ABOUT DRC SUDAN

 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, White Nile and Khartoum. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

 

 

POSITION PROFILE

 

The MEAL Coordinator supports the operational implementation, quality assurance, and harmonization of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across all operational areas.

Reporting to the MEAL Manager, the role provides technical supervision to field MEAL Officers to ensure effective implementation of MEAL plans in compliance with DRC’s MEAL Minimum Monitoring Requirements and donor requirements.

The MEAL Coordinator ensures consistency in monitoring systems, data quality, learning processes, and partner MEAL compliance, while contributing to evidence-based programming and continuous improvement across projects.

 

 



 
 Duties and responsibilities:

 

Results Monitoring & Program Quality Support

  • Support the integration of MEAL throughout the Project Cycle Management (PCM).
  • Work with MEAL Officers to develop and update project-specific MEAL Plans under the guidance of the MEAL Manager with collaboration with the program team.
  • Ensure MEAL activities are implemented in line with approved MEAL plans and donor requirements.
  • Oversee development of indicator tracking tools, IPTTs, and data collection systems in coordination with program teams.
  • Follow up with Area MEAL Officers and Program Teams to ensure timely submission and quality validation of monthly IPTTs as per laid IPTT development SOP.. 
  • Provide input on MEAL-related aspects of project proposals (indicators, logical frameworks, and MEAL budgeting) as requested by the MEAL Manager/PDQ M.
  • Participate in project Kick-off, Review, and Close-out meetings to ensure cross-project learning.
  • Ensure monitoring findings are systematically shared with program teams to support adaptive management.

Data Quality Assurance & Methodology Oversight

  • Oversee the development and refinement of data collection methodologies (quantitative and qualitative).
  • Plan and implement data quality assurance (DQA) measures across data collection, entry, analysis, and reporting.
  • Ensure ethical standards, protection principles, and DRC Code of Conduct are upheld during data collection.
  • Coordinate with IM personnel when digitalization of tools is required, without assuming IM system management responsibilities.
  • Ensure compliance with data protection, storage, and security protocols in line with DRC and donor standards.
  • Review monitoring data and reports submitted by MEAL Officers for quality and consistency before submission to the MEAL Manager.

Evaluation, Analysis & Learning

  • Coordinate internal evaluations, research activities, and assessments in alignment with DRC evaluation policies and donor requirements.
  • Support the MEAL Manager in managing external evaluations where required.
  • Ensure MEAL findings are used to inform evidence-based decision-making and program improvements.
  • Support the MEAL manager to set the Learning Agenda for each project. 
  • Ensure MEAL officer with the collaboration of the program team are documenting lesson learned in the learning tracker
  • Ensure lessons learned from all projects are compiled and documented in the Country Learning Tracker.
  • Follow up with sector leads and program teams on agreed actions stemming from lessons learned.
  • Regularly present MEAL findings to the MEAL Manager and program teams.
  • Support external reporting and communication of MEAL findings as requested by the MEAL Manager.

Supervision & Team Management

  • Provide technical supervision to Area MEAL Officers, including performance appraisals, objective setting, and work planning.
  • Provide continuous technical support and mentoring to strengthen field MEAL capacity.
  • Conduct regular performance check-ins and coaching sessions.
  • Oversee work planning and task allocation to ensure timely implementation of MEAL activities.
  • Conduct field visits to monitor quality and provide hands-on technical support.
  • Support MEAL Officers in troubleshooting field-level monitoring and partner-related challenges.

 Capacity Building & Partner Support

  • Conduct MEAL Partner Capacity Assessments (PCA) with support from the MEAL Manager.
  • Support and deliver MEAL capacity-building sessions for DRC staff and local partners.
  • Ensure partners have access to appropriate MEAL tools and guidance aligned with DRC, donors and global quality standards.
  • Ensure partner compliance with MEAL plans, indicator tracking, and donor frameworks.
  • Promote a culture of learning and evidence-based programming across project teams.

Accountability Mainstreaming support

  • Liaise with the Accountability Officer and Accountability Assistant to support mainstreaming of AAP components at project level.
  • Ensure Area MEAL Officers support accountability awareness activities in operational areas.
  • Promote integration of feedback data into monitoring and learning processes

 

 


 
 Minimum Qualification, Skills and Experience Required:

SKILLS AND EXPERIENCES

 

  • Minimum 5 years of experience in MEAL roles, preferably in humanitarian or development contexts.
  • Strong technical expertise in MEAL frameworks, data collection methodologies, accountability mechanisms, and learning approaches.
  • Proficiency in data analysis and visualization tools (Excel, Power BI, KOBO Toolbox, etc.).
  • Experience with MEAL planning and donor reporting for agencies like ECHO, USAID, GFFO, UN, etc.
  • Previous experience with information management systems is an advantage
  • Previous experience with leading organizational capacity assessments and capacity building on MEAL is an advantage
  • Experience with providing technical guidance and oversight to MEAL staff is an advantage
  • Demonstrated experience in community feedback mechanisms, complaint handling, and CHS accountability standards.
  • Strong analytical skills and ability to manage large datasets and complex MEAL systems.
  • Excellent communication and coordination skills, with experience engaging across teams and external stakeholders.

 

EDUCATIONAL QUALIFICATIONS

 

  • Bachelor’s or master’s degree in social sciences, Development Studies, Statistics, Monitoring & Evaluation, Economics, Public Administration, or other relevant fields.
  • Additional certifications in MEAL, Data Analysis, Information Management, or Accountability are an advantage.

 

LANGUAGES  

  • Advanced proficiency in English (spoken and written); fluency in local languages is an advantage. Arabic language is an advantage.
