Background:
The Multi-Sectoral Deputy Project Manager, under the operational and technical guidance of the Area Coordinator, is responsible for the effective implementation of ACTED’s multi-sectoral activities in Gazira State, including the management of sub-granting arrangements with partner NGOs.
The Multi-Sectoral Deputy Project Manager oversees day-to-day field operations to ensure the timely delivery of high-quality outputs and the achievement of project outcomes with maximum impact for targeted beneficiaries. The role includes direct supervision of multi-sectoral project staff and close coordination with relevant internal departments and external stakeholders to ensure smooth, compliant, and effective project implementation.
The position is based in Gazira State, with frequent field missions to various areas of operation, unless otherwise agreed with the Area Coordinator.

The objective of the Multi-Sectoral Deputy Project Manager position is to support the effective, timely, and high-quality implementation of ACTED’s multi-sectoral interventions in Gazira State. Under the guidance of the Area Coordinator, the role aims to ensure coordinated field operations, strong supervision of project teams, effective management of sub-granting arrangements with partner NGOs, and compliance with ACTED and donor requirements, in order to maximize programmatic impact and accountability to affected populations.
Duties and responsibilities:
. Project Planning and Coordination
Support the Area Coordinator in the development, review, and regular updating of project implementation tools and management documents, including the Project Management Framework (PMF), work plans, implementation schedules, and technical tools.
Contribute to planning and sequencing of project activities by prioritizing tasks, allocating resources, and ensuring operational feasibility for field teams.
Support the preparation and regular updating of project forecasts, Budget Follow-Ups (BFUs), and implementation timelines in coordination with programme, finance, and logistics teams.
Contribute to the development and updating of the project procurement plan, ensuring alignment with work plans, budget availability, and operational timelines.
Ensure that planning reflects contextual constraints, access limitations, partner capacity, and security considerations specific to Gazira State.
2. Project Implementation Follow-up
Oversee and support day-to-day implementation of multi-sectoral project activities in Gazira State, ensuring compliance with ACTED technical standards, donor requirements, and Cluster guidelines in coordination with technical coordinators.
Monitor progress against approved work plans, PMFs, physical targets, and budgets, ensuring activities are implemented on time, within scope, and within budget.
Ensure monthly review of budget utilization and physical progress, in coordination with the Project Manager and relevant support departments.
Support the organization and follow-up of regular project coordination meetings with project teams and management, documenting action points and decisions.
Proactively identify risks, delays, or implementation challenges and support the Area Coordinator in troubleshooting and mitigation measures.
Regularly update project management documents, including work plans, trackers, and implementation tools, to reflect progress and contextual changes.
Ensure close day-to-day follow-up with national partner(s), including monitoring of activity implementation, adherence to agreed work plans, and reporting timelines.
Ensure structured shadowing, mentoring, and capacity-building of national partner staff, tracking progress and identifying gaps requiring additional support.
3. Administration and Operational Management of Project Implementation
3.1. Finance & Logistics
Regularly tracking project expenditures, reviewing project-related costs, and ensuring alignment with approved budgets and BFUs.
Ensure the preparation and updating of monthly cash forecasts and financial projections for project activities.
Support field teams and partners in the timely preparation and submission of accurate Order Forms (OFs) and procurement requests, in line with ACTED procedures.
Ensure coordination with logistics and procurement teams for the development and follow-up of the project procurement plan, including delivery timelines and quality control.
Support verification of technical specifications and quality of materials when applicable in coordination with technical coordinators
Ensure proper management, use, and tracking of project assets and stocks at field level.
Plan and coordinate team movements in line with operational needs, available fleet, and ACTED security and logistics policies.
3.2. HR
Support recruitment processes for project field staff, including development of organigrams, ToRs, tests, interviews, and onboarding.
Ensure that project staff and partner teams clearly understand their roles, responsibilities, and expected outputs.
