 Duties and responsibilities:

Dimensions of the Role

The purpose of this role is to co-ordinate and manage an GPE-funded Education in Emergencies Consortium in line with GPE guidelines and procedures and INEE Minimum standards. The post holder is expected to have strong project management skills with GPE funded projects preferably with a minimum of 4 years of experience in implementing EiE and CPiE programmes. The Project Manager will be based in North Darfur Tawila Office to ensure direct oversight of project implementation, support local partner and close engagement with the local community.

N.B: Although this person will be based in Tawila, North Darfur, the position provides support to the entire project team, including implementing partners in North Darfur and Khartoum. This will therefore necessitate the Project Manager to travel occasionally to all the project locations, including Khartoum, should the need arise.

  • Typical Responsibilities - Key End Results of Position:
  1. Responsible for management of the GPE project in North Darfur and Khartoum, ensuring that proposed results are achieved on time, within budget and in compliance with GPE donor regulations
  2. Coordinate and lead the project implementation and ensure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.
  3. Manage Coordination with consortium lead, Save the Children and other consortium members including UNICEF, NRC, and other local partners
  4. As budget holder, is fully responsible for budget management of the consortium in line with GPE financial procedures. The PM should Track and manage project expenditure including monthly budget forecasting and budget revisions.
  5. Supervise project staff to ensure timely and quality implementation and monitoring of the project activities;
  6. Provide trainings for Project staff on Project Implementation, Communication and Quality Reporting, GPE compliance procedures, Risk Management & Problem Solving, Team Collaboration & Conflict Resolution, Quality Implementation Assurance/Control (QA/QC).
  7. Responsible for the development of all narrative and financial reports (with support from Grants Manager and finance department and technical review by Education and CPiE Specialist) in line with GPE and Plan’s requirements
  8. Support timely and proactive engagement with the donor at field and CO level
  9. Work closely with Monitoring and Evaluation team to ensure that Monitoring & Evaluation and indicator tracking plans for the project in all target locations are in place and, developing additional Monitoring & Evaluation tools as necessary to monitor project progress.
  10. In collaboration with M&E Coordinator/Manager, Communications Manager, Education Manager and CPiE Specialist, develop project briefs, lessons learnt and best practice documents that could feed into new projects ideas
  11. Ensure the representation of Plan international in coordination meetings such as the protection cluster, GBV, Education and Child Protection working groups Sub National Level
  12. Facilitate and ensure quality implementation of the project activities and safeguarding involvement of partners and tracing the project results and impact upon household.
  13. Promotes and abides by Plan policies and procedures including but not limited to: Safeguarding Policy; Code of Conduct and the related mandatory reporting responsibilities. Ensure that safeguarding children and young people policy, code of conduct, standards are understood and met by project staff.
  14. Any other tasks required.

Accountabilities

The Project Manager is accountable to fulfil his/ her roles and responsibilities in line with Plan International code of conduct, values and principles, and to report to the line-manager regularly on the basis of annually defined key performance indicators (KPIs).

  1. Project Stakeholder Management
  • Maintain solid working relationship with all the key stakeholders.
  • Ensure Community Based Organizations e.g. NNGO, CSOs and LNGOs were oversaw, supported and trained
  • Manage communications norms and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables.

  2. Project Management
  • Develop detailed implementation plan for the GPE project and enforce adherence of all to the plan and subsequently approved amendments.
  • Manage the projects internal control mechanism including budget, procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the project.
  • Provide guidance to the partner on technical aspects of project planning, activity design, and reporting. 
  • Identify, analyse, monitor and manage project risks, and ensure keeping all concerned are accurately and promptly informed about the status of project risks.
  • Lead the project team develop their knowledge and skills of appropriate nature to the project; guide and motivate them towards excellence performance all through the project period and ensure continuous appraisal of the performance of each.
  • Facilitate regular coordination meetings with local partner teams to align plans, troubleshoot challenges, and ensure consistency in messaging and methodology.
  • Identify/facilitate potential needs assessment and update the needs of the community base on the current project interventions using qualitative and quantitative methods. 
  • Ensure   prompt, timely and accurate reporting on the project to all concerned parties at the Plan International-Sudan Country office, International Office, Donor and the Government of Sudan as deemed required by each.
  • Manage information flows between country office/Program department and the Project stakeholder.
  • Responsible to ensure representation of the project in all related coordination structures at CO and Sub-Office levels as well as to ensure effective liaison on behalf of the project at all levels and with all to whom the project is of concern.
  • Maintain and apply Plans’ standards of practice, policies and procedures.
  • Manage the partnership agreement(s) with the implementing partner (NNGO).

  2. Personnel Management
  • Lead and motivate project management team.
  • Ensure performance reviews are conducted.
  • Have a thorough understanding of the Plan International-Sudan Personnel contract modalities and the local labour law.
  • Ensure safety and security for all personnel comply with Plan International-Sudan standards.
  • Monitoring, Evaluation and Reporting
  • To identify the needs and support development of staff and partners to increase their competence project delivery.
  • To participate in the recruitment, selection and induction of staff
  • Identify capacity gaps among local partner staff related to Child Protection (CP), Psychosocial Support (PSS), and SGBV and Organize and deliver training sessions and on-the-job mentoring.
  • Ensure the partner understands and applies Plan’s Safeguarding and Child Protection Policies.

  • Ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.
  • Management of project representation matters and ensure attendance of all relevant coordination forums and events at CO & Sub-Office levels.
  • Develop and maintain processes to ensure exert of high value liaison effort with Government Authorities, the donor, humanitarian community etc. on matters related to the project
  • Experience of working with Local government authorities, especially Ministry of Education and Social Services at both Federal and State level

  3. The Project Manager will be based in Tawilla office in North Darfur and will be required to make some travels to other project locations to provide oversight.

 Minimum Qualification, Skills and Experience Required:

  1. Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives: 

Knowledge

  • A minimum of a bachelor’s degree in education, Social Science, Social Work, human rights, law, psychology or related field, and a Master in the above fields are preferred.
  • Minimum of 5-7 years’ experience in humanitarian project management specifically with DG-ECHO
  • Preference experience in EiE and CPiE, Integrated programming
  • Proven experience of budget management and ability to develop project catch up plans and expenditure
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
  • Experience in building relationships, fostering interagency coordination and experience of representing an organisation to external parties.
  • General knowledge and understanding of Humanitarian Principles and core standards e.g. CPMS, INEE, GBViE, Guidelines, Core Humanitarian Standards, SPHERE and other relevant international standard for humanitarian response

  • Ability to work effectively with diverse international and national teams and with complex environment with multiple tasks, short deadlines and intense pressure to perform.

This post is based in North Darfur. However, the post-holder must be willing to travel to project activity sites in difficult terrain and security when needed.
