 Duties and responsibilities:

JOB PURPOSE:

The WASH Project Program Manager is responsible for providing strategic leadership, technical oversight, and operational management of AID POINT's WASH portfolio. The position will lead the planning, implementation, monitoring, and evaluation of WASH projects, ensuring quality programming, timely delivery of project objectives, donor compliance, and effective resource management. The role will also support business development, partnership engagement, and coordination with relevant stakeholders to enhance access to safe water, sanitation services, hygiene promotion, and sustainable community-based WASH solutions for vulnerable populations.

 

Program Leadership and Management

  • Lead the planning, implementation, and monitoring of WASH projects to ensure timely and high-quality delivery of project objectives and targets.
  • Develop annual work plans, implementation schedules, budgets, and resource allocation plans.
  • Provide technical guidance and leadership to WASH project teams and field staff.
  • Ensure projects are implemented in compliance with donor requirements, organizational policies, humanitarian principles, and international WASH standards.

Technical Oversight and Quality Assurance

  • Provide technical expertise in water supply systems, sanitation infrastructure, hygiene promotion, and community-based WASH programming.
  • Ensure adherence to Sphere Standards, national guidelines, and sector best practices.
  • Conduct regular field monitoring visits to assess project progress, quality, and impact.
  • Identify implementation challenges and develop practical solutions to improve project performance.

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Oversee project monitoring systems and ensure accurate collection, analysis, and reporting of program data.
  • Track project indicators and ensure achievement of planned outcomes and deliverables.
  • Support assessments, evaluations, lessons learned exercises, and knowledge management initiatives.
  • Ensure accountability mechanisms are established and responsive to community feedback.

Financial and Resource Management

  • Monitor project budgets and expenditures to ensure efficient and compliant utilization of resources.
  • Coordinate with finance and procurement teams to support timely project implementation.
  • Review and approve project expenditures in accordance with delegated authority and organizational procedures.
  • Ensure proper management and accountability of project assets and resources.

Coordination and Stakeholder Engagement

  • Represent AID POINT in WASH sector coordination meetings, clusters, technical working groups, and relevant forums.
  • Build and maintain strong relationships with government authorities, donors, UN agencies, NGOs, community leaders, and other stakeholders.
  • Promote effective coordination and collaboration with implementing partners and local communities.

Business Development and Proposal Writing

  • Contribute to the development of high-quality concept notes, proposals, budgets, and technical reports.
  • Identify funding opportunities and support resource mobilization efforts.
  • Provide technical inputs for donor engagement and partnership development initiatives.

Team Management and Capacity Building

  • Supervise, mentor, and support WASH project staff to ensure high performance and professional development.
  • Conduct performance reviews and identify capacity-building needs.
  • Foster a positive, inclusive, and results-oriented team culture.

Reporting and Compliance

  • Prepare and review high-quality internal, donor, and stakeholder reports.
  • Ensure compliance with organizational policies, safeguarding standards, donor regulations, and legal requirements.
  • Support audits, assessments, and donor monitoring visits as required.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Public Health, Water Resources Management, International Development, Humanitarian Studies, or a related field.
  • Master’s degree is an added advantage.
  • Minimum of 5–7 years of progressively responsible experience in WASH and humanitarian programming, including program management responsibilities.
  • Strong understanding of humanitarian coordination systems, cluster mechanisms, and international humanitarian standards.
  • Demonstrated experience in proposal writing, donor reporting, and budget management.
  • Experience working with NGOs, UN agencies, government stakeholders, and local partners.
  • Excellent leadership, communication, interpersonal, and coordination skills.
  • Ability to work effectively under pressure and manage multiple priorities in complex environments.
  • Excellent written and spoken English; Arabic is an asset.
  • Strong computer skills, including Microsoft Office applications and reporting tools.
