 Background:

IMC has been operational in Sudan since 2004 and remains one of the largest humanitarian agency delivering multi-sectoral and integrated humanitarian responses and resilience building programs aiming for improving the quality of life of the most vulnerable, conflict affected and/or displaced communities through health and related (nutrition, WASH) interventions



 
 Duties and responsibilities:

Main Tasks and Responsibilities

 

Strategic Technical Leadership

  • Provide overall strategic leadership for WASH, Nutrition, MHPSS technical sectors within the Sudan mission.
  • Directly lead the Health technical portfolio, ensuring effective design and delivery of primary healthcare and emergency health services.
  • Ensure coherence and integration across Health, Nutrition, WASH, and Protection programs.
  • Develop and update the mission’s technical strategy and response framework in line with evolving context and needs.
  • Advise the Deputy Country Director -Programs, on all technical priorities, risks, and program quality issues.
  • Supervise Nutrition, WASH, MHPSS Coordinators and Chief Pharmacist.
  • Ensure harmonized planning, implementation, and monitoring across WASH, Health, Nutrition technical sectors.
  • Review and approve technical workplans, SOPs, and implementation frameworks.
  • Ensure consistent application of IMC technical standards across all programs.
  • Lead the Health program portfolio, including: Primary and secondary healthcare services, Integrated management of childhood illness (IMCI), Maternal, newborn, and child health (MNCH), Communicable disease surveillance and outbreak response and Infection prevention and control (IPC)
  • Ensure quality of clinical service delivery in supported health facilities and mobile services.
  • Provide technical guidance on service delivery models in emergency and protracted crisis settings.
  • Support clinical protocols alignment with Ministry of Health and WHO standards.
  • Ensure all technical programs meet IMC global standards, SPHERE standards, and donor requirements.
  • Conduct regular technical reviews, field monitoring visits, and quality assessments.
  • Strengthen accountability and quality assurance systems across all sectors.
  • Ensure timely corrective actions based on technical monitoring findings.
  • Lead joint assessments, multi-sector planning, and coordinated implementation.
  • Lead technical preparedness and emergency response planning across all sectors.
  • Ensure readiness for disease outbreaks, displacement, and conflict-related health crises.
  • Oversee rapid scale-up of integrated emergency health and humanitarian interventions.
  • Ensure technical surge capacity mechanisms are in place.
  • Work closely with M/E teams to analyze and use program data for decision-making.
  • Promote Apply evidence-based programming and adaptive management.
  • Lead technical learning reviews, after-action reviews, and evaluations.
  • Lead capacity strengthening initiatives across all technical sectors and support continuous professional development within the technical team.

 

Proposal Development and Donor Engagement

  • Lead technical design and consolidation of proposals and concept notes.
  • Provide technical input in donor meetings, presentations, and negotiations.
  • Ensure alignment of programming with donor priorities and humanitarian needs.

 

Coordination  and Representation

  • Represent IMC at national and sub-national clusters, including Health, Nutrition, WASH, and MHPSS.
  • Engage with Ministry of Health, UN agencies, NGOs, and donors on technical matters.
  • Strengthen IMC’s technical leadership role in Sudan’s humanitarian response.
  • Ensure active participation in technical working groups and coordination forums.

 Minimum Qualification, Skills and Experience Required:

Minimum Requirements

 

  • Master’s degree in Public Health, Medicine, Health Systems, Nutrition, WASH, or related field.
  • Minimum 10–12 years of progressive humanitarian experience.
  • At least 5 years in senior technical leadership or coordination roles.
  • Strong clinical and public health experience required (given Health technical lead role).
  • Proven experience in complex emergency settings, ideally Sudan or similar contexts.
  • Strong experience with major donors (ECHO, DoS-OFA, UNICEF, WHO, UNHCR, WFP).
  • Strong multi-sector coordination and integration capabilities.
  • Excellent representation and stakeholder engagement skills.
  • Excellent leadership and coordination skills
  • Strong analytical and data interpretation skills.
  • Ability to work in high-pressure, insecure environments.
  • Ability to effectively present information and respond appropriately to questions from senior management in the field and HQ, counterparts, government representatives and other stakeholders
