PROGRAM SUMMARY

Mercy Corps has been operational in Sudan since 2004 and currently leads humanitarian assistance and longer-term development efforts in conflict-affected River Nile, Northern State, South Darfur, Central Darfur, South Kordofan, North Kordofan, Kassala, Gadaref, and Khartoum States, supporting host communities, IDPs, returnees and refugees. Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health, nutrition, peace building and protection, resilience, and Market Systems Development.

 

DEPARTMENT SUMMARY

Operations Department provides key support to the entire Country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.

 

THE POSITION   Summary

The Procurement Officer is responsible for overseeing procurement aspects of Mercy Corps’ logistic operation and working closely with Program, Administration, Finance and Logistics. The procurement Officer is instrumental in supporting program activities through their services. ESSENTIAL JOB RESPONSIBILITIES 



 
 Duties and responsibilities:

Procurement

  • Daily coordination of MC procurement activities. 
  • Full understanding of MC procurement policies and formats. Assist, as needed, in training staff on these policies. 
  • Assist Program and operational personnel in regular procurement planning meetings. 
  • Assists staff as needed in creating clear and understandable purchase requests and other documentation. 
  • Collect quotations and bids from the market for PRs as assigned by a manager – as per Mercy Corps standards and formats. 
  • Prepare the required documentation of supplies and transactions and complete them with Mercy Corps standards.  
  • Assist in the maintenance of thorough procurement files as outlined in the Field Procurement Policies and Procedures.   
  • Assist the program and office staff with procurement activities, as required.

Operations:

  • Manage the fleet and the movements and ensure the travels for national and international Mercy Corps or official visitors as per the movement plans.
  • Must have a clear understanding of all operations policies and requirements.
  • Any coordination required with multiple stakeholders (internal/ external) for commodities movement for and to warehouse.
  • Assist in purchasing items required for office operation in coordination with procurement.
  • Receive and certify all purchases made by Mercy Corps in the field office for operation use.
  • Document all Logistics procedures and keep file copies of all documentation.
  • Responsible for Fleet management and reporting.
  • Responsible for Warehouse management and reporting.
  • Responsible for Assets and Inventory management and reporting.
  • Responsible for admin, facilities management and facility contracts for Mercy Corps offices, guesthouses and warehouses.
  • Maintain a clear record of all leases.
  • Assist in operation utility bills like water and power bills.
  • Manage the transportation of goods/supplies in Mercy Corps operational areas and to beneficiaries.
  • Ensure that commodities stored in the warehouse/storage are safe and in good condition.
  • Contributes to team effort by accomplishing related results as needed.

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options

Reports Directly To: Head of Base with a dotted technical reporting line to Procurement and Operations Managers.

 Minimum Qualification, Skills and Experience Required:

MINIMUM QUALIFICATION & TRANSFERABLE SKILLS 

  • Bachelor’s degree in a relevant field (e.g., logistics, supply chain, business administration, operations, or a related discipline). 
  • Minimum 3-5 years of experience in large scale procurement and logistics, Administration, Assets, Fleet Management and Warehousing.
  • Strong organizational skills. 
  • Excellent oral and written English skills.  
  • Ability to interact effectively with international and national personnel.   
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members, and a proven ability to solve problems independently without direct supervision. 
  • Proficiency in MS Office applications, especially in MS Excel.  
  • Strong organizational, planning, and coordination skills. A demonstrated ability to multi-task and process information into action as to not delay program activities.  
  • A clear understanding of procurement ethics and donor compliance is essential.  
  • A degree in a relevant business field or professional procurement qualification is desired. 
  • Prior Knowledge of E-Procurement system is an added advantage
  • Professional qualifications like CIPS,CIP,ACCA ,CPA are desirable

SUCCESS FACTORS 

 

The successful Procurement Officer will coordinate procurement tasks to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations. 


Living Conditions / Environmental Conditions

The position is based in Kassala, and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.  Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
