 Background:

1- PURPOSE OF THE POSITION:
The Senior Grants and Compliance Officer contributes to the overall success of the organization by closely working with the program team to achieve high level of donor compliance, quality programming and reporting.



 
 Duties and responsibilities:

Compliance:
•
Familiarize with all compliance requirements of ZOA organization and the donor and ensure high-quality grant management by respecting key performance indicators and deadlines;
•
Liaise with internal and external auditors for the smooth running of project audits this part will be a major assignment;
•
Regular visit of field offices for checking and assessing financial and non-finance risk.
•
Identify internal constraints which undermine compliance within program and operations and propose corrective measures, review the current approaches available on assessing, measuring and mitigating risks;
•
With the support of DoO, design tools and propose risk mitigation and compliance measures in key operational areas;
•
Ensure compliance with donor grant requirements and internal policies and procedures;
•
Compile and share lessons learnt from external grant specific audits and general audits to improve stewardship of ZOA Sudan
•
Review of procurement documents, requests, contract and other payment documents as may be delegated from time to time by Director of Operations; 5thJuly 2026

•
Liaise with Logistics and Procurement unit to conduct inventory/assets checks and verification on quarterly basis.
Grants:
•
Guide the program team and operations team for alignment with donor policies, standards and organizational procedures to support on-track, on-time, and on-budget implementation.
•
Conduct donor mapping and advice Program team of new opportunities and donor interests and support fund raising efforts.
•
Ensure that all documentation required by donors is available within the Operations Department by maintaining high-level Grant Management System.
•
Ensure that guidelines for financial grants management of ZOA are developed in collaboration with DoO and maintained.
•
Capacitate, program staff and partners on donor policies and requirements.
•
Participate in donor proposal development preparing budgets and providing other required information;
•
Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meetings in collaboration with the Manager of Program Quality (MPQ).
•
Coordinate, review and follow up financial and audit reports of consortium members and their budget revisions requirements;
•
Ensure donor and internal financial reports are prepared in a qualitative and timely manner;
•
Review donor narrative reports for accuracy and consistency with financial report;
•
Periodic check of project expenditures and highlighting areas or concerns to Director of Operations and Director Programs.
•
Track and keep a database of active and closed project by highlighting project and donors’ key specifications and requirements.
•
Carry out field visits after financial reports review to ensure the accuracy of the data.
•
Any other duty that is reasonably consistent with the key tasks of the function.

 Minimum Qualification, Skills and Experience Required:

5. Competencies:
•
The candidate must be in possession of the following:
•
University degree or equivalent in Accounting, Audit, Finance or related field;
•
Experience in administrative and financial management of large-scale, complex, international and donor-funded programs;
•
Experience in managing donors funds such as: Dutch Foreign Ministry, EU, FCDO, UN agencies, GIZ is preferred;
•
Professional accountancy qualification (CPA or ACCA,CMA,CIA), is an added advantages;
•
At least 4 years’ experience in grant management, financial management, internal control and related monitoring processes and systems.

Able to work in a team and link up with external actors, partners, internal ZOA Staff (advisors, management and field staff);
•
Ability to see the big picture while focusing on the process and procedures that are necessary to produce deliverables;

Good written, spoken English, Arabic is an asset;
•
Ability to meet deadlines;
•
Good computer skill; Microsoft office
•
Ability to effectively defend compliance to ZOA and donor procedures;
•
Flexibility and the ability to thrive in a fast-paced environment;

6. WE OFFER: The salary scale for this position is ranged between J 7 ( 1,754 USD) – J 8 ( 1,839 USD) basic salary per month based on qualifications and experience.
•
