 Background:

  • Responsible of the implementation, the grounding and the consistency in the execution of the mission specific L&D Strategy by the implementation of tools and activities which are in line with the established standard.


 
 Duties and responsibilities:

  • Promote the learning and development mission specific strategy with related activities and tools.
  • Implement the learning needs assessments logic within the mission by assisting the managers in execution of the process.
  • Implement tools and monitoring system to enhance the application of learning within the mission.
  • Give guidance to coordinators/supervisors/activity managers on L&D activities and tools.
  • Develop / adapt / update training curriculum, training manuals, handouts and other training materials accordingly.
  • Implement plan to enhance the capacities and expertise of Trainers within the mission.
  • Facilitate and deliver training courses when required.
  • Advise and support the line managers and employees in their understanding of the concepts of Performance Management Framework, contribute to the development of their competencies to effectively implement performance management practices in alignment with OCA standards.
  • Coordinate and monitor staff learning and development activities, including trainings, workshops, and capacity-building initiatives.
  • Support the implementation of the OCA onboarding program in the mission according to the OCA Onboarding Guideline.
  • Travel regularly to projects to support planning, implementation, and follow up of L&D activities, to advise on future learning and development processes & programs, and to secure connection to operational objectives
  • Identify staff learning and development needs in collaboration with managers and departments by carrying out learning needs analysis.
  • Ensure proper follow-up and documentation of staff detachments and development activities.
  • Organize and follow up on internal workshops and training sessions, including participation tracking and reporting.
  • Follow up on international training opportunities and provide administrative support to staff throughout the process.
  • Act as TEMBO focal point, conduct sensitisation session, ensure new staff are briefed and introduced to Tembo, analyse Tembo usage data, and implement action plans to drive engagement.
  • Maintain accurate learning and development records, databases, and reporting tools

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Education

BSC in Business Administration or related field , Degree in HR( but not essential ) or in a field, which is related to didactical or educational psychology. 

Female staff is desirable.

  1. Experience
  • Minimum 2–to 5 years of relevant professional experience as max , including at least 2 year of experience in Learning and Development (L&D).
  • At least 1 year of professional experience in Human Resources (HR).

  • Essential mission working language.
  • Desirable local language.

  • Knowledge of HR in general
  • Knowledge of adult learning principles 
  • Knowledge of staff development tools and strategies
  • Essential computer literacy (word, excel and internet)
