Duties and responsibilities:
Purpose of the Role The Supply Chain Coordinator- Procurement is expected to coordinate procurement process for the Country Office in line with policies of Plan International Sudan, donor requirements and country laws. The Supply Chain Coordinator is expected to overseeing all international procurement assignments throughout the Procurement Cycle, from planning to vendor performance evaluation, vendor selection, negotiate price to secure best value for funds expended, monitor on-going vendor performance and maintain performance notes in procurement database. Communications and Working Relationships: Internal - Plan inter-departmental and project teams and Program Area Managers.
- Plan Sudan and teams in field locations such as Program Area office, and others as necessary.

Physical Environment - The position is typical office environment with 40% travel in Plan International’s programming areas to project offices is required to provide necessary support.

Accountabilities and MAIN WORK ACTIVITIES Support Head of Supply Chain in Developing and Implementing Supply Chain Strategy for the Country Office (30%) - Manage the procurement unit at the Country Office level, including oversight of the budget.
- Supervise and manage direct staffs such procurement officers, and coordinate with procurement team in the field offices.
- Provide guidance and timely procurement support to all field Offices and the Country Office in procurement related issues;
- Design appropriate training programs for procurement in the CO and field Offices.
- Provide support and guidance on project procurement during proposal development
- Perform compliance-related spot-checks to ensure adherence to donor rules, regulations, as well as with the relevant contract award authority.
- Maintain and report on the effectiveness of the procurement function using objective measures.
- Establish, agree, communicate and monitor standard of performance and behaviours for the Procurement team objectives, and key performance indicators (KPI’s) are agreed annually, and monitored and updated quarterly.
- Put together and update all tender and acquisition dossiers of equipment and supplies and ensure compliance with Plan and the Global Fund procedures;
- Prepare a monthly report of orders and contracts executed and/or underway in the project
Procurement planning/ sourcing 25% - Support Project Managers and Budgets Holders to develop procurement plans and help implementation
- Provide support and guidance on project procurement during proposal development
- Compile procurement plans (master planning).

Supplier management/ Partner management 20% - Contracts follow up with Suppliers
- Contracts negotiation

- Maintain updated and reliable venders’ list.
- Develop, manage and maintain a database of pre-qualified vendors and lead the process of creating preferred vendor list.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) Commitment (5%) - Commit and contribute to an environment where children and adult program participants feel respected, supported, safe and protected;
