 Background:

I. Job Summary: 

 

The Maternal and Sexual reproductive health (MSRH) officer will oversee GAC Integrated of the Maternal and Sexual reproductive health services in target health facilities in the State. S/he will be responsible for supporting the implementation of all Maternal, Neonatal, Health, RH (ANC, PNC, Delivery) and family planning activities under GAC project. The key responsibilities are to provide guidance, technical support, and strategic directions to Health Facility staff to ensure activities being implemented according to MOH/WHO/UNFPA standards. The Maternal and Sexual reproductive health (MSRH) Officer will take on overall responsibility for the MSRH-related reporting requirements. The MSRH Officer will have strong Technical and analytical skills, and s/he will suggest practical strategies for responding to changes in the operating environment as well as maintaining a focus on longer-term objectives. The Officer will be required to do regular supportive supervision, mentoring and monitoring periodic visits to field sites and program locations and provide advice and support to project staff. The Officer jointly with the Health & Nutrition PM to contribute to representing CARE at health sector meetings and other relevant meetings/events at the state/locality level. The Officer jointly with the Health & Nutrition PM is responsible for the planning, implementation, budget disbursement, and monitoring of Maternal and Sexual reproductive health components of the projects in the State. This project will be implemented in close coordination and collaboration with the State level Ministries of Health, UNFPA, WHO, UNICEF, and peer health implementing partners. Therefore, the incumbent is expected to have good coordination and work collaboration capabilities. The position also requires extensive field visits, more than 50% of the time in the State.    



 
 Duties and responsibilities:

1. Implementing GAC MSRH activities:

  • Work closely with the Program Manager, other team members, SMOH, and partner organizations to achieve program objectives and targets effectively and efficiently.
  • Help with activity verification and monitoring (stock and program quality) at supported facilities to ensure smooth, high-quality program implementation
  • Lead and facilitate establishment and training for Community health workers to support Maternal, Neonatal, SRH, and family planning Activities in the respective locations. 
  • Facilitate coordination meetings, advocacy meetings, and awareness-raising sessions at the community level, together with community health workers, midwives, and other volunteers
  • Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Program Manager and Health & Nutrition Program Manager
  • Improve quality of MSRH Services delivered at supported facilities throughout the project areas through priority setting, on-job training, and continuous monitoring.
  • Ensure project targets are met using indicator/activity tracking table.
  • Ensure the implementation of maternal and child health such antennal care, postnatal care, and immunization activities meet MOH standards.   
  • Proactively engage with the health emergency department of MOH to ensure community surveillance systems are functioning in project areas. 
  • Contribute to build capacity of MSRH staff including community health workers through proper coaching and training.
  • Prepare weekly, monthly, and annual work plans for grants including donor reports.
  • Provide periodic inputs for donor requirements for data collection, proposal development, and reporting for maternal and child health intervention.  

2. Coordination:

  • Jointly with the Health and Nutrition PM, ensure GAC projects activities are implemented and integrated with other CARE projects.
  •  follow up GAC daily activities implementation with trained relevant staff in project areas and community leaders and local authorities to gain support in the implementation of maternal and child health
  • Prepare activity progress reports and share them with the program manager. 
  • Build and sustain effective working relationships with project stakeholders, including respective communities and local authorities. 
  • Participate in assessment, situation analysis and other M&E activities as necessary under the guidance of Program Manager.
  • Attend enteral and external relevant meeting such health sector, RH sector, nutrition and disease outbreak task force meeting. 

3. Supervision:

  • Supervise MSRH Health personnel across all health facilities supported by the GAC project. 
  • Supervise health staff engaged in MSRH services delivery across all target health facilities. 
     

4. Assessment:

  • In coordination with other CARE’s project team. Undertake detailed project-specific need assessments, reports and analyses, and budget estimates in response to emerging MSRH needs throughout the state and share with Program Manager for further action. 
  • Collect data and maintain records related to MSRH activities for all target health facilities.   
  • Liaise with Community Health Workers to organize group discussion meetings with mothers, adolescents and relevant beneficiaries in project locations to identify MSRH needs. 

5. M&E and reporting:

 

  • Conduct regular field visits to monitor project activities to provide appropriate technical guidance to field teams and provide feedback to Program Manager. 
  • Monitor weekly and monthly progress of activities against the activity plan.
  • Document and prepare monthly project progress reports and other updates as per request by relevant line manager.
  • Ensure the quality of data through proper entry, cleaning, and regular checking and use the data for action on the sites.
  • Ensure that beneficiaries are involved in the entire project cycle (Needs identification, design, Implementation, and M&E).
  • Monitor performance of Midwifery association to ensure activities being implemented as a service agreement plan. 
  • Participate in health assessment visits to project locations to ensure MSRH is incorporated. 
  • Participate in project appraisals, reviews, and evaluation.
  • Report areas of concern to the Program Manager immediately.

6. Contribute to the Success of the MIHR Partnership Approach:

  • Coordinate with Midwifery association at as service agreement.
  • Support midwifery associations to implement maternal, neonatal, and SRH Activities.

 Minimum Qualification, Skills and Experience Required:

  • BSc in public health, medicine, health sciences or other related fields. 
  • Minimum of 3 years’ experience in health programs. Experience in Maternal and Sexual and reproductive health is highly preferred. 
  • Minimum of 3 experiences with international NGO or equivalent experience with national organizations with project management responsibilities.
  • Demonstrate analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
  • Strong communication & interpersonal skills; comfortable engaging in dialogue with a range of actors including community leaders and other community structures, government departments, local authorities, CBOs, and other NGOs.

III. Authority: 

Reports to the Health and Nutrition Manager at the State Level. 

Provide technical supportive supervision, mentoring and monitoring to MSRH staff and work closely with community-based volunteers.

IV. Contacts and Key Relationships: 

Works closely with GAC program Manager, Other CARE Health & Nutrition staff, SMOH, local partners, and other actors in the target areas. 

V. Working Conditions:

As stated in the terms of the contract and the CARE HR manual. The position is based in CARE State office with frequent travel within the State, including overnight stays.
