 Background:

Description of the Program

 

GOAL has responded to a wide range of humanitarian and development needs in Sudan since 1985. We support conflict-affected populations through integrated programmes in nutrition, health, WASH and food security and livelihoods (FSL), with women’s empowerment and protection mainstreamed throughout our work. GOAL responds to protracted humanitarian needs in Sudan, while planning for and investing in communities’ longer-term development. GOAL is currently present in North Darfur and South Kordofan with potential expansion in White Nile States. In ND GOAL is the only NGOs providing H&N services in Kutum. Overall, our presence is essential to keep functional health and nutrition services in highly vulnerable areas after 2 years of war and to ensure increased food security and access to livelihoods opportunities for communities affected by the war in IPC 4 and 5 areas.

GOAL is currently seeking a coordinator to lead the grants coordination and management as well as the partnership and localization agenda in Sudan. 

 

General Description of the Role

 

Under the responsibility of the Programme Director (PD), ), the Grants and Partnership Coordinator will be central to ensuring coordination and quality of grants management and new business development for GOAL Sudan. The coordinator will directly oversee grant management processes for GOAL Sudan and be highly engaged with business development strategy.

He/She will also be responsible for the strategic, operational management, and procedural aspects of GOAL’s efforts to work with partners and build capacity of local actors in Sudan. The post holder will focus focus on the systems / operation side of GOAL, and should be closely involved in organizational capacity assessments, including financial capacity, organizational policies, and management of partner organizations

The Grants and Partnership Coordinator will be part of the GOAL Sudan programme team, working closely and in coordination with the PD, CD, Senior Management Team, Program Coordinators, Area Coordinators, MEAL team, and finance team, among others.



 
 Duties and responsibilities:

Program and new business development

  • Under the supervision of the PD, oversee and lead the development of concept notes and proposals, to include programme design meetings, ensuring quality and alignment with internal donor requirements and compliance, and full details and completeness of proposals submitted
  • Coordinate proposal development process, from review of solicitation, development timeline to final submission, gathering input from Programme Coordinators (PCs), MEAL team, Sudan Field staff, Programs Director, Systems, Finance, Technical Advisors, and ensuring timely and proper review at the HQ level.
  • Together with the PD and working with HQ FBD team, contribute to development and implementation of a comprehensive and coherent business development strategy, funding pipeline and projections, and help prioritize approaches to donors for GOAL Sudan
  • Proactively collaborate with the MEAL and Safeguarding staff to ensure relevant data are considered in program design and strategy, notably gender and safeguarding considerations
  • Proposal writing: Drafting non-technical sections and reviewing technical and other inputs, for completeness, coherence , compliance with donor rules & guidelines
  • Coordinate proposal processes to follow internal GOAL process, including use of GOAL’s PRC template and PRC review process.
  • Work closely with Finance and Program departments coordinating the development of proposal budgets and conduct review of proposal budgets for donor responsiveness and matching technical narrative.
  • Act as focal point with other NGOs or other actors regarding active and potential Consortia.
  1. Grants Management
  • Ensure the availability of an up-to-date grants management and reporting calendar and share and coordinate ad-hoc donor and HQ requests with the relevant staff promptly.
  • Organize and facilitate Grant Opening and Closing Meetings, as well as regular grants management / review meetings, which include representation from each department (finance, HR, programs, and systems) and ensure proper follow up of issues raised. 
  • Lead drafting donor reports, based on sector reports, activity reports, MEAL data tracking (SCORE), and other information and reporting received from field, including follow-up directly with field staff for additional information needed
  • Ensure sound management of reporting requirements, including from partners, and ensure  timely and quality submission to donors.
  • Support external reporting and/or procedures as needed, such as for clusters, HPC cycle, reports to authorities, technical agreements, and others
  • Regularly supporting and collecting the consortium partner update achievement, key challenges and update local context. 
  1.  Coordination of GOAL internal partnership procedures and partner award management
  • Master the procedures in GOAL’s global on-granting manual and the relevant annexes
  • Lead communication and relationship management with any partner with whom GOAL is planning a partnership or has an active partnership, ensuring that expectations are clear.
  • Lead and coordinate GOAL on-granting procedures internally, including pre-award assessments, Partnership Agreements, Payment schedule and procedures, MOUs, Pre-Award Letters, and all required sign-off at country and HQ level
  • For active partnership, manage and monitor the partner compliance with the signed Partnership Agreement and/or MOU and other procedures, including ensuring that timelines and document requirements are clearly communicated, financial reporting and review of financial documentation
  1. Coordination of capacity building of local organizations 
  • Engage with Global Partnership Center and GOAL Systems, Finance, MEAL and technical teams to develop plans and approaches for GOAL efforts at organizational capacity building 
  • Oversee organizational capacity assessments for national and community-based organizations, coordinating with national NGO teams and GOAL staff 
  • Develop and build consensus on capacity building plans for national and community-based organizations 
  • Provide support to the partner organization in the project cycle management of the GOAL-funded program, including assisting partner teams to ensure that work plans, phased budgets, procurement plans and benchmarks are in place for each project 
  • Define monitoring frameworks for capacity development for national NGOs, and maintain information on tracking of progress against capacity building plans 

Strategic planning for GOAL Sudan around partnerships and localization 

  • Lead in developing strategic approaches to selecting and engaging partners and in identifying and pursuing strategic partnerships 
  • Conduct ongoing mapping of and outreach to potential partners, including international, national, or UN agencies as well as private sector or academic organizations, who may partner with GOAL on programming and support development of consortia or strategic partnerships 
  • Together with PD and CD, engage with existing and potential consortia including among other INGOs to strategically position GOAL 

Partnership Risk Management: 

  • Ensure effective and collaborative partnership assessments and vetting on a routine basis so that the organization is not exposed to undue risk 
  • Review existing partnering resources and identify additional needs to support capacity assessment, monitoring, compliance/vetting, project cycle management, etc., coordinating closely with the field teams. 
  • Undertake the initial risk and capacity assessment of the partners 

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in Finance, Business Administration, Organizational Management, Law, or related with proven experience in managing organizational procedures and strategic relationships. 
  • At least five years’ relevant experience working in humanitarian or development operations at manager level or above 
  • Prior knowledge of institutional donors (BHA, ECHO, FCDO, UN)
  • Prior experience designing and developing new business development and funding strategies
  • Proven track record of successful proposal and concept note development from development, donor submission and award for range of donors
  •  Demonstrated experience managing complex and multi-stakeholder processes 
  • Critical thinking skills 
  • Good listening skills, communication, and empathy 
  • Proficient in reading, writing, and speaking English, including ability to understand legal agreement text. 
  • Excellent attention to detail 
  • Demonstrated experience in liaising with diverse stakeholders such as partners, government officials, donors, and other agencies 
  • Excellent personnel management skills. An ability to engage with, listen to and motivate staff, both national and international, in a challenging environment. Demonstrated ability to “influence without authority” 
  • Good leadership skills with a flexible and motivated approach. Excellent communication and training skills.
  • Ability and willingness to live and work in Sudan 
  • Excellent computer skills, in particular Microsoft Excel, Word and Email.
