Background: 1. Job Purpose The Project Manager will lead the overall planning, implementation, and quality assurance of an integrated WASH and Protection programme funded by Global Affairs Canada (GAC), aimed at restoring dignity and reducing Gender-Based Violence (GBV) risks among crisis-affected populations. The role ensures effective, timely, and high-quality delivery of project outputs including: - Gender-sensitive WASH infrastructure
- Women and Girls Safe Spaces (WGSS)
- GBV and MHPSS services
- Women Lead in Emergencies (WLiE) initiatives
- Community engagement and hygiene promotion
The Project Manager will ensure full compliance with donor requirements, safeguarding standards, Results-Based Management (RBM), and feminist programming principles, while strengthening localization and community-led approaches.

Duties and responsibilities:
1. Project Implementation and Coordination: - Lead and coordinate implementation of all integrated project components, including:
- GBV prevention and response services.
- WGSS establishment and service delivery.
- Gender-sensitive and accessible WASH interventions (latrines, handwashing stations, hygiene kits).
- Women Lead in Emergencies (WLiE) group formation and action planning.
- Community-based hygiene promotion and risk communication activities.
- Ensure strong integration between WASH and protection programming, particularly in reducing GBV risks linked to access to services.
- Oversee coordination with local partners, women-led organizations, community leaders, and relevant authorities.
- Ensure meaningful participation of women, girls, persons with disabilities, and marginalized groups in program design and implementation.
2. Program Quality and Technical Oversight: - Ensure all interventions adhere to:
- GBV guiding principles (confidentiality, safety, dignity, non-discrimination).
- Survivor-centred approaches.
- Child safeguarding and PSEA standards.
- Oversee quality delivery of:
- GBV case management and referrals.
- Psychosocial support (PSS) services.
- WGSS programming.
- MHM and dignity kit distributions.
- Safety audits and protection risk assessments (including WASH-related GBV risks).
- Ensure WASH infrastructure is:
- Gender-sensitive, accessible, and safe.
- Designed based on community consultations and risk analysis.
- Strengthen capacity of staff and partners on:
- Protection mainstreaming.
- GBV risk mitigation in WASH.
- Community engagement and accountability.
3. Monitoring, Evaluation, Accountability and Learning (MEAL): - Lead implementation of the MEAL framework in line with GAC Results-Based Management (RBM) requirements.
- Ensure:
- Regular field monitoring and data verification.
- Baseline, PDM, and endline assessments.
- Disaggregation of data (sex, age, disability).
- Track progress against output and outcome indicators, including:
- Access to safe WASH services.
- Utilization of GBV services.
- Participation of women and girls.
- Establish and strengthen Accountability to Affected Populations (AAP) mechanisms, including feedback and complaint systems.
- Document lessons learned, best practices, and success stories for reporting and learning.
4. Financial and Grant Management - Ensure effective budget management in line with GAC financial compliance standards.
- Monitor:
- Budget utilization and burn rates.
- Alignment between financial and programmatic progress.
- Support budget forecasting and reprogramming based on emerging needs and context changes.
- Ensure accurate financial reporting and documentation.
5. Compliance, Safeguarding and Risk Management - Ensure compliance with:
- Organizational policies.
- Donor requirements (GAC).
- International humanitarian standards (Sphere, IASC GBV Guidelines).
- Oversee:
- Procurement processes.
- Asset management and tracking.
- Ensure robust implementation of:
- Safeguarding and PSEA measures.
- Risk mitigation plans, especially related to GBV and WASH access.
- Support partner due diligence, monitoring, and audits.
6. Reporting and Representation - Prepare high-quality donor narrative and financial reports aligned with GAC expectations.
- Provide regular updates on progress, challenges, and adaptive management actions.
- Represent the project in:
- Cluster coordination meetings (Protection, GBV, WASH).
- Donor engagements.
- Government and partner coordination forums.
- Contribute to advocacy and visibility efforts highlighting program impact.
Staff Supervision - Supervise Project Officers, WASH and Protection teams, and community-based staff.
- Provide technical leadership, coaching, and performance management.
- Promote a collaborative, inclusive, and accountable team environment.

Minimum Qualification, Skills and Experience Required:
Education - Bachelor’s degree in social sciences, Gender Studies, Public Health, Development Studies, or related field (Master’s preferred).
Experience - Minimum 5–7 years of relevant humanitarian experience, including:
- GBV and protection programming.
- Integrated or multi-sector programming (WASH–Protection preferred).
- Demonstrated experience managing donor-funded projects (preferably GAC or similar).
- Experience working with:
- Local partners and women-led organizations.
- Community-based approaches in complex emergencies.
Technical Skills - Strong knowledge of:
- GBV programming and case management
- Protection mainstreaming and safeguarding
- WASH–GBV risk mitigation
- MEAL and Results-Based Management (RBM)
- Proven skills in:
- Program planning and budgeting
- Team leadership and coordination
- Stakeholder engagement and representation
Languages - Fluency in English and Arabic required.
