Background: Under the supervision of the Program Manager, the WASH Supervisor will carry out and oversee the water, sanitation activities, ensuring that Solidarites International technical recommendations and procedures are followed. This role involves leading the implementation of field activities and supervising WASH Officers while collaborating closely with Hygiene Promotion supervisor and officers. Key responsibilities include preparing and planning project assessments and reports, researching and piloting activities, detailed planning of WASH activities, designing intervention packages, conducting field inspections, overseeing staff training and preparing Terms of Reference (ToRs), Memorandums of Understanding (MOUs), and contracts in consultation with the Project Manager

Duties and responsibilities:
Project relevance, quality and design - Participate in technical baseline assessments, design and feasibility for water and sanitation activities.
- Organise and supervise all types of activities from the technical assessment, monitoring of the work, acceptance of the work and payment of the workers and/or contractor.
- Collect the bills or proofs of payment received from the field. Ensure that payments are made according to plans, financial procedures and directives.
- Make sure the quality of constructions made by volunteers, daily workers or contractors meets the technical requirements by following the drawings, specification, safety measures, methods and SI procedures.
- Under the supervision of program manager, preparing designs and BoQs for WASH activity is per project need.
- Supervise all activities operated by his/her team like assessments, surveys, interview, FGD, etc.
- Propose activities orientations according to assessments, feedback from the community, and advice of propositions from the Officers.
- Develop a weekly activities plan, approved by his/her line Manager, in order to achieve the prioritised objectives defined by PM.
- Ensure that weekly briefings are held with his/her team.
- Ensure that within weekly activities plan, the following aspects are included:
- Plan human resources need,
- Plan tool and material needs,
- Anticipate administrative issues,
- Anticipate logistics issues.
- Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.
- Respect schedules and deadlines agreed upon with his/her line Manager.
- Train and build the capacity of the water and sanitation officers.
Logistics and Administration - Prepare the daily workers’ payment sheets and payment documents for workers/contractors (assisting in post-BoQs, bills preparation).
- Support the Program Manager in preparation of monthly forecast of WASH - related expenses and IOFs
- Ensure that safety procedures are followed by members of his/her team
- Ensure that procedures are respected by his/her team in terms of Finance and Administration.
- Monitor the quality and quantity of material delivered to areas of intervention.
- Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out in the field and the warehouse at the office level.
- Ensure the support in stock monitoring.
- Ensure the good respect of working conditions while in office or in the field, especially the respect to SI code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites.
- Conduct biannual appraisals of all officers under his/her responsibility.,
- Identify staff training needs in order to make recommendations for training and other capacity building measures
Reporting / communication - Organise regular (weekly) meetings with his/her team in order to discuss challenges, logistics needs or other issues / subjects which may arise; and report to his Activity Manager if he is not part of the meeting.
- Participate in building M&E tools in link with Meal officer and PM to strengthen the program team capacity on using them.
- Track the usage of monitoring tools provided and suggest necessary changes.
- Keep his/her monitoring tools and files archived in the Solidarités office, accessible to his/her Program Manager
- Submit a weekly report to his/her Activity Manager as well as the update of activities database, point out challenges faced in the implementation and propose mitigation measures.
- Organize the archiving of all documents linked to the activities under his/her supervision.
- Establish and maintain good relations with stakeholders and communities (population) in the field.
- Participate and represent SI in different Coordination meetings.
- Listen to the population and local participants in the field and report to his/her line Manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams.
- Strengthen the communication & knowledge-flow linkages between the field and his/her line Manager.
