THE PURPOSE

 

The site HR Officer (HRO) plans, organizes, and controls the on-time and smooth execution of all HR services and activities in the site. In-line with the global and country HR practices and policies, the HRO   manages every aspect of the employment process, including recruitment, contract management, performance management, pay, onboarding, career development, personnel administration, diversity and inclusion, separation & exit management. HRO advises, guides, and supports employees and line managers in all HR and People Management matters. With the support and guidance of the Country HR Officer, the HRO acts as a partner, change agent, employee champion, and functional expert, supporting and contributing to the ICRC operations and objectives. The HRO brings intelligence and insights into human resource matters to line managers and proactively contributes to a conducive work climate.  The HRO is the main interlocutor supporting employees on the site and partners with line managers. 

 

 

REPORTS TO (ROLE)

 

  • Head of Sub Delegation


 
 Duties and responsibilities:

  • Ensure that staff-management policies & practices are applied correctly and clearly explained to staff.
  • Ensure HR data accuracy and seamless HR administration of all HR services.
  • Responsible for all activities within the employee life cycle.
  • Contribute or lead the developing and implementing of HR projects.
  • Executes internal and external recruitment process. 
  • Ensure implementation of Performance Management and Development process.
  • In charge of the Day laborer/ Daily workers management.
  • At any time, keep HR information confidential.
  • Ensure compliance with local labor law.
  • Advises staff and managers on any HR management issue.
  • Is aware of the delegation objectives and activities.
  • Represents the employer before local authorities (Labor office, Social Security, etc.)
  • Works closely with the HR team in the Delegation in Port Sudan 
  • Promote cultural, religious, and ethnic diversity, gender equality and fair treatment of ICRC staff.
  • Is in charge or relaying the internal communication for staff, e.g., staff meetings, noticeboards, social events and databases of HR information.

 
 Minimum Qualification, Skills and Experience Required:

DESIRED PROFILE AND SKILLS

 

  • Strongly motivated by humanitarian work

 

 

CERTIFICATIONS / EDUCATION REQUIRED

 

  • University degree or professional diploma.
  • Good command (written and spoken) of English.
  • Computer literate, with excellent knowledge of HR Information Systems, Microsoft Excel and PowerPoint. Knowledge of SAP a strong advantage.

 

PROFESSIONAL EXPERIENCE REQUIRED

 

  • 2–3 years’ full time experience in HR in an international organization.
