Programme Summary:

 

The role sits at the intersection of two complementary initiatives in Sudan:

 

1. The first aims to generate community-driven evidence on how mutual aid, national and international

assistance intersect to meet community priorities, shape wellbeing and social cohesion, as well as

people’s suggestions for how aid could be improved. Co-designed with community members, mutual

aid actors and local leaders, and guided by a diverse advisory group, it combines participatory

research with structured dialogue to turn community insight into a more effective, coherent and

relevant humanitarian response.

 

2. The "Putting power where it should be" initiative builds local data and accountability coalitions of

data experts, thought leaders and advocates who produce and elevate local crisis knowledge as a

powerful alternative to currently dominant international narratives. Together, they design and lead

their own research and advocacy, ensuring that local knowledge shapes humanitarian decision-

making and connects to a growing global movement that challenges who holds power in the aid

system.

 

Both initiatives share a common conviction: that those closest to crisis hold the insight needed to make crisis responses more accountable. We are excited to explore these synergies together with the consultant(s).

 

Position summary:

GTS is seeking an experienced project coordination and advocacy professional to lead engagement with key stakeholders and networks in Sudan and across the region, build and run the data and accountability coalition of local civil society actors in Sudan, and to support the development of regular advocacy & communication products. In this role, the consultant will act as a key link between GTS, local research partners, Sudanese civil society, and affected communities. The position involves engaging with stakeholders, designing and facilitating dialogue and advocacy events, supporting research activities, building and sustaining the coalition, and ensuring that the perspectives of people affected by crisis inform decision-making. It combines elements of project management, coordination, analysis and advocacy.



 
 Duties and responsibilities:

The responsibilities outlined here reflect our current thinking, but we expect the projects and this role to evolve over time. You will bring your own knowledge, networks and ideas to shape how this work unfolds in practice, and we are excited to adapt this together as we go along. Within the role, you will focus on:

 

1. Stakeholder Engagement & Representation

  • Lead on building and sustaining relationships with key actors including humanitarian actors (including international, national and community-based organizations), civil society, development, climate, peace actors, media, across various levels of crisis response to ensure buy-in, engagement and uptake of the initiatives.
  • Support the formation of the project advisory group and support ongoing engagement with the group throughout the project.
  • Independently conduct background research on relevant projects and stakeholders.
  • Represent the project at national and subnational coordination forums.

 

2. Coalition Building & Dialogue Facilitation

  • Support the mapping of existing local data, expertise and initiatives on community priorities and accountability, identifying gaps and under-represented actors.
  • Build and sustain a data and accountability coalition of local civil society actors, data experts, thought leaders and advocates, supporting them to design and lead their own research and advocacy.
  • Support the planning and facilitation of dialogue sessions with community and civil society actors throughout the project cycle including design, analysis and advocacy.
  • Help connect the coalition's work to a growing global movement of local actors shifting power in the humanitarian system, including to similar coalitions in DRC and Somalia.

 

3. Monitoring Emerging Issues, Context analysis, operational and logistical support

  • Track socio-political, humanitarian, and environmental developments that may affect the project or shape community perspectives.
  • Report regularly on trends, risks, and opportunities relevant to the project’s objectives.
  • Monitor the humanitarian and security context during the course of the project.
  • Lead on stakeholder management, including conducting background research on key stakeholders involved in the project.
  • Support coordination of field visits and research activities, including liaising with local partners and advising on access challenges.
  • Contribute to planning and documentation of community consultations.

 

4. Advocacy & Communication

  • Develop structured advocacy and influencing strategies.
  • Ensure project outputs are maximized for quality and impact.
  • Support the roll-out of advocacy strategies in creative and structured ways.
  • Coordinate multimedia content or events where applicable.
  • Contribute to the dissemination of research findings and other products through presentations, discussions, making the reports available widely.

 
 Minimum Qualification, Skills and Experience Required:

Key Skills & Competencies

 

1. Project Management and Operational Coordination

Ability to plan and manage complex activities across multiple workstreams, including supporting the coordination of field visits and research activities, and partner collaboration.

2. Stakeholder Engagement and Relationship Building

Strong interpersonal and communication skills. Able to engage civil society, national and international aid actors and communities, and represent the project effectively at various forums.

3. Coalition Building and Facilitation

Experience setting up, facilitating and sustaining multi-stakeholder coalitions or networks, creating the conditions for members to lead their own agenda.

4. Advocacy and Communication

Skilled in developing and implementing advocacy strategies based on research findings, and in creating engaging content to amplify impact. Comfortable engaging across all levels, from senior decision-makers to grassroots organisers.

5. Strategic and Analytical Thinking

Organized and proactive, with the ability to synthesize feedback, monitor trends, and support evidence-based decision-making.

6. Autonomous and Adaptive Working Style

Capable of working independently in dynamic or remote settings; shows initiative, problem-solving skills, and accountability.

 

Qualifications & Experience

  • Minimum of 5 years of experience in humanitarian, development, or civil society work in Sudan.
  • Proven experience working with communities, civil society, community-based organizations and coordination bodies, including facilitating workshops and events.
  • Proven experience supporting civil society actors and grassroots initiatives in Sudan, with an active and trusted network of civil society actors in Sudan, and a genuine commitment to shifting power to local actors and communities in humanitarian decision-making.
  • Demonstrated experience working safely and responsibly in Sudan's fragile or conflict-affected context, including navigating research, dialogue or coordination activities with sensitivity to political and security risks.
  • Fluency in Arabic and English, with strong communication skills both verbally and written.
  • Willingness to travel within Sudan, according to project needs and if the security situation allows.
  • Experience with quantitative and qualitative research, including participatory methods, is desirable.
