Duties and responsibilities:
Purpose of the Position The Head of Finance & Operations provides strategic leadership and oversight of the National Office's finance and operational functions, ensuring efficient, compliant, and cost-effective management of organizational resources. The position is responsible for financial stewardship, operational excellence, business continuity, internal controls, risk management, and support services that enable the effective delivery of SOS Sudan's humanitarian and development programmes. Key Responsibilities 1. Strategic Leadership - Serve as a member of the National Leadership Team (NLT) and contribute to organizational strategy and decision-making.
- Advise the National Director on financial sustainability, operational performance, and organizational risks.
- Lead continuous improvement of finance and operational systems, policies, and procedures.
- Ensure effective planning and resource allocation across the organization.
2. Financial Management - Provide strategic oversight of financial planning, budgeting, forecasting, and reporting.
- Ensure compliance with SOS policies, donor regulations, statutory requirements, and International Financial Reporting Standards (IFRS), where applicable.
- Monitor budget utilization, cash flow, burn rates, and financial performance.
- Review and approve financial reports before submission to management and donors.
- Ensure strong internal financial controls and accountability.
3. Operations Management - Provide leadership and oversight of Procurement, Logistics, Administration, ICT, Fleet, Assets, and Facilities Management.
- Ensure operational systems effectively support programme implementation.
- Oversee procurement planning and contract management.
- Ensure efficient management of organizational assets, warehouses, vehicles, and office facilities.
- Lead business continuity planning and operational risk mitigation.
4. Compliance, Risk and Internal Control - Strengthen internal control systems across finance and operations.
- Ensure compliance with organizational policies, donor requirements, and national regulations.
- Coordinate internal and external audits and ensure timely implementation of audit recommendations.
- Lead organizational risk assessments related to finance and operations.
5. Grants Financial Oversight - Provide financial oversight of all donor-funded projects.
- Review proposal budgets and donor financial reports.
- Support donor financial negotiations where required.
- Ensure proper financial monitoring of grants throughout the project lifecycle.
6. Resource Management - Optimize utilization of financial and operational resources.
- Promote value for money and cost-efficiency.
- Monitor organizational overheads and operational expenditures.
- Support sustainability initiatives and long-term financial planning.
7. Leadership and People Management - Lead and mentor finance and operations teams.
- Build staff capacity through coaching, training, and performance management.
- Foster collaboration between programme and support departments.
- Promote a culture of accountability, integrity, and continuous improvement.
8. Security and Business Continuity - Support implementation of organizational security and safety measures.
- Ensure operational readiness during emergencies.
- Oversee insurance, asset protection, and business continuity systems.
- Coordinate operational support during humanitarian responses.

Minimum Qualification, Skills and Experience Required:
Qualifications • Master's degree in Finance, Accounting, Business Administration, Economics, or a related discipline. • Professional accounting qualification (ACCA, CPA, CIMA, CA, or equivalent) is highly desirable. Experience • Minimum 10 years of progressive experience in finance and operations management. • At least 5 years in a senior leadership position. • Demonstrated experience managing donor-funded humanitarian and development programmes. • Strong experience in financial management, procurement, logistics, and organizational operations. • Experience leading organizational change and systems strengthening.
