 Background:

DanChurchAid (hereinafter referred to as "DCA") is an international non-governmental organization committed to saving lives, building resilient communities, and fighting inequality. DCA has supported Sudanese partners for more than 20 years, responding to conflicts, displacement, and natural disasters. Following the April 2023 conflict, DCA is addressing urgent humanitarian needs across Gedaref, Sennar, Al Gezirah, White Nile, and the Kordofans, helping to save lives, build resilience, and fight inequality. DCA´s work prioritises localisation and community-led action through:

  • Humanitarian response, including group cash transfers and SCLR programming
  • Protection, gender equality, and conflict prevention
  • Early recovery and livelihoods support

 

DCA has recently established a partnership with a newly registered Sudanese national organization named “She Leads” (hereinafter referred to as "the Partner"). As a newly established institution, the partner is in the process of developing its internal governance, Human Resources, Finance, and Procurement & Logistics systems to enable effective, transparent, and accountable management of its operations and donor-funded projects. As part of DCA's commitment to localization and sustainable institutional development, the Country Office has developed a comprehensive capacity strengthening plan that combines the development of organizational systems, operational procedures, practical training, coaching, and supportive supervision.

 

To support the implementation of this institutional capacity strengthening plan, DCA seeks to engage a qualified consultant to develop organizational systems, policies, procedures, and operational tools, while providing practical capacity building, mentoring, and implementation support in the areas of Human Resources, Finance, and Procurement & Logistics.

 

Objective of the Assignment                                                                                                     

The objective of this consultancy is to strengthen the institutional capacity of DCA's newly established national partner by developing and operationalizing core Human Resources, Finance, and Procurement & Logistics systems, policies, procedures, and operational tools, while building the capacity of partner staff through practical training, mentoring, supportive supervision, and implementation support to support transparent, accountable, and sustainable organizational management.


 

Specific Objectives                                                                                                                     

Under the supervision of DCA Sudan’s Head of Finance and Support Services, the consultant is expected to:

  • Develop Human Resources, Finance, and Procurement & Logistics manuals tailored to the Partner's organizational structure and in compliance with applicable national legislation, DCA policies, donor requirements, and international good practice.
  • Develop and establish the organizational systems, procedures, templates, operational tools, andinternal control mechanisms required to support the effective management of Human Resources, Finance, and Procurement & Logistics functions.
  • Develop key organizational frameworks, including the Chart of Accounts, Segregation of DutiesMatrix, Internal Control Framework, Cash & Bank Management Procedures, Fixed Asset Management System, and standardized operational templates.
  • Facilitate validation workshops with DCA and the Partner to review, validate, and finalize all developed manuals, systems, procedures, and operational tools.
  • Deliver practical capacity-building sessions for the Partner's management and staff on the applicationof the developed manuals, procedures, systems, and operational tools.
  • Provide on-the-job coaching, mentoring, and technical support to facilitate the implementation and institutionalization of the newly established systems.
  • Monitor the implementation of the developed systems, identify areas requiring further support, andprovide practical recommendations to strengthen organizational capacity and sustainability.


 
 Duties and responsibilities:

Scope of Work                                                                                                                            

The consultant shall provide technical assistance to support the establishment and operationalization of the Partner's Human Resources, Finance, and Procurement & Logistics functions. The assignment shall encompass the development of organizational policies, manuals, systems, procedures, templates, and operational tools, as well as the delivery of practical capacity-building, mentoring, supportive supervision, and implementation support to ensure the effective institutionalization of the developed systems.

Duration and Location                                                                                                               

  • Duration: The consultancy is expected to be implemented over a period of six (6) months, commencing in July 2026 and concluding in December 2026.
  • Location: The consultancy will be implemented primarily in Port Sudan, Sudan. The consultant is expected to conduct consultations, workshops, training sessions, and mentoring activities in person, with additional remote support where appropriate and agreed with DCA.
  • Reporting and Supervision: The consultant will report to Partner's designated representatives and work in close coordination with DCA's Head of Finance & Support Services and DCA technical focal points.

Deliverables Format                                                                                                                  

All deliverables shall be submitted in English, unless otherwise specified, in both editable (Microsoft Word, Excel, and PowerPoint, where applicable) and PDF formats.

Training materials intended for use by the Partner shall be provided in both English and Arabic, in editable and PDF formats.

All developed manuals, policies, procedures, templates, and operational tools shall:

  • Be aligned with applicable national legislation, inspired by DCA policies and procedures as a benchmark, and recognized international good practice.
  • Be submitted in their final approved versions, incorporating comments received during the review and validation process.
  • Become the property of the Partner upon final approval.


 

All reports submitted under this consultancy shall be concise, clearly structured, and include a summary ofactivities undertaken, deliverables completed, key findings, recommendations, and agreed follow-up actions.


 
 Minimum Qualification, Skills and Experience Required:

The consultancy may be undertaken by either an individual consultant or a consulting firm. Where a consulting firm is engaged, it shall ensure that the proposed team collectively possesses the qualificationsand experience required under this Terms of Reference and shall designate a Team Leader as the primary point of contact with DCA and the Partner.

Required qualifications and experience:

  • Advanced university degree in Business Administration, Organizational Development, Human Resources Management, Finance, Accounting, Procurement & Supply Chain Management, Public Administration, or another relevant field.
  • At least seven (7) years of relevant professional experience in organizational development, institutional capacity strengthening, or support services management within humanitarian and/or development organizations.
  • Demonstrated experience in developing and implementing organizational policies, manuals, standardoperating procedures (SOPs), operational frameworks, and internal systems covering Human Resources, Finance, Procurement & Logistics, and Asset Management.
  • Proven experience providing institutional capacity strengthening to national NGOs or civil society organizations, preferably newly established organizations.
  • Demonstrated knowledge of humanitarian donor compliance requirements, including the operational and institutional requirements of major institutional donors.
  • Strong knowledge of organizational governance, internal controls, financial management, procurement systems, risk management, and organizational policies.
  • Proven experience in designing and delivering participatory workshops, training programmes, coaching, mentoring, and implementation support.
  • Previous experience working in Sudan or similar fragile and conflict-affected contexts is highly desirable.
  • Excellent analytical, facilitation, interpersonal, report-writing, and communication skills.
  • Fluency in both English and Arabic (written and spoken).
  • The consultant (or proposed consultancy team) must be legally permitted and able to travel to and work in Port Sudan throughout the duration of the assignment

Ethical Considerations                                                                                                               The consultant shall:

  • Maintain the confidentiality of all information obtained during the assignment and shall not disclose any information without the prior written consent of DCA and Partner.
  • Comply with DCA's Code of Conduct, Safeguarding Policy, Prevention of Sexual Exploitation and Abuse (PSEA), and Anti-Fraud Policy.
  • Ensure that all materials developed under this consultancy are original and do not infringe any intellectual property rights.

Payment Schedule                                                                                                                   

Payments shall be made upon DCA's review and written approval of the corresponding deliverables and submission of a valid final invoice by the consultant.

  • A technical proposal: The technical proposal shall demonstrate the consultant's understanding of the assignment and present the proposed methodology, implementation approach, and tentative work plan. It shall also explain how the consultant meets the qualifications and experience requirements set out inthis Terms of Reference. The proposal shall include an updated Curriculum Vitae (CV) of the proposed consultant or, in the case of a consulting firm, the CVs of the proposed team members together with a brief description of their respective roles and responsibilities.
  • A financial proposal: The financial proposal shall include all professional fees and reimbursable costs associated with the assignment.
