Background:
We are seeking a dynamic and solutions-oriented logistics professional who will lead the planning, coordination, and oversight of logistics operations, ensuring efficient supply chain management, infrastructure, fleet, technical services, and security systems are delivered in line with MSF standards to enable safe and effective humanitarian operations.
As the Logistics Manager, you will provide strategic leadership for the mission's logistics operations, overseeing the planning, implementation, and continuous improvement of logistics systems. Working closely with multidisciplinary teams, you will strengthen operational efficiency, ensure compliance with MSF standards, develop logistics staff, and provide the technical expertise required to support high-quality humanitarian interventions
Duties and responsibilities:
Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population.
Ensuring and monitoring the implementation of logistics/technical activities in the project/capital including the following:
Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
WHS: implementation of water, health and sanitation activities.
Supply: implementation and maintenance of an appropriate supply chain for the project.
Implementing all administrative-related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project/capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to-day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
Participate in monthly reports according to guidelines.
MSF OCBA Context Specific Accountabilities:
Based in the coordination office in Khartoum.
To support supervisors in the implementation of proposed activities, with support from LogCo.
To provide feedback and coaching to the Logistics team.
To participate actively in the drafting of logistics reports.
Close collaboration with LogCo Assist and the mission technical specialists.
Having the responsibility of setting up key performance measures for all aspects of logistics activities and to regularly review them against actual performance.
Be responsible for the follow-up of all technical maintenance and repairs in the coordination facilities.
Upon request, provide support to the projects.
Minimum Qualification, Skills and Experience Required:
Bachelor's degree in Logistics, Supply Chain Management, Engineering, Business Administration, or another relevant technical field.
Essential: At least three years of experience in a Logistics Manager position or a related role. Previous experience working with international non-governmental organizations (INGOs) is highly desirable.
Previous experience supervising and developing logistics teams.
Strong knowledge of fleet management, facilities management, asset management, procurement, and supply chain operations.
Experience coordinating technical services, including infrastructure, power systems, communications, and equipment maintenance.
Knowledge of humanitarian supply chain standards and logistics management systems.
Experience in security management, contingency planning, and emergency preparedness.
Knowledge of water, sanitation, and hygiene (WASH) logistics support is an asset.
Minimum B1 Proficiency level in English and native or near-native proficiency in Arabic.
Strong computer proficiency, including Microsoft Office (Excel, Word, Outlook, SharePoint, etc..).
