 Background:

The Child Safe Programme is a multisectoral intervention implemented by the Sudanese Red Crescent Society (SRCS) with support from the Danish Red Cross (DRC), delivering integrated protection, MHPSS, health, nutrition, and RCCE services through Humanitarian Service Points (HSPs) and community-based platforms across Kassala, River Nile, Northern State, and West Darfur.

The programme targets conflict- and displacement-affected children and their caregivers, aiming to improve access to safe, coordinated, and community-based services. It focuses on early identification of risks, strengthening referral pathways, and reinforcing positive caregiving and care-seeking practices.

Job Purpose

The Child Safe Programme & PMER Officer will support the effective coordination, implementation, monitoring, and compliance of the ChildSafe programme at national level.

The role serves as a critical link between field-level ChildSafe operations and HQ-level coordination and advisory structures, ensuring alignment with programme objectives, donor requirements, and quality standards.

The Officer will also provide core support to the national PMER system, strengthening data flow, reporting, accountability, and learning across SRCS programmes, any other PMER related activities assigned.



 
 Duties and responsibilities:

1. National-Level Coordination

  • Support overall coordination of the ChildSafe programme across target states. 
  • Ensure alignment between field implementation and national strategies, standards, and plans. 
  • Facilitate coordination between field teams and HQ technical sectors. 
  • Track progress against outputs, timelines, and targets. 

 

2. Field–HQ Linkage & Advisory Support

  • Act as focal point between field teams, HQ units, and the ChildSafe Advisory Team. 
  • Support advisory meetings (preparation, documentation, follow-up). 
  • Ensure field challenges, lessons learned, and best practices are shared with HQ and partners. 

 

3. Quality, Compliance & Risk Management

  • Ensure compliance with donor requirements (including EU standards). 
  • Promote adherence to safeguarding, PGI, and data protection standards. 
  • Support development of SOPs and tools. 
  • Monitor risks and support mitigation, especially on protection. 

 

4. PMER Support

  • Support national PMER system (data collection, validation, and consolidation). 
  • Contribute to monitoring tools, reporting, and learning processes. 
  • Support monthly, quarterly, and donor reporting. 
  • Strengthen data flow between branches and HQ. 
  • Support accountability and feedback mechanisms. 
  • Any other PMER related activities assigned.

 

5. Data, Learning & Knowledge Management

  • Analyse data to identify trends and gaps. 
  • Document lessons learned, best practices, and case studies. 
  • Facilitate learning between field and HQ. 

 

6. Capacity Building & Technical Support

  • Build staff and volunteer capacity in PMER, safeguarding monitoring, and reporting. 
  • Provide technical support to field teams as needed. 

 

7. Coordination & Representation

  • Support participation in coordination platforms. 
  • Engage with Movement partners (including DRC). 
  • Represent PMER and ChildSafe in internal meetings. 

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in social sciences, Development Studies, Public Health, Monitoring & Evaluation, or related field (master’s preferred).
  • Minimum 3 years of experience in humanitarian or development programmes.
  • Proven experience in PMER systems and reporting.
  • Experience in child protection, MHPSS, or protection programming is a strong asset.
  • Experience working with Red Cross/Red Crescent Movement or similar organizations is an advantage.

Languages

  • Fluency in English (written and spoken)
  • Arabic
