 Background:

The Sudanese Red Crescent Society was established by Government decree in 1956 and recognized as a National Society and accepted into the Red Cross Red Crescent Movement the following year. 

 

Since 2022, SRCS has embarked on a process to build its capacities in Cash and Voucher Assistance to be able to deliver assistance in an effective and flexible way to support people affected by emergencies or conflict, maintaining their dignity and choice, while fostering local economies. 

 

Due to the crisis erupted in 2023 and the large scale of the humanitarian needs, SRCS needs to continue strengthen/reinforce their capacities at HQ level to be able to response effectively as well as support the SRCS Branch to deliver cash at scale. 

 

Program Background

The planning, Monitoring, Evaluation, and reporting (PMER) for Cash and Voucher Assistance (CVA/Cash) programs is responsible for designing, monitoring, and evaluating the effectiveness of cash-based interventions. This role ensures that cash transfers (or vouchers) are delivered efficiently, safely, and effectively to beneficiaries, while meeting donors and organizational accountability standards. 

Job Purpose

To provide technical leadership in Planning, Monitoring, Evaluation, and Reporting (PMER) functions for cash and voucher programming, ensuring high-quality evidence-based decision-making and compliance with humanitarian standards, while contributing to effective coordination and working closely under the PMER/CEA section “Community engagement and accountability unit”.



 
 Duties and responsibilities:

Planning and Program Design

  • Registration Process/stage: Contribute to the development /update of the registration form.
  • Logical Frameworks: Lead the development of CVA project logical frameworks (log frames) and indicators.
  • Assessment Support: Participate and take the lead in coordinating rapid needs assessments, market assessments, and feasibility studies to determine if cash is the appropriate intervention.
  • Work Planning: Prepare detailed Monitoring & Evaluation (M&E) plans, calendars, and budgets for cash projects.
  • Targeting: Assist in defining beneficiary targeting criteria and setting targets in collaboration with programme teams.
  • Provide training and technical support to the field staff and volunteers in registration.

2. Monitoring and Data Management

  • Post-Distribution Monitoring (PDM): Design, conduct, and analyse PDM surveys to measure beneficiary satisfaction, safe access, and use of cash.
  • Market Monitoring: Track market functionality and price volatility of key items to inform cash value adjustments.
  • Data Collection Tools: Develop digital data collection tools (e.g., KoboToolbox).
  • Data Quality Assurance: Conduct regular site visits to audit and verify CVA data and PDM findings.
  • Risk Mitigation: Monitor context, security, and financial risks related to cash transfers.
  • Conduct regular travel to branches for monitoring, coaching, and hands-on technical support.

3. Evaluation and Learning

  • Evaluations: Coordinate baseline surveys, mid-term reviews, and final evaluations for cash projects.
  • Lessons Learned: Organize lessons learned workshop and Lead reflection sessions to document best practices, challenges, and lessons learned to inform future program design.
  • Data Utilization: Analyze monitoring data to provide timely feedback to management for evidence-based decision-making and adaptive management. 
  • Update and share data with relevant stakeholders. (5Ws with National /global cash working groups). 

4. Reporting 

  • Accountability Mechanisms: Establish and manage Complaint and feedback Mechanisms (CFM) to ensure transparency and accountability to affected populations.
  • Reporting: Prepare technical reports, case studies, and donor reports, ensuring accuracy of cash disbursement figures and beneficiary reach.
  • Compliance: Ensure compliance with donors’ standards, and internal SRCS policies. 

 

5. Contribution to the PMER section at national level (HQ)

  • Contribute to strengthening the PMER national system through different approaches such as alignment of tools, indicators, and reporting practices.
  • Support the development and standardization of digital data collection tools (e.g., KoboToolbox).
  • Ensure data quality, consistency, and timely reporting across projects.
  • Provide inputs to national-level reporting (including consolidated reports and 5Ws).
  • Support capacity building of staff and volunteers on PMER tools and systems.
  • Contribute to the improvement of data flow and information management within the PMER section.

 

6. Coordination

  • Coordinate with programs, PMER, protection, and other technical teams at national level.
  • Participate in national coordination forums, technical meetings, and reporting as required.

 
 Minimum Qualification, Skills and Experience Required:

  • Education: Bachelor’s degree in social science, Economics, Statistics, Development Studies, or related field.
  • Experience: At least 3–5 years of proven experience and knowledge on project cycle management and project management tools (logical frameworks, work plans, budgets and forecasts, monitoring and evaluation plans, indicator tracking, etc.)
  • Community Engagement and Accountability.
  • Experience in designing and implementing Cash-Based Interventions (CVA).
  • Technical Skills: Proficiency in digital data collection platforms (Kobo Toolbox)

 and data analysis software (SPSS, MS Excel), Preferably Power BI.

  • Knowledge: Strong understanding of humanitarian standards (Core Humanitarian Standard, Sphere Standards).
  • Experience within Red Cross/Red Crescent Movement is an asset.
  • Competencies: Strong analytical, communication, and reporting skills; ability to work independently and under pressure.

  • Good understanding of the CVA program.
  • Ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions
  • Ability to prepare reports and make presentations
  • Proven ability to plan and organize, establish priorities, manage and monitor work plans and ability to work under pressure
  • Working with team spirit, strong integrity and focus on solutions and responsibilities
  • Ability to travel per the needs of the programme
  • Proven ability to manage complex information.

 

Languages:

  • Arabic: Fluent
  • English: Good working knowledge
