THE PURPOSE

 

The ICRC Sudan Delegation helps people affected by armed conflict both east and west of Sudan. The Economic Security (EcoSec) department is part of the assistance unit responsible for assessing and responding to the economic security situation of individuals, households or communities affected by natural and/or man-made shocks. Cash- based assistance is major portfolio of EcoSec program and Cash and Market Specialist will be responsible for overall technical support to field teams, liaison with support functions (LOG and FAD) internally and externally with Financial Service Providers (FSPs) and Cash Working Group (CWG), assessments, and monitoring of the market for smooth and harmonized implementation of cash- based activities.

 Duties and responsibilities:

  • Ensures cash-based interventions adhere to SOPs, providing technical support and troubleshooting to field teams.
  • Leads and manages market assessments, price monitoring, and post-distribution monitoring for cash activities.
  • Maintains close working relationships for beneficiary data analysis, duplication checks, and accurate documentation of cash transfers.
  • Contributes to and reviews post-distribution monitoring, situation reports, project proposals, and beneficiary data.
  • Assesses Financial Service Providers (FSPs) with relevant departments using ICRC's standard tools.
  • Troubleshoots internal cash transfer process flows in line with SOPs and CTP modalities.
  • Undertakes short-term assignments to provide guidance on assessments, feasibility studies, and cash transfer design/monitoring.
  • Liaises with PROT colleagues for referrals and develops collaborations with Cash Working Groups (CWG) and FSPs.
  • Regularly updates data on cash-based activities, centralizes payment requests, and prepares monthly cash forecasts and inputs for CDP.
  • Provides training and on-the-job support to colleagues, offers input for EcoSec strategic and operational plans, and acts as a focal point for institutional reports on cash and market components.

 
 Minimum Qualification, Skills and Experience Required:

CERTIFICATIONS / EDUCATION REQUIRED

 

  • Bachelor’s degree in economics or equivalent experience in another field (e.g. agricultural economics or business administration).
  • Very good command of English and Arabic.
  • Computer proficiency.

 

PROFESSIONAL EXPERIENCE REQUIRED

 

  • Ideally 6 years overall professional experience, including 2–3 years’ experience in cash-transfer programming, market analysis or similar.