Support day-to-day supervision and follow-up of staff work plans, movements, and activities, in coordination with the Project Manager.
Contribute to performance management, including staff appraisals, coaching, and career development discussions.
Promote a positive working environment and effective coordination within and across departments.
Support identification of capacity-building needs and organization of trainings or on-the-job coaching for project and partner staff.
Support conflict management and team cohesion at field level.
3.4. Transparency
Ensure project documentation (beneficiary lists, MoUs, partner files, attendance sheets, photos, reports, trackers, etc.) is properly prepared, compiled, and filed in line with ACTED procedures.
Ensure staff and partners are aware of and comply with ACTED’s Code of Conduct, safeguarding policies, and accountability commitments.
Ensure all project team members understand and follow security rules, SOPs, and reporting lines.
Monitor the local security context in Gazira State and promptly report incidents or changes to the area coordinator/base manager.
4. External Relations
Support communication and liaison with beneficiaries, community leaders, site managers, partners, and key stakeholders to ensure inclusive and accountable programming.
Maintain constructive relationships with local authorities, humanitarian actors, and national partners operating in Gazira State.
Represent ACTED in technical or coordination meetings, including Cluster meetings, as requested by the Area Coordinator.
Ensure respectful, sensitive, and conflict-aware engagement with affected populations.
Coordinate closely with ACTED’s liaison department to ensure timely processing of access, security, and movement permits.
5. Reporting
Provide regular, timely, and structured updates on implementation progress, challenges, risks, and achievements to the Area Coordinator.
Contribute inputs to internal reports, donor updates, and coordination briefs as required.
6. Protection mainstreaming
Ensure integration of protection, gender, and inclusion considerations across all project activities.
Promote and enforce Prevention of Sexual Exploitation and Abuse (PSEA) principles among staff, partners, and communities.
7. Additional Duties
Due to the emergency nature of operations in Gazira State, the Multi-Sectoral Deputy Project Manager may be requested to carry out additional tasks as identified by the Area Coordinator, in line with operational needs.
Minimum Qualification, Skills and Experience Required:
University degree in a relevant field (e.g. humanitarian studies, social sciences, development studies, or a related field).
Minimum of four (4) years of progressively responsible experience in project implementation with an NGO, including at least two (2) years in FSL and/or WASH projects or multi-sectoral programming in a Senior Officer or Deputy Project Manager–level role.
Demonstrated ability to plan, prioritize, and manage multiple tasks simultaneously in a dynamic operational environment.
Strong teamwork and interpersonal skills, with the ability to work effectively across multi-disciplinary teams.Percentage of project milestones completed on time, in line with approved PMFs, work plans, and implementation schedules.
High level of flexibility and resilience, with the ability to perform effectively under pressure and in challenging contexts.
Excellent verbal and written communication skills, with the ability to liaise effectively with internal and external stakeholders.
Strong command of English, both written and spoken.
High level of computer literacy, particularly in MS Office applications (Word and Excel).
Willingness and ability to undertake frequent field travel and relocate temporarily within Gazira State, based on operational needs.
Key Performance Indicators
Effective budget management, measured by project implementation within approved budget ceilings and without the need for unplanned budget amendments to project lines.
Percentage of contractual and donor performance indicators achieved, in coordination with the Project Manager.
Completeness and accuracy of project documentation, including beneficiary lists, partner records, attendance sheets, payment and distribution documentation, and photographic evidence, in compliance with ACTED procedures.
Quality of monitoring outcomes, reflected in positive findings from internal monitoring, MEAL reviews, and external audits or evaluations.
Number and nature of complaints related to project implementation, with timely follow-up and resolution in line with ACTED accountability and complaints response mechanisms.
Percentage of ineligible or non-compliant expenditures, maintained at zero or within acceptable donor thresholds through effective tracking and controls.
Project staff retention rate throughout the project lifecycle, indicating effective team management, supervision, and staff support.
