Duties and responsibilities:
Objective 1: Support the Implementation of Food Security and Livelihoods Activities, Including Emergency Interventions: - Ensure the timely and quality implementation of FSL activities (such as IGA, value chain development, provision of livestock support) in line with the project work plan and under the technical guidance of the FSL Coordinator and/or Project Coordinator.
- Actively contributes to the development, refinement, and use of project implementation, monitoring, and supervision tools to ensure the effectiveness and accountability of field activities.
- Oversee and support the beneficiary targeting and selection process conducted by local partner organizations, ensuring that selection criteria (vulnerability, gender, disability, and conflict impact) are transparently applied and aligned with project objectives.
- Support the establishment and regular updating of the beneficiary database system, ensuring accurate and disaggregated data collection.
- Identify operational challenges or implementation gaps in the field and promptly report them to the FSL Coordinator / PC, proposing practical solutions to improve activity delivery.
- Provide regular technical support, guidance, and coordination to partner field staff to ensure consistency and quality of FSL interventions.
- Facilitate effective coordination and collaboration between local partners, community representatives, and government line departments at state and locality levels to enhance ownership and sustainability.
- Promote a participatory and inclusive approach that integrates community feedback mechanisms throughout the implementation process.
Objective 2: Strengthen the Capacity of Local Partner Staff for Effective Implementation of FSL Projects: - Contribute to the development and contextualization of training modules and learning materials on Food Security and Livelihoods topics tailored for both partner staff and project beneficiaries.
- Organize and facilitate foundational and refresher training for local partner staff, ensuring alignment with project goals, best practices, and the evolving field context.
- Provide hands-on technical assistance and on-the-job coaching to partner organization staff to enhance their understanding and implementation of key FSL components (e.g., livestock distribution, value chain development, income-generating activities).
- Conduct regular follow-up visits to monitor staff performance and ensure quality implementation, offering constructive feedback and tailored support as needed.
- Encourage a culture of continuous learning, accountability, and adaptation by identifying capacity gaps and proposing relevant learning opportunities or mentorship initiatives.
Objective 3: Support networking, Coordination and MEAL - Actively participate in Food Security Sector coordination meetings and contribute to inter-and-intra-departmental coordination at the base level.
- Support the FSL team in liaising with relevant government departments, local authorities, non-governmental organizations, and UN agencies operating in the project area.
- Represent the FSL project activities and objectives in coordination forums, cluster meetings, and other platforms at state and locality levels, as delegated.
- Foster strong relationships with key stakeholders including line ministries, technical departments, community-based organizations, and local actors to ensure alignment, cooperation, and support for project activities.
- Facilitate information sharing and promote synergies with other actors to enhance coordination and avoid duplication of efforts.
- Contribute to the development, adaptation, and application of project monitoring tools, including tools for baseline surveys, endline assessments, and Post-Distribution Monitoring (PDM).
- Assist in organizing and conducting household surveys, focus group discussions, and field observations to gather quantitative and qualitative data.
- Regularly monitor field-level implementation of FSL activities and document challenges, lessons learned, and best practices. •Support the FSL Project Manager in preparing quality reports, including Activity Progress Reports (APR), donor reports, monitoring and evaluation reports, and case studies for learning and accountability.
- Ensure timely and accurate reporting from local partner organizations and contribute to the consolidation of project documentation.
Objective 4: Support Needs Assessments and Emergency Response Efforts: - Participate in food security Rapid need assessments and surveys when needed
- Participate in emergency food security response if any kind of disaster occurred

Minimum Qualification, Skills and Experience Required:
- Masters / Bachelor in Agricultural Science in general and /or, experience in the field of Food Security and livelihood (including DRM) and /or a similar relevant field in particular.
- Good knowledge on FSL systems and techniques, capacity to work with a local partner, good relational qualities and flexibility. Good knowledge on implementing projects, training, facilitation skills and good knowledge on program monitoring. Good knowledge on Value chain and PRAM and PVCA/PLA methods.
- Minimum 3-4 years of proven professional experience in the implementation, monitoring, follow-up, and evaluation of Food Security and Livelihoods (FSL) projects or programs, preferably with an international NGO. Demonstrated experience in Project Cycle Management (PCM) is essential.
- At least 1-2 years of experience working in partnership with local organizations, including joint planning, coordination, and monitoring. Prior experience in community-based approaches is highly desirable. Experience in Disaster Risk Management (DRM) and emergency response or recovery programming will be considered an added advantage
- Good knowledge on FSL systems and techniques, capacity to work with a local partner, good relational qualities and flexibility.
- Good knowledge on implementing projects, training, facilitation skills and good knowledge on program monitoring. Good knowledge on Value chain and PRAM and PVCA/PLA methods.
- Prior humanitarian experience would be an added value.
- Prior INGO experience is required.
- Medium writing and oral English (fair) and Arabic mandatory.
- Familiar of MS Office Suite (Word, Excel and PowerPoint).
- Based in the Red Sea, with frequent trips to areas of intervention in the localities of Red Sea states.
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
