 Duties and responsibilities:

Main Purpose of the position: 

 

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population  

 

Responsibilities: 

 

Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.  

Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service   

Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.   

Ensuring efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)  

Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary  

Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required  

Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.). 

 

Context Specific Responsibilities 

 

Strategic Vision and Operational Planning  

Contribute to the development and implementation of the medical operational strategy in line with project objectives.  

Analyze epidemiological trends, healthcare needs, and contextual developments to guide medical priorities.  

Participate in developing, monitoring, and revising annual medical plans, budgets, and activity frameworks.  

Ensure medical activities are aligned with MSF/MoH protocols, national guidelines, and donor requirements.  

Support emergency preparedness and response planning.  

 

Medical Leadership and Technical Oversight  

Lead the planning, implementation, monitoring, and evaluation of all medical activities within the project.  

Ensure adherence to MSF/MoH medical protocols, guidelines, and standards of care and provide regular feedback to the MOH staff (Doctors).  

Monitor quality of clinical services and implement quality improvement initiatives.  

Provide technical guidance to medical teams and support evidence-based decision-making.  

Oversee the rational use of medical resources, pharmaceuticals/Rational prescriptions, and diagnostic services.  

 

 People Management and Development  

Directly supervise and support medical team members under his/her responsibility (MSF Pediatrician and MDs, MoH staff “Pediatrician, MDs, Lab..etc”).  

Define objectives, conduct regular performance reviews, and provide constructive feedback for MSF staff under his/her responsibility.  

Identify training needs and support capacity-building initiatives in the hospital and PHCCs.  

Promote staff development through coaching, mentoring, and on-the-job learning.  

Foster a positive, inclusive, and respectful working environment.  

 

Service Delivery and Quality Assurance  

Ensure the availability and continuity of supported healthcare services.  

Monitor key medical indicators and initiate corrective actions when needed.  

Strengthening infection prevention and control measures, Promote patient safety and adherence to quality standards in all supported departments.  

 

Continuity of Care  

Serve as the focal point for referral pathways between outreach and hospital.  

Ensure that referral SOP is in place to coordinate patient referrals to ensure timely access to appropriate levels of care.  

Support continuity of care by facilitating effective patient transfers between supported hospital and other healthcare facilities.  

Collaborate with internal and external stakeholders to strengthen referral mechanisms and patient tracking.  

Identify and address gaps in referral and follow-up processes to improve patient outcomes.  

Monitor referral trends and contribute to the development of strategies to enhance continuity of care.  

 

Monitoring, Evaluation, and Reporting  

Ensure timely communication and escalation of critical issues, risks, and significant developments to the PMR, and support appropriate follow-up actions.  

Monitor medical activities using agreed indicators and reporting tools.  

Analyze medical data and prepare regular reports for project coordination in collaboration with other managers.  

Ensure accuracy, completeness, and timeliness of medical reporting.  

Support operational research, assessments, and evaluations when required.  

Use data to identify gaps, trends, and opportunities for improvement.  

 

Coordination and External Representation  

Maintain effective collaboration with Ministry of Health representatives at facility-level and healthcare partners.  

Participate and represent MSF in technical meetings and coordination forums when delegated.  

Develop and maintain productive working relationships with referral facilities.  

Effectively engage and coordinate with all MoH staff (Administrative and technical) to ensure effective implementation of medical activities.  

Facilitate communication between project teams and coordination-level stakeholders.  

 

Teamwork and Cooperation  

Work closely with medical, logistics, HR, finance, and operational teams.  

Encourage open communication and information sharing across departments.  

Contribute to problem-solving through collaborative and solution-oriented approaches.  

Support colleagues and foster a culture of mutual respect and accountability.  

Participate actively in project and coordination meetings.  

 

Service Agreements (SLAs)  

Management and follow up laboratory and imaging service agreements with the hospitals.  

Monitor service delivery to ensure timely, quality care for MSF-supported beneficiaries.  

Ensure compliance with agreed terms, procedures, and pricing.  

Coordinate with service providers to address challenges and improve service quality.  

Review service utilization, performance, and related documentation.  

Support the revision and renewal of service agreements and SOPs.  

 

Compliance, Ethics, and Accountability  

Ensure compliance with MSF policies, protocols, and ethical standards.  

Promote confidentiality, patient dignity, and protection principles.  

Ensure proper management of medical documentation and records.  

Report incidents, risks, and safeguarding concerns according to established procedures.  

Uphold humanitarian principles and MSF values in all professional interactions.  

  

Emergency responses  

Support the medical team in implementation of emergency medical interventions in response to diseaseoutbreaks, displacement, conflict, floods, and other humanitarian emergencies.   

Coordinate medical response activities with the emergency focal point for the medical activities’ effectiveness.   

Contribute to emergency preparedness and contingency planning with PMR and PMR support.   

 Supervise and support medical teams to ensure effective service delivery in emergency settings.   

Strengthen emergency preparedness through staff training, simulation exercises, and regular review of emergency response plans in collaboration with the Focal point.   

 Coordinate referrals and continuity of care for critically ill or injuries, especially in areas with limited access/PHCCs to health services.   

Support the integration of emergency health services with nutrition, mental health, reproductive health, and protection activities where appropriate. 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications and requirements: 

 

Education:  

Medical doctor or paramedical degree.  

Desirable specialization or training in Tropical Medicine or related studies.  

 

Experience:  

Essential 2-year working experience related to the diploma/degree  

Desirable: previous experience in MSF or other NGO 

Language:  Essential: Fluent Arabic and English. 

Knowledge: Essential: computer literacy (word, excel, internet, other programs).
