DCA is a registered international NGO in Sudan with a Country Office in Port Sudan. We are looking for an experienced EORE, NTS, VA Coordinator, will be responsible for ensuring that protection principles, safe programming, and Do‑No‑Harm approaches are integrated/ and or mainstreamed across all DCA interventions in Sudan. The role provides technical support, conducts field monitoring, strengthens partner capacity, and contributes to protection assessments, analysis, and reporting, with a specific focus on Group Cash Transfers (GCT). The role involves identifying protection risks, supporting community-based protection structures, and ensuring that GCT reaches the most vulnerable and responsive to community priorities. without doing harm.

The EORE, NTS, VA Coordinator will work under the supervision of the Head of programme (HoP)/ and HQ Mine Action advisor.

This position will be based in Port Sudan/ with possibility to go back to Khartoum and with field travels to the areas of operation. 



 
 Duties and responsibilities:

Technical Leadership

  • Provide overall technical oversight of DCA’s HMA programming in Sudan, with focus on EORE, NTS, and Victim Assistance.
  • Ensure all activities are implemented in accordance with International Mine Action Standards (IMAS), national standards, and DCA policies and procedures.
  • Develop and strengthen technical methodologies, tools, and approaches for EORE, NTS, and VA programming.
  • Conduct technical monitoring visits to project locations to assess programme quality and compliance.
  • Provide technical guidance to programme staff and partners to ensure effective implementation.

2 Partner Support and Capacity Strengthening

  • Work closely with DCA’s implementing partners to plan, implement, and monitor EORE, NTS, and VA activities.
  • Provide technical mentoring and capacity strengthening to partners where required.
  • Review partner work plans, technical documents, and implementation methodologies.
  • Identify operational challenges and provide recommendations to improve programme delivery.

3 Programme Monitoring and Quality Assurance

  • Monitor partner activities to ensure adherence to technical standards and donor requirements.
  • Review and validate partner reports to ensure accuracy and quality.
  • Ensure data collected through programme activities is reliable and properly documented.
  • Support the implementation of monitoring, evaluation, and learning processes.

4 Coordination and Representation

  • Represent DCA in national and regional mine action coordination fora, including technical working groups and sector meetings.
  • Maintain regular coordination with national authorities, UN agencies, NGOs, and mine action stakeholders.
  • Ensure DCA programming aligns with national mine action strategies and priorities.
  • Contribute to sector-wide information sharing and coordination.
  • Ensure regular liaison with HQ HMA when relevant and necessary.

5 Programme Development

  • Lead or support the development of project proposals, concept notes, and budgets for HMA programming.
  • Provide technical input into programme design and strategic planning.
  • Contribute to donor engagement and resource mobilization efforts.

6 Information Management and Reporting

  • Support the management of programme data and information systems related to HMA activities.
  • Ensure timely updates of DCA’s internal information management systems.
  • Contribute to internal and donor reporting requirements.

Ensure accurate documentation of activities, lessons learned, and best practices.

 

The Technical Manager will be responsible for delivering the following outputs:

  • Technical oversight of EORE, NTS, and Victim Assistance programming.
  • Regular monitoring and technical support visits to partner organizations.
  • Quality assurance of partner reports and programme documentation.
  • Updated programme data and information management systems.
  • Contributions to proposals, concept notes, and programme budgets.

Active participation in HMA coordination mechanisms.


 
 Minimum Qualification, Skills and Experience Required:

Education

  • Background in Humanitarian Mine Action, International Development, Social Sciences, or related field, or equivalent professional experience.
  • Experience
  • Minimum 3 years of relevant experience in humanitarian mine action.
  • Demonstrated experience with EORE, Non-Technical Survey, and/or Victim Assistance programming.
  • Experience working with implementing partners and capacity strengthening approaches.
  • Experience in programme design, proposal development, and donor reporting.
  • Experience working in complex humanitarian or conflict environments is required.

Competencies and experience:

  • Strong understanding of International Mine Action Standards (IMAS).
  • Excellent coordination and stakeholder engagement skills.
  • Strong analytical, monitoring, and reporting skills.
  • Ability to provide technical guidance and mentoring to partners.
  • Strong planning and organizational skills.
  • Ability to work effectively in complex and challenging environments.
  • Fluency in English is required.
