Background: 1. Position Summary: The GBV Officer is responsible for the implementation, coordination, and monitoring of GBV prevention and response activities at field level. The role ensures the delivery of safe, ethical, and survivor-centered programming, including Women and Girls Safe Spaces (WGSS), community engagement, dignity assistance, referral pathways, and psychosocial support services. The position works closely with communities, service providers, and partners to strengthen GBV response systems, reduce protection risks, and ensure survivors have access to quality and confidential services.

Duties and responsibilities:
A. GBV Program Implementation & Service Delivery: - Support implementation of GBV prevention and response activities in line with CARE and donor standards.
- Support establishment and functioning of Women and Girls Safe Spaces (WGSS).
- Ensure delivery of survivor-centered services, including:
- Psychosocial support (PSS).
- Safe and confidential referrals to GBV and protection services.
- Basic case management support (where applicable).
- Support dignity kit and MHM kit distributions, ensuring safety, appropriateness, and dignity.
- Conduct GBV risk assessments, safety audits, and protection monitoring in communities and service delivery points.
- Facilitate community awareness sessions on GBV prevention, available services, and PSEA.
- Strengthen community-based protection mechanisms with meaningful inclusion of women, youth, and persons with disabilities.
- Support integration of GBV risk mitigation across sectors (WASH, Health, Livelihoods).
- Promote Prevention of Sexual Exploitation, Abuse and Harassment (PSEA) in all activities.
B. Community Engagement & Women’s Empowerment: - Promote women and girls’ participation in community decision-making structures.
- Conduct community dialogues engaging men and boys on positive masculinities and gender equality.
- Identify barriers limiting access to services and support mitigation measures.
- Strengthen linkages between GBV services and livelihoods or recovery support for survivors.
C. Monitoring, Evaluation, Accountability & Learning (MEAL): - Conduct regular field monitoring visits to ensure quality implementation.
- Collect and manage GBV and protection data in line with Protection Information Management (PIM) and confidentiality standards.
- Maintain accurate records of beneficiaries, services, and referrals.
- Contribute to weekly, monthly, and donor reporting.
- Document lessons learned, best practices, and case studies from field activities.
D. Coordination & Representation: - Represent CARE in GBV Sub-Cluster and relevant coordination forums at field level.
- Coordinate with government counterparts, NGOs, UN agencies, and community stakeholders.
- Support strengthening of referral pathways with service providers (health, psychosocial, legal, etc.).
- Participate in joint assessments and inter-agency coordination initiatives.
E. Accountability, Safeguarding & Compliance: - Ensure adherence to GBV guiding principles: safety, confidentiality, respect, and non-discrimination.
- Uphold CARE Safeguarding and PSEA policies in all interventions.
- Support community feedback and complaints mechanisms (CFM/FAM).
- Maintain strict confidentiality in handling all GBV-related information.
- Ensure compliance with donor and organizational requirements (documentation, reporting, procurement).
- Report safeguarding concerns and protection risks according to organizational procedures.

Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in social work, Psychology, Gender Studies, Development Studies, or related field.
- 2–4 years of experience in GBV or protection programming in humanitarian settings.
- Strong knowledge of:
- GBV prevention and response.
- Case management and referral systems.
- Community-based protection approaches.
- Safeguarding and PSEA standards.
- Experience with cash-based protection programming is an asset.
- Experience working with NGOs, UN agencies, or local organizations.
- Strong facilitation, communication, and coordination skills.
- Fluency in Arabic and English (written and spoken).
