urgent movement permissions for CD,SLT and external visitors/donors. 
•  Facilitate access to communication devices and IT items approvals and with relevant authorities. 
• All staff and offices can be reliably contacted at all times/ Communication devices control , management and updates(Thurayas,Starlinks,ect) ensure 3 alternatives functioning in all operating offices. (monthly reports). 
• Rental  premises pre-checks , facility checks list pre-approvals (quarterly reports) included.
•  Operations locations security mapping / locations coordinates.(quarterly).
• National partner pre-selection SS assessments committee member. 

QUALIFICATIONS, EXPERIENCE AND SKILLS

• Relevant professional qualification in security, safety or risk management, together with proven experience in a similar safety and security management role.
• 3 years of relevant experience with NGOs or similar
• Expertise in current safety and security practices and issues affecting aid work.
• Previous experience as an NGO Humanitarian Access/ Security officer.
• Fluent in English (written and spoken).
• Excellent computer skills including Excell and PowerPoints and presentation skills.
• Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, none state actors, international organisations security forums and local NGOs.
• Proven, hands-on experience managing security incidents and crises at field or country office level, including activation of incident/crisis management plans, coordination of the response, and post-incident review.
• Two to 3 years of relevant experience with NGOs or similar
