 Background:

The purpose of MEAL Officer is to oversee the design and operationalization of a centralized CFRM mechanism within WV Sudan Country Office, to ensure digital accountability platform is functional using feedback channels and timely reporting of all findings to WV Sudan, adhering creating a culture of WV programming accountability framework (PAF), she/he will provide support to project teams across all sectors and geographic locations to ensure they apply adequate Accountability to affected populations policies, guidelines and protocols in relation to AAP. Also provide support and lead all Monitoring Evaluation Accountability Learning (MEAL) activities for World Vision Sudan including (planning, and executing MEAL activities provision of MoVs) and adhering of community feedback and response mechanism) reporting and documentation also contributes in Design, Monitoring, and Evaluation system and coordinates of assigned projects and program to ensure realization of WVS Strategy in alignment with Our Promise. Observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others

 



 
 Duties and responsibilities:

The MEAL Officer will coordinate processing and provision of responses, specifically in relation to confidential complaints and sensitive cases as per WV existing guidelines whenever needs be, which is mandated to:

 

1) Liaison and collaborate with relevant local and national authorities, stakeholders and donors and represent WV Sudan in relevant forums/cluster/working groups/inter-agency accountability as designated.

2)The position holder will ensure setting up a robust Complaint and Response Mechanism (CRM) building on existing CRM protocols and guidelines.

3) This will include soliciting targeted beneficiaries’ feedback through monitoring visits, hotline, suggestion boxes, Focus Group Discussions (FGDs), and any other contextually appropriate medium.

4) Throughout the process of intake of complaints/feedback and referrals, ensure applying protection principles for confidentiality of information and safety of beneficiaries.

5)Work closely with Programme team and consult with field staff and communities in the review, implementation and monitoring of complaints-handling processes.

6)MEAL Officer will be managing Accountability Action Plan Tracker and will be producing a monthly analysis of action executions or gaps existing in follow up actions.

7)Lead and responsible on the field for enumerators’ output during data collection

8)Conduct regular awareness session of accountability to the beneficiaries and collect feedback from the beneficiary.

9)Support programme staff in identifying and addressing all complaints and feedback related needs and formalising feedback loops within programmes.

10) Develop and maintain external referral procedures and referral pathways with other agencies.

11) Assist in other tasks as required by the MEAL Manager, including extensive support to other programs/sectors whenever deemed necessary.

 

Implement all the assignments/responsibilities that stated on the assigned project log frame or at the MEAL narrative part.

 

1.Project accountability 

• Ensure the community accountability feedback and response mechanism is functional and addresses beneficiary complaints in a timely manner. Ensure program managers are aware of delays in acting on any complaints, information requests 

• Train beneficiaries, community stakeholders, and program participants on the WVI complaint and feedback response mechanism to promote downward accountability. 

• Support the creation of a system for ensuring that information obtained is shared with communities, women, and stakeholders through a regular feedback mechanism. 

• Support in mapping out existing CRM channels and propose new channels based on community point of views. Improved Programming accountability framework (PAF) and Digital Monitoring system by systematically and timely collecting, analyzing and reporting the data 

• Tracking progress and status on complaints on WVI tracking sheet and communicating back decisions. 

• Ensure feedback and complaints received/collected are recorded, categorized and shared with respective WV Sudan staff for taking corrective action. 

• Participate in Community feedback collection sessions and ensure feedback from beneficiaries recorded and shared to improve ownership and quality of implemented programs.

 

2. Leading Project Monitoring 

• Support the implementation of the M&E plans and the collecting of reliable data for results-based management and helps in remote monitoring system . Leading all project data collection process including sampling, tool development/review, enumerators training, pilot surveys, data collection, data cleaning and data analysis) and reporting. 

• Coordinating and facilitate regular monitoring visits using MoVs standard operating Procedures guideline, also responsible of prepare and share monitoring reports with relevant staff following monitoring visits. 

• Ensure that the internal feedback systems (audit, evaluation and review) recommendations for all assigned programs/projects are adequately addressed and utilized to influence the design/re-design processes for quality ministry assurance. 

