 Background:

The Project Manager (PM) will be responsible for the SHF Project under the title of (Provide comprehensive Life-Saving WASH Intervention for 325,000 people affected by conflict and Cholera in Localities of Jabel Awlia-Khartoum state, Kosti, and Rabak-White Nile state) in Sudan through directly managing project officers. The position manages overall performance, process, and outcome of the project activities, ensuring high-quality implementation, and alignment with donor requirements and SOS Sahel’s internal policies.

 

 Under the direct supervision of the Central Sudan Area Manager, the PM will undertake the following tasks:



 
 Duties and responsibilities:

Key areas of responsibilities:

  • Provide day to day management and oversight across all programmatic and operation of the SHF project activities in Khartoum and White Nile states 
  • Grant Management
  • Manage and support program and project officers to ensure effective planning, implementation, monitoring, and evaluation of the project
  • Ensure compliance with SHF regulations and SOS Sahel’s policies and procedures.
  • Oversee performance management, process optimization, and outcome tracking for all the project related activities in Khartoum and White Nile states 
  • Foster strong relationships with local authorities, partners, and stakeholders to enhance program impact and sustainability of the SHF project in the two target states 

 ·    Donor and program reporting

 ·    Capacity building of SOS Sahel staff and partners related to the SHF project.

 ·    Visit project sites in the two states and prepare project reports

 ·    Support in initiating new projects and write concept notes

 ·    Represent SOS Sahel in the area on issues related to the project

 ·    Assist Central Sudan Area Manager in overall management of the SOS Sahel Sudan Program in  the two target states.

 

Specific duties and responsibilities:

  • Overall planning, development and implementation to implement the SHF project activities as per endorsed plans, budgets and timelines, including development of the relevant TOR for trainings and Designs with BoQs for the construction and rehabilitation works
  • Identifies, assess, monitors performance of and coaching the project staff for better program quality 
  • Supports the development of new WASH initiatives and proposals
  • Prepares and submits reports on progress, challenges, best practices and lessons learned, etc., as per agreed schedules, formats and timelines of the project.
  • Ensures that project staff and partners are aware of SOS Sahel Sudan mandate, principles, implementation strategy, code of conduct, complaints and accountability mechanisms, etc., and that they encouraged and supported to practice them.
  • Represents SOS Sahel Sudan in meetings, forums, working groups, events, processes, etc., as advised by the Central Sudan Area manager.
  • Coaches, trains and provides WASH technical support to staff and partners. 
  • Attend all projects meetings at the localities, state and federal levels as appropriate 
  • Contribute to the overall planning, management and development of SOS Sahel country WASH program.
  • Ensure participation of SOS Sahel in the WASH, Health, ESNFIs and other relevant sectors at the target states 
  • Conduct continuous and end year appraisal if any for the project staff and submit to the Area manager
  • Propose and/or undertake action on operational procedures affecting project management and implementation 
  • Arrange for regular staff meetings to review and reflect on progress and results to identify, mitigate challenges and learn lessons for improved project delivery 
  • Responsible for accurate narrative reporting against agreed objectives and results indicators. 
  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Head of programs and Area Manager 

 

Budget management

  • Assume overall responsibility for financial management of the SHF project, including approving and monitoring financial transfers, partner disbursements and reports as well as SOS Sahel direct expenditures based on the authorization level.

 

Monitoring, Evaluation and communication

  • Ensure timely and high-quality donor and internal reporting which effectively captures project impact and contributes to institutional learning.
  • Work with the MEAL staff to ensure proper implementation of the MEAL activities 
  • Act as MEAL focal person for the project, with possibility of assigning staff to manage day to day MEAL activities and information sharing 
  • Work with the communication staff/project staff to design appropriate mobilization and sensitization messages for the target population, plus prepare good quality visibility materials for the project as appropriate.

 

Coordination

  • Work respectfully, cooperatively, equally, and fairly with people within and outside of the organization.
  • Cultivate and maintain professional, open relationships with communities, government, and representatives of other organizations and agencies.
  • Work closely with the National WASH coordinator to ensure good quality WASH intervention 

 
 Minimum Qualification, Skills and Experience Required:

Qualification

BSc/MSc degree in Civil engineering, Geology, chemical engineering, Public Health or any other relevant specializations demonstrate the required competencies pertinent to the role

 

Experience

  1. Minimum of 5 years’ experience in working with NGOs 
  2. Knowledge of systems and approaches related to enhancing capacities of staff.
  3. Written/ analysis skills
  4. Knowledge of working with finance and budgets
  5. Demonstrated experience of integrating gender and diversity issues into program planning and delivery
  6. At least two years of experience in managing SHF/WASH projects including donor reporting
  7. Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities.
  8. Experience with grassroots development initiatives and knowledge of community driven mechanisms
  9. Practical knowledge of participatory community development principles and practices, including participatory planning, monitoring and evaluation
  10. Ability to prioritize and organize work in a way that respects deadlines.
  11. Excellent oral and written English and Arabic languages.
