 Background:

1- PURPOSE OF THE POSITION:
The MEAL Office acts as the focal point for all Monitoring, Evaluation, Accountability, and Learning (MEAL) activities and provides overall technical support. The position holder collaborates closely with program and field staff to ensure that quality standards are integrated into all policies and activities. Responsibilities include planning, implementing, monitoring, and reporting on MEAL activities, as well as supporting the FSL project staff in Khartoum and the local partner engaged in project implementation. The role also ensures that MEAL systems function effectively, comply with donor requirements and ZOA policies, procedures, and guidelines, and contribute to the successful implementation of MEAL activities.



 
 Duties and responsibilities:

2. Key Responsibilities:

Develop and implement a work plan for the MEAL framework for the Khartoum FSL project.

Ensure harmonized and standardized MEAL systems and procedures are in place across different intervention areas.

Manage key information -sharing, accountability mechanisms and reporting systems for the FSL and other projects in Khartoum State.

Ensure MEAL evidence (IPTT, CFM, project performance/action trackers, beneficiary counting, etc) is used for management decision-making and continuous performance improvement.

Provide technical MEAL guidance in documenting progress, effectiveness, and impact for reporting, and for use in new project design.

Work closely with project the Coordinator, senior MEAL officer, programme managers and other ZOA staff to ensure adherence to Core Humanitarian Standards

Lead and participate in MEAL activities such as assessments/ surveys, selection and verification of beneficiaries, PDMs, monitoring, reviews/lessons learning, etc.

Undertake periodic field visits to project sites. 5th July 2026

Assist the senior MEAL officer in compiling and disseminating periodic reports (such as a monthly action plan tracker and quarterly MEAL, CFM reports)
Capacity building and organizational learning

Promote learning in the project, particularly on issues of programme quality, and contribute to quality assurance of projects. Produce regular reports on best practices and case studies.

Support programme teams in collecting high-quality data.

Implement feedback and complaint mechanisms.

Ensure relevant staff receive proper orientations, inductions, and training to help them deliver their MEAL responsibilities.
Other responsibilities

Ensure that beneficiaries and other vulnerable community members including stakeholders are involved and participate in all MEAL activities.

Serves as focal person for the implementation of Knowledge Management and Learning and CoC.

Focal point for digital data collection.

Provide backstopping for programme offices in case of gaps in the MEAL team.

Any other task given by the supervisor.
General Data Protection Regulation (GDPR)

Responsible for the security of the activities that belong to his/her own position and duties. The employee is also responsible for reporting security incidents in accordance with the process description for reporting data incidents of ZOA.

Personal responsibility to work in accordance with the General Data Protection Regulation in her/his position.

Handle carefully personal data, confidential information, and (information) systems.

 Minimum Qualification, Skills and Experience Required:

4. Competencies:
Identity

The candidate is expected to support the identity, vision, and mission of ZOA.
Knowledge

BA/BSc in Gender, Social Science, M&E, statistics, Economics, or development-related fields

Minimum 2 to 3 years of experience working in M&E, including developing M&E plans, capacity building, quantitative and qualitative data collection, analysis, and reporting.

Excellent oral and written communication in English and Local language advantageous

MS Office applications, Word, Excel, PowerPoint, Spreadsheets, and other Statistical software
Skills/Attitude

Excellent communication & interpersonal skill

Eye for detail and accuracy

Strong MEAL technical experience supported with different data collection tools, such as KOBO collect, Excel, SPSS, and other software.

Demonstrated ability to meet strict deadlines.

Ability to work independently and cooperatively with team members in a cross-cultural environment.

Ability to motivate and influence others.

Proactive and innovative approach to finding solutions.


6. WE OFFER: The salary scale for this position is ranged between H 2 ( 762 USD) – H3 (807 USD) basic salary per month based on qualifications and experience.
