Background:
The purpose of the Country Programme Officer (CPO) is to support effective and accountable programme delivery by contributing to programme planning, implementation follow-up, monitoring, evaluation, accountability and learning (MEAL), and reporting, in close collaboration with the Health Delegate, Country Programme Coordinator (CPC), Country Manager (CM), and the Host National Society SRCS.
Duties and responsibilities:
Support the Health Delegate/Country Program Coordinator to ensure projects are aligned with the Operational Framework, country operational strategy, and relevant technical standards.
Promote quality programming including monitoring, evaluation and reporting demonstrating consistency in working with the SRCS for all NoRC supported projects and initiatives.
Contribute to evidence-based planning by supporting needs assessments, analysis, and learning from implementation
Support day-to-day follow-up of programme implementation, ensuring activities and deliverables follow agreed plans and project documentation.
Act as a key focal point for SRCS project staff at branch level on programme design, implementation, and quality processes as agreed with the Country Operational Framework.
Support project formulation, including logical frameworks, results frameworks, and activity planning in line with NoRC standards and agreed ways of working with the SRCS.
Support development and follow-up of MEAL plans for the portfolio, including indicator definitions, data collection approaches, and documentation of evidence.
Support and/or conduct monitoring visits (including joint visits with SRCS, NoRC and MoH) and document findings, actions and follow-up.
Support data quality processes: verification, consolidation, analysis, and safe storage of data and evidence.
Support learning activities such as after-action reviews, lessons learned sessions, and documentation of good practices.
Contribute to timely, accurate narrative reporting (periodic and ad hoc), including results, narratives, indicator updates, and evidence packages.
Support follow-up with partner teams on reporting deadlines and quality and flag risks early to NoRC Country Management.
Support maintenance of program documentation and filing in line with NoRC requirements.
Provide practical day-to-day support to SRCS project staff on planning, monitoring tools, reporting templates, and results documentation as agreed within the Country Operational Framework.
Support training, coaching and on-the-job mentoring on program cycle management and MEAL processes for field staff
Develop and maintain a good working relationship with SRCS, MoH locality and health staff and other partners
Support coordination with the SRCS or other Movement partners and relevant stakeholders in the field when delegated by the line manager.
Ensure regular updates to line manager on progress, challenges, risks, and proposed mitigation actions.
Promote and uphold NoRC and Movement commitments to safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) in all programme activities.
Support integration of safeguarding and PSEA into project planning, implementation, monitoring and partner follow-up, including safe referral and reporting pathways where relevant.
Contribute to safe programming by raising concerns promptly through agreed channels and supporting a culture of respectful conduct and accountability.
Contribute to emergency preparedness and response tasks as requested, within competence and assigned role in the country response set-up.
Participate in relevant sector/technical forum (Health, Nutrition WaSH, CVA) cluster meeting and report to supervisor appropriately
Provide technical support to the SRCS branches and health facility staff on facility mapping, determining targets for each catchment area of supported health facilities, analysing data jointly and generating insights on the program
Support estimates, delivery and appropriate utilization of medications and supplies to the branches and the supported health facilities
Lead on health facility assessments and facilitate quality improvement planning in collaboration with SRCS according to MoH guidelines and quality standards
Ensure quality assurance of drugs equipment and medical supplies in both the common warehouse and supported health facilities
Carry out other relevant tasks assigned by the line manager based on operational priorities.
Collaboration
Works closely with the Country Team on programme coordination and day-to-day supervision of project activities in assigned States
Works in close partnership with SRCS Health Coordinators, branch directors and MEAL counterparts to support joint follow-up, monitoring and reporting.
Mission specific responsibilities
In addition to the above responsibilities, the CPO will have a specific focus on health preparedness, integrated protection into PHC and cash for health programming, including epidemic surveillance and digital health–enabled response with the following key responsibilities:
1. Follow-up of health preparedness & response
Lead day-to-day technical and programmatic follow-up on community-based surveillance (CBS) and community-based health initiatives in Darfur region
Support capacity strengthening of SRCS staff and volunteers on digital health tools, public health surveillance and health emergency response, and data use for action.
Support the SRCS in contributing the early warning response system of the health cluster ensuring correctness, completeness, relevance and timeliness of data generated.
Support SRCS and NoRC in strengthening health emergency preparedness and response readiness, through preparedness planning and contingency arrangements (incl. development and rollout of early action protocols) as well contribute to after-action reviews and lessons learnt from outbreaks and simulations
2. Support cash programming including MPCA and cash for health in supported facilities
Provide technical support to the SRCS field teams on implementation of cash for health activities and monitor implementation progress against project results frameworks, plan of actions/milestones, and indicators, flagging risks and proposing corrective actions to line manager
Contribute to capturing and documenting operational learning, best practices, and evidence from the field to inform and improve CVA programming
3. Others
Support launch and utilization of digital tools including DHIS2 for health information management in supported facilities.
Contribute to quality donor reporting, technical inputs, and resource mobilization ensuring data is available and in time from the field.
Provide surge support to other branches or areas of coverage based on need
Support integration of protection into health programming with a focus on protection of health care and response to GBV
Minimum Qualification, Skills and Experience Required:
Formal Competence
Bachelor's in medicine, nursing and Public Health (Higher degree in public health, epidemiology global health or relevant field is an asset)
At least 3-4 years of experience in managing health programs and PHC facilities, community intervention preferably in areas of health system strengthening and or primary health care in humanitarian setting
Personal qualifications, skills and knowledge
Skills and knowledge
Strong skills in programme cycle management and follow-up in humanitarian or development contexts.
Strong professional experience in health preparedness and response (epidemics), preferably in humanitarian or fragile settings.
Demonstrated experience with DHIS2, health information systems, and digital health platforms (community or facility level).
Solid understanding of public health surveillance systems, including community-based surveillance and early warning mechanisms.
Experience working with or supporting national health systems and Ministry of Health is a strong asset.
Experience in the Red Cross Red Crescent Movement or similar partnerships is an advantage.
Practical application of MEAL tools. including indicator tracking, monitoring processes, data quality and reporting.
Good writing skills and ability to contribute to donor reporting and evidence documentation.
Ability to work constructively with partners and support capacity strengthening through coaching and follow-up.
Fluency in English and Arabic is mandatory.
Commitment to safeguarding and PSEA principles and ability to apply them in daily work.
