 Background:

Providing outpatient and/or inpatient paediatric care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values, and universal hygiene standards to improve the child’s health conditions.



 
 Duties and responsibilities:

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols. 
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood. 
  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.  
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. 
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material. 
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care. 
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected. 
  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary. the patient’s illness and medical errors. Collecting Clinical cases ftraininlisting a series of comments to improve the current MSF protocols

MSF Section/Context Specific Accountabilities:

In April 2023, civil war broke out in the Sudanese state, with clashes currently focused inDarfur State. MSF OCA has maintained a consistent humanitarian presence in Khartoum State throughout the war, with current activities including support to the inpatient management of malnutrition in Al-Buluk Paediatrics hospital ITFC, and emergency response, including disease outbreak response like cholera, measles, meningitis, acute jaundice syndrome… and IDP response. The MD shall take an active role in planning and implementing all emergency response and within this project. 

The aim is to reduce morbidity and mortality in emergency response through the improvement in patient care in the case managementsites supported by MSF. This includes capacity building, quality improvement interventions, and other ways of improving outcomes in collaboration with the SMoH and hospital staff. The doctor will work closely with the MAM to identify gaps and obstacles and figure out ways of solving them.

Specific Accountabilities in addition to the above;

  • Support case management for ongoing outbreaks in collaboration with the SMoH medical staff, identify a way to work together and play an active role in case discussions and management
  • Informs patient and/or his/her family about the illness, treatment provided, the evolution, and provides appropriate explanations about the treatment to follow, checking if they understood. 
  • Follow up the evolution of the hospitalized patients, through daily rounds and reviews, making informed decisions on patient care based on patient evolution in collaboration with the SMoH doctors.
  • Shall monitor trends in patient admission, mortality, admissions by location, and any other relevant information that could support disease outbreak control.
  • Ensure ongoing training of the medical/paramedical multidisciplinary team to optimize the quality of care in the case management center. 
  • Knows and ensures all MoH/MSF medical protocols are followed and implemented, ensures universal precautions are followed at all times, and reduces bio-hazard risks and improves infection control.
  •  Participate in SMoH medical meetings relevantto the case management center's Steriscenter'ster, to ensure MSF involvement and collaboration 
  • Identify training needs for the medical doctors, in line with the desire of SMoH/hospital management, to improve the medical management in the ITFC case management center
  • Design a training progmedical the MDs on nutritional management, in line with SMoH and WHO guidelines. 
  • Flag identified barriers in collaboration with the SMoH to the MAM, so that a constructive solution can be found to maintain our good relationship.
  • Collaborate with the Nursing Team Supervisor to promote synergy of actions in the team
  • Contribute to weekly situation reports and the medical narrative for the monthly medical report, in collaboration with the MAM
  • Discuss with the IPC supervisor and/or NAM whenever important hygiene matters are observed that should be improved to contribute to positive patient outcomes. 
  • Actively participate in MSF medical and general meetings held in the MSF Holland Office
  • Other responsibilities as shall be delegated to him/her by the line manager

Quality of Care

  • In case of mortality, the MD shall organize a morbidity and mortality review meeting, in collaboration with the SMoH, to identify gaps in care using the Fishbone method, and learning points for improvement.

 
 Minimum Qualification, Skills and Experience Required:

  1. Medical Doctor Diploma from a recognized university
  1. Experience
3 years of experience as a Medical Doctor. Demonstrable experience in the Emergency response
  1. Languages
English and Arabic language essential.
  1. Knowledge
  1. Essential computer literacy (Word, Excel, and Internet)
  2. Updates his / her knowledge according to the most updated MSF Disease outbreak response  guidelines, and nutrition protocols
