 Background:

  1. Main Purpose
Performing autonomously, complex / advanced installation and maintenance of electrical and other energy systems in all MSF facilities across the mission (offices, health structures, warehouses, etc., according MSF standards and procedures, in order to ensure a proper functioning and maintenance of MSF equipment and installations


 
 Duties and responsibilities:

  1. Accountabilities
  • Ensuring all electrical installations in MSF facilities comply with MSF standards and performing autonomously and ensuring, all necessary complex / advanced electrical installations, maintenance and repairs, according to the supervisor’s instructions. This includes the following tasks :   
    • Carrying out critical rehabilitation tasks and corrective maintenance interventions and the coordination and execution of required tasks as well as installation of needed electrical equipment as defined by each project. Elaborating the necessary documentation for carrying out energy installations projects (plans, list of materials, etc.)
    • Carrying out and updating the electrical installations inventory in MSF missions’ facilities and performing annual maintenance procedures and safety checks across facilities in the project. Executing any needed tests after any repair or maintenance.
    •  Identifying local technical actors, and organizing their participation in the project (training of technical staff, establishing relations with local companies, contractors and suppliers, quotations, contracts, etc.)
  •  Making suggestions regarding any repair or maintenance work needed in MSF electrical installations and equipment and assisting logistics department with any urgent support/advice or any relative work needed
  • Managing the stock of consumable items related to electrical installation, repairs and maintenance, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage
  • Responsible for the equipment and tools (including extinguishers), checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.
  • Keeping working area clean and tidy.
  1. Ensuring that all record sheets and books related to maintenance are always completed and prepares needed reports before and after any repair or required maintenance

 

  1. MSF Section/Context Specific Accountabilities
  • Ensure continuous and reliable power supply to all MSF facilities, prioritizing critical medical equipment (ICU, laboratories, cold chain) through appropriate use of generators and available hybrid energy systems.
  • Manage frequent power outages and unstable grid conditions by operating and maintaining changeover systems (automatic or manual), ensuring timely and safe switching between power sources.
  • Perform installation, maintenance, and repair of electrical systems, including generators, distribution panels, and basic solar systems, ensuring compliance with MSF standards and safety procedures in high-temperature and dusty environments.
  • Carry out regular load assessments / electrical checklist and adapt electrical installations to evolving operational needs, including emergency responses and sudden increases in facility capacity.
  • Ensure proper grounding/earthing and protection systems are in place to safeguard equipment and personnel against electrical faults and unstable power supply.
  • Guarantee the reliability of cold chain systems by maintaining dedicated electrical lines, backup solutions, and routine monitoring of power supply.
  • Support the setup and maintenance of electrical installations in temporary and semi-permanent structures (e.g., mobile clinics, tents), ensuring safe and rapid deployment.
  • Collaborate with local contractors and suppliers, supporting selection, follow-up, and quality control of works, considering local market constraints and supply challenges.
  • Monitor generator performance and fuel consumption, maintaining accurate records and coordinating with logistics to ensure adequate fuel availability and storage.
  • Promote energy efficiency practices to optimize fuel consumption and reduce operational costs in generator-dependent environments.
  • Ensure compliance with electrical safety standards across all facilities, including routine inspections, proper use of equipment, and fire risk prevention measures.
  • Maintain preparedness for emergency relocations or rapid expansion of facilities, ensuring electrical systems can be quickly adapted or redeployed.
  • Train and support local technical staff in electrical maintenance and safe working practices to strengthen local capacity.
  • Ensure all technical documentation (maintenance records, basic diagrams, reports) is properly maintained and updated.
  • Provide rapid electrical support to emergency medical activities (e.g., outbreak response, trauma care), ensuring timely and safe installation of required systems.
