1. Position Summary:

The Protection Officer will be responsible for the effective implementation, monitoring, and reporting of protection and GBV activities under CARE’s ongoing intervention in Karrari, Khartoum. The position focuses on supporting women and girls through dignity kit distribution and menstrual hygiene awareness, conducting GBV risk assessments, implementing community-based protection activities, and facilitating GBV prevention and response initiatives. The officer will work closely with community leaders, service providers, and government partners to ensure that all interventions are safe, inclusive, and aligned with humanitarian and protection principles.

A. Program Implementation

• Support the implementation of protection activities in targeted communities, ensuring compliance with CARE and donor standards.
• Facilitate the identification and selection of vulnerable individuals for protection assistance, including women, girls, and IDPs.
• Coordinate the distribution of dignity kits to women and girls and ensure that the contents meet GBV cluster standards.
• Provide awareness and counseling sessions on menstrual hygiene management (MHM), dignity, and personal well-being.
• Support GBV risk assessments to identify protection risks, harmful social norms, and service gaps within the community.
• Conduct and facilitate GBV awareness-raising sessions for women, men, and community leaders, promoting positive behavioral change and reducing stigma.
• Strengthen community-based protection mechanisms, ensuring inclusive participation of women, youth, and persons with disabilities.
• Support cash assistance programming for survivors of gender-based violence or individuals at risk, ensuring confidentiality, safety, and accountability.
• Coordinate with case management service providers and government entities to ensure safe referral and follow-up for survivors of GBV.
• Promote PSEA (Prevention of Sexual Exploitation, Abuse, and Harassment) and ensure that all project activities uphold ethical standards and survivor-centered approaches.
• Contribute to the integration of protection principles across other project components, including WASH, health, and livelihoods.
• Promote women’s leadership and meaningful participation in community decision-making structures and local governance mechanisms. 
•  Identify and address barriers to women’s economic participation, including harmful gender norms, mobility restrictions, and protection risks. 
• Integrate protection principles into all economic empowerment activities to ensure “do no harm” and mitigate risks of Gender-Based Violence (GBV).
• Strengthening linkages between protection services and livelihood opportunities to support survivors’ recovery, resilience, and socio-economic reintegration. 
• Engage men and boys in dialogues to promote gender equality and support women’s economic inclusion. 
• Collaborate with relevant stakeholders, including local authorities, NGOs, and private sector actors, to expand opportunities for women’s economic empowerment. 
• Monitor and document outcomes related to women’s economic participation, decision-making power, and access to resources. 
• Ensure inclusion of the most vulnerable groups, including women with disabilities, female-headed households, and displaced women, in economic activities.

B. Monitoring, Reporting, and Learning:

• Conduct regular field visits to monitor protection and GBV activities, gather feedback from beneficiaries, and identify gaps or risks.
• Support the collection, documentation, and analysis of protection data for reporting and learning purposes.
• Maintain accurate records of beneficiaries reached, services delivered, and referrals made.
• Contribute to weekly, monthly, and quarterly progress reports, including success stories and lessons learned.
• Participate in internal project reviews and ensure continuous learning and improvement in protection programming.

C. Coordination and Representation:

• Represent CARE in relevant Protection, GBV, and Cash Working Group meetings at state and sub-national levels.
• Coordinate with local authorities, community leaders, and humanitarian actors to ensure smooth and harmonized implementation.
• Strengthen collaboration with local partners and GBV service providers to improve referral pathways and case management processes.
• Support information sharing and contribute to inter-agency coordination and joint assessments where relevant.

D. Accountability and Compliance:

• Ensure all protection interventions are implemented in line with CARE’s Code of Conduct, Safeguarding Policy, and Core Humanitarian Standards.
• Promote and manage community feedback and complaint mechanisms, ensuring timely and sensitive follow-up.
• Maintain strict confidentiality in handling protection and GBV cases.
• Identify and report protection incidents, PSEA concerns, or irregularities to the supervisor in accordance with CARE procedures.
• Ensure all procurement, documentation, and reporting are in line with donor compliance requirements.

• Bachelor’s degree in social work, Psychology, Gender Studies, or related humanitarian field.
• At least 3 years of experience in protection, GBV, or humanitarian response, preferably with NGOs or UN agencies.
• Strong understanding of GBV prevention, case management, community-based protection, and PSEA principles.
• Experience in cash-based protection assistance and distribution monitoring is an asset.
• Excellent communication, coordination, and facilitation skills.
• Fluency in Arabic and English, both written and spoken.
