Background: The Economic Recovery Specialist has technical area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, This includes participating in developing high quality project proposals, reports, ensuring the quality of programming, building technical capacity within the Economic Recovery team, Local partners, and maintaining external coordination and representation with the local authorities in general and during emergency situations. In addition, the Economic Recovery Specialist is in charge of the following: - Providing specialized knowledge and operational know-how in DRC Economic Recovery programming, including Rapid Response Mechanism (RRM), cash and voucher activities (CVA), business training and SME development, business grants, life-skills training, vocational training and other activities depending on active grants, while ensuring effective engagement and collaboration with local partners in the design and delivery of activities.
- Providing technical support and capacity building to program team and local partners to strengthen their implementation capacity and sustainability.
- Ensure compliance with DRC procedures and guidelines in line with the area and country strategy and operations, including supporting local partners to understand and adhere to these procedures and guidelines.
- Represent DRC in relevant humanitarian coordination fora, engaging with UN & INGO counterparts and proactively seeking to shape agendas in line with DRC and humanitarian priorities, while promoting the role and inclusion of local partners in coordination platforms.
- Represent the programme to partners and authorities in a way that boosts DRC's profile and portfolio, with a focus on strengthening partnerships with local actors and ensuring their visibility and engagement.
- Provide vision, leadership and direction to DRC Economic Recovery team as well as oversee the administration and implementation of the grants, personnel and M&E, including fostering partner-led approaches and supporting local partner performance and accountability.
External coordination and representation - Represent DRC to relevant national authorities, upholding DRC mandate and promoting the organization’s objectives at all times
- Represent the Economic Recovery program with other humanitarian actors and relevant humanitarian coordination mechanisms
- Share relevant project information with stakeholders, in line with DRC data protection policy
- Participate in relevant coordination meetings

Duties and responsibilities:
Program management - Management of DRC Economic Recovery portfolio in the area in line with project’s objectives, targets, indicators and timelines, ensuring active involvement and coordination with local partners in planning and implementation.
- Contribute to project proposal, concept notes, and lead on technical, strategical and financial aspects of EcRec components at area level, in coordination with the Area Manager, CO techincal team the identification of ECREC needs., and identify programmatic opportunities.
- Oversee programme quality of current and proposed projects, including projects implementation with local partners and supporting their quality assurance processes.
- Ensure partner budget follow-up and management, ensuring transparent and accountable use of funds by local partners.
- Ensure compliance of current & proposed projects within the scope of DRC programme department, while supporting local partners to comply with DRC and donor requirements
- Accountable for programme progress against targets and quality, performance of local partners against agreed indicators and deliverables
- Develop clear communication between project staff, support service staff, other humanitarian partners and authorities, ensuring strong and continuous communication with local partners and fostering collaborative working relationships.
- Ensure that integrated programming is promoted and implemented when possible with the other sectors operating in the area, including protection, WASH, CCCM, and HMA.
- Ensure an integrated and area-based approach to the humanitarian response, geographically and by sector, as appropriate.
- Work closely with CO partnership team to identify potential national partners, partcipate in the due diligence process, Scope and SGA development.
Monitoring, reporting and development - Ensure accurate and timely internal and donor reporting, including partners reports.
- In close coordination with the Economic Recovery coordinator, and MEAL to develop program monitoring tools.
- Conduct quality control and site monitoring to ensure that services provided are according to standards
- Ensure Program monitoring as per expected outputs and outcomes
- Continuously update project documentation and files, and other EcRec new tools to support strategic area and CO planning.
- Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of an emergency in collaboration with other stakeholders to address related problems

Minimum Qualification, Skills and Experience Required:
- At least 5 years' experience in a project/ program management role (experience in emergency and/or Livelihood programming is a must)
- Strong knowledge of one of the Economic Recovery technical areas, such as emergency response mechanisms, cash-based interventions, market-based approaches and climate resilience
- At least 3 years of experience with people management
- Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation
- Experience in working in complex emergencies or challenging security settings and within security management frameworks.
- Ability to produce timely and high-quality reports
Education: Degree or Diploma or a closely related Degree Languages: - English – fluent
