The Program / Department / Team

Mercy Corps has been operational in Sudan since 2004 and currently leads humanitarian assistance and longer-term development efforts in conflict-affected South Darfur, Central Darfur ,South Kordofan, North Kordofan, Khartoum , Gedaref, and Khartoum States, supporting host communities, IDPs, returnees and refugees. Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health, nutrition, peace building and protection, resilience, and Market Systems Development.

Operations Department provides key support to the entire country’s program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.

The Position

The Operations Officer is responsible for all facilities & office management functions and logistics (asset management, fleet management and warehousing) functions in Kassala field office.



 
 Duties and responsibilities:

Essential Responsibilities

  • Process and coordinate procurement requests for goods and services
  • Manage fleet operations, vehicle movement, and travel logistics for staff and visitors
  • Coordinate transportation and distribution of goods to warehouses, operational areas, and beneficiaries
  • Oversee warehouse operations, ensuring safe storage, handling, and accurate record-keeping
  • Maintain asset and inventory tracking in compliance with organizational policies
  • Administer office operations, including facilities, leases, and service contracts
  • Monitor utilities and support billing and payment processes
  • Receive, inspect, and certify deliveries for operational use
  • Maintain organized documentation and filing systems for logistics and administrative activities
  • Facilitate travel arrangements, including permits, visas, and security clearances
  • Manage communication resources (Wi-Fi access, SIM cards, mobile usage, and connectivity)
  • Liaise with internal and external stakeholders to support operations and logistics coordination
  • Ensure adherence to organizational policies and operational standards
  • Support additional administrative and operational tasks as required

Supervisory Responsibility

Cleaners, Drivers, Guards and support casual workers.

Accountability

Reports Directly To: Head of Base with dotted line to Technical Operations Managers

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.  Minimum Qualification, Skills and Experience Required:

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in a relevant field (e.g., logistics, supply chain, business administration, operations, or a related discipline).
  • 2-3 years of experience in Logistics, Admin ,Asset, Fleet Management, and warehousing
  • At least 2 years of experience working with humanitarian organizations, including emergency programming, is an added advantage
  •  Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members, and a proven ability to solve problems independently without direct supervision.
  • Strong organizational, planning, and coordination skills.
  • Ability to interact effectively with international and national staff, partners, and vendors. Effective oral and written English communication skills.
  • High proficiency in MS Office ,especially Excel.

Success Factors

The successful Operations Officer will assist with facilities & office management tasks and logistics (i.e., asset, fleet and warehousing) tasks in delivering successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi- task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions

The position is based in Kassala Sudan, and it requires up to 15 % travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
