 Background:

Description of the Program

GOAL has responded to a wide range of humanitarian and development needs in Sudan since 1985 supporting conflict-affected populations through integrated programmes in nutrition, health, WASH and food security and livelihoods (FSL), with women’s empowerment and protection mainstreamed throughout our work. GOAL responds to protracted humanitarian needs in Sudan, while planning for and investing in communities’ longer-term development. GOAL is currently present in North Darfur, South Kordofan and White Nile States. In ND GOAL is the only NGOs providing H&N services in Kutum. Overall, our presence is essential to keep functional health and nutrition services in highly vulnerable areas after 2 years of war and to ensure increased food security and access to livelihoods opportunities for communities affected by the war in IPC 4 and 5 areas.

As a member of the Cash Consortium of Sudan (CCS, now Collective Sudan), GOAL is also providing life-saving cash assistance, strengthening local response capacities, and promote harmonisation across the humanitarian sector in the most vulnerable areas in North Darfur and South Kordofan.

GOAL is currently seeking a Food Security and Livelihoods (FSL) coordinator to technically lead on all FSL related activities in Sudan. 

General Description of the Role

Under the responsibility of the Programme Director (PD), the FSL Coordinator will be responsible for ensuring high quality programming and implementation of the food security and livelihoods programs of GOAL Sudan. Specifically, he/she will be leading technically the design, development and planning of cash and livelihood projects including contributing to strong Monitoring and Evaluations, Accountability and Learning systems (M&E) to measure the impact of the programs. S/he will provide technical advice and capacity support to field staff to ensure the FSL work is of high quality and contribute to achieving objectives of the programme, sector and organization. He/She represents GOAL in main technical for at national level and in relation to existing partnership (i.e. CCS).



 
 Duties and responsibilities:

Key Roles and Responsibilities

Program and new business development

  • Under the supervision of the PD, lead the implementation of FSL programme portfolio, including MPCA, in line with existing GOAL commitments, policies and donor regulations.
  • Coordinate the implementation of GOAL project within the CCS programme in line with main objectives of the consortium and specific policies and technical requirements.
  • Ensure that the FSL projects integrate H&N and WASH activities community approaches, DRR, gender sensitivity and capacity building into all activities as appropriate.
  • Provide technical support in the development of livelihoods project concept notes, logical framework, proposals and identify appropriate innovative approaches.
  • Identify food security and livelihoods, support needs of the targeted population and propose intervention opportunities in line with GOAL country strategy.
  • Establish and maintain effective work plans, program reporting, monitoring and evaluation (lessons learned) systems for both internal and external use in relation to FSL portfolio
  • Support the emergency interventions of the organization in case of sudden shocks and in relation to intervention including cash based approach.
  1. Monitoring and Evaluation
  • Technically support the project managers and MEAL coordinator to design the baseline assessments, registration, monitoring for individual projects, to include development of data collection formats, data collection plans and the consolidation of baseline data and agreed targets.
  • Technically contribute to quarterly detailed implementation plans for all projects within the FSL portfolio and project review.
  • Collect and evaluate information on the food security and livelihoods level of the targeted populations in project areas.
  • Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives.

  • Coordinate at HQ and country office level with other technical departments such as Health, Nutrition, WASH and ensure program integration to maximize programme impact
  • Coordinate with relevant PTT Advisors on programme design, quality and learning, particularly the Cash Advisor and Food & Nutrition Security Advisor.  
  • Ensure active participation from GOAL into technical coordination mechanisms established by the CCS (CCS TWG, Market TWG, GCTs)
  • Actively coordinate with other agencies implementing food security, cash-based assistance and livelihoods interventions in GOAL project areas
  • Represent GOAL in sector coordination for a and development of cash guidance according to the sector priorities.
  • Represent GOAL in other key meetings with external stakeholders and in relation to participation in the Cash Working Group.

  2. HR and capacity development
  • Provide leadership to the food security and Livelihood team across GOAL area of operations, including strategic vision and direction, team cohesion and team building
  • Lead, in coordination with Area Programme Coordinator and HR, the recruitment of the FSL team
  • Support performance management, including setting of annual goals and quarterly deliverables, undertaking quarterly reviews, and provision of feedback to ensure delivery of results

 
 Minimum Qualification, Skills and Experience Required:

Requirements 

 

  • Advanced degree in Agriculture, Economics, Social Sciences, or a related field.
  • Substantial progressive experience (3 years or +) in food security and livelihood programming, including MPCA and cash based assistance, preferably with experience in a technical lead role in an international organization
  • Strong understanding of humanitarian principles, FSL standards, and donor requirements.
  • Proven experience in business development and proposal writing.
  • Demonstrated ability to lead multi-sectoral and multi-stakeholder initiatives.
  • Experience with MEAL systems and data-driven decision-making.
  • Strong interpersonal and communication skills, with experience in external representation.
  • Fluency in English
  • Experience with SHF, ECHO, EU, FCDO.
  • Previous experience in Sudan and/ related contexts is an added advantage
  • Excellent computer skills, in particular Microsoft Excel, Word and Email.