• Support in the application of Design Monitoring and Evaluation (DME) tools according to Partnership standards including Learning through Evaluation Accountability and Planning (LEAP 3). 

• Ensure the participation of sector technical experts (Grant Managers/coordinators, Technical Specialists) in DME processes. 

• Coordinate technical support in projects advising logical framework development according to guidelines and template. 

• Ensure data quality through regular data quality check/verification visits to make sure that compliant to standard data recording and reporting procedures. 

• Review and update project logical frameworks and ITTs in DRMS. Support in Set up MEAL systems using relevant technology to improve monitoring and reporting. • Coordinate multi-year/annual planning and budgeting processes as well as semi-annual/annual reports for assigned program/projects. 

• Ensure DME tools are aligned to National office and Region guidelines. 

• Ensure that a grant - compliant and output-focused monitoring system is designed for the strategy, are implemented within the assigned projects 

• Ensure data quality for the ministry by conducting regular data audits. 

• Reporting and direct mechanisms for follow-up to the implementation of the LEAP 3 standards, grant agreements and policies, and systematize good practices and lessons learned relating to its application.

 

3. Project Evaluation 

• Leads and coordinates the process of conducting baseline survey, end-line assessment, post-distribution Monitoring and any assessments, and special studies for World Vision Sudan in collaboration with MEAL Coordinator. 

• In collaboration with MEAL Manager develop TORs for external evaluations and M&E activities and support consultants as required. 

• Ensure that mainstreaming of cross-cutting issues is integrated in DME processes and products. 

• Coordinate with the donor-contracted Evaluation Team for conducting activities at the base and community level. 

• Provide project staff with after action reviews and promote a culture of generation of knowledge, lesson learning analysis and reflection

 

4.Learning and Knowledge management 

• Lead, facilitate and compile case studies, stories of change and lessons learned reports on a regular basis to share wider program and inform improvements in quality and delivery. 

• Sharing lessons learned and challenges staff and partners to help consolidate lessons learned for future proposal development and implementation of best practices.

 

5.Other 

• Collaborates with others MEAL team to review and recommend changes to strengthen our current data and reporting system as needed and consultants’ agreements. 

• Facilitate training of project staff and Field level including volunteers in the monitoring methodology, and reporting. 

• Ensure stewardship and accountability of assigned Program and projects material and financial resources that are managed by the Program quality and Strategy division including the donors’ resources entrusted to assigned Program/project. 

• Participates in special projects and performs additional tasks assigned


 
 Minimum Qualification, Skills and Experience Required:

A) Minimum education, training and experience requirements to qualify for the position:

  • Bachelor degree, preferably in Medical science, International Development, Public Health, Agriculture, Economics or social sciences related area. 
  • Minimum of 1-3 years progressively work experience in MEAL with international development programming. 
  • Demonstrated experience in Monitoring, Evaluation, Accountability, and Learning in a non-profit, consulting, or government agency in an international setting preferred. 
  • Knowledge of Health, Nutrition, WASH, protection and FSL 
  • Experience in conducting quantitative and qualitative data collection, analysis, and reporting using online data collection and analysis application (IOM, Kobo toolbox and others) 
  • Strong analytical and report writing skills 
  • Good working knowing of Microsoft package (Excel, Word, and powerpoints)

  • Excellent planning, research, and analytical skills, attention to detail and the ability to work cost-effectively and efficiently. 
  • Ability to pursue big picture vision as well as detailed implementation. 
  • Strong written and oral communication and presentation skills.

  • Ability to develop and maintain positive relationships with professional contacts, resources and/or networks and relate to people with sensitivity, tact, discretion and professionalism. 
  • Committed to the highest personal and professional integrity and ethics. 
  • Strong computer skills (Windows XP, Word, Excel, Outlook, PowerPoint, databases and the Internet); working knowledge of statistical software (SPSS, ODK, KOBO, Strata etc.). 
  • Ability to travel, and to travel often. Travel could be up to 50% of the time, especially in the first year.
