Background:
Post-Abortion Care (PAC) remains a critical component of reproductive health services in Sudan, where maternal mortalityremains high due to preventable causes, including complications from unsafe abortion and limited access to timely, qualityreproductive health services.
The ongoing humanitarian crisis, characterized by conflict, population displacement, and disruption of health services,has further strained an already fragile health system. Many health facilities are either non-functional or operating atreduced capacity, limiting access to essential reproductive health services, including PAC. Women and girls in affected andhard-to-reach areas face increased barriers to care, heightening the risk of morbidity and mortality from unsafe abortion-related complications.
The Federal Ministry of Health (FMoH), in collaboration with partners, is committed to strengthening the quality,consistency, and availability of PAC services across all levels of the
health system. To support this effort, the Ministry plans to develop an evidence-based PAC Guideline, a
standardized Training Package, and a PAC Service Register. These tools will facilitate improved service delivery, ensurestandardized clinical practices, enhance data collection and reporting, and support continuous quality improvement, evenwithin the constraints of a humanitarian setting.
Purpose of the Assignment
To lead the development of comprehensive, context-appropriate, and evidence-based tools
including a Post-Abortion Care (PAC) Guideline, Training Curriculum, Supportive Supervision Checklist, CompetencyAssessment Tools, and Data Collection Register, to guide the delivery, training, and monitoring of high-quality, rights-based, and integrated PAC services in Sudan,
including in humanitarian and fragile settings.
Duties and responsibilities:
Specific Objectives
Review existing PAC-related policies, guidelines, and training materials in Sudan and globally to identify gaps,duplication, and best practices.
Align the PAC Guideline with the WHO 2023 recommendations and other relevant international standards, ensuring applicability within Sudan’s health system and humanitarian context.
Develop a competency-based PAC Training Curriculum for healthcare providers to ensure standardized, quality, andrights-based service delivery across all levels of care.
Develop standardized tools, including a PAC Service Register, supportive supervision checklist, andcompetency assessment tools, to support accurate data collection, routine monitoring, performance assessment,and continuous quality improvement.
Expected Outcomes
Draft PAC guideline, training curriculum, supervision checklist, competency assessment tools, and PAC registerdeveloped and aligned with WHO (2023) and Sudan context.
Comprehensive, standardized package of PAC tools produced, ensuring consistency across clinical guidance,training, supervision, and data collection.
All deliverables are submitted in high-quality draft format, incorporating initial technical inputs from Ipas and key stakeholders.

Duration
The consultancy is expected to run for 45 working days over a 2-month period with key milestones agreed upon during inception period.
Minimum Qualification, Skills and Experience Required:
Advanced degrees in Medicine, Nursing, Midwifery, Public Health, or Reproductive Health.
Minimum 10 years of progressive experience in SRHR, PAC/CAC, or maternal health programs.
Proven experience in clinical guideline development, training curriculum design,
Excellent communication, facilitation, and technical writing skills in English (knowledge of Somali language is anadvantage).
