Duties and responsibilities:
Accountabilities: - Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.
- Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.
- Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards
- Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly
- According to MSF protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.
- In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.
- In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.
- In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.
- Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports
Note: PPTCT = Prevention Parent To Child Transmission; PEP= Post Exposure Prophylaxis; VCT = Voluntary Counselling and Testing; IEC = Information, Education and Communication; SGBV = Sexually Gender Based Violence; MH = Mental Health; PTE = Patient Therapeutic Education Context Specific Accountabilities If Outreach activities: - Ensure technical nursing oversight and quality assurance of MSF-supported activities in the three MoH Primary Health Care facilities supported by MSF in line with MSF and MoH protocols.
- Strengthen the quality of primary healthcare services including OPD, under-five consultations, SRH (ANC, PNC, FP), vaccination, nutrition screening and follow-up, and health promotion activities.
- Support capacity building of MoH nursing staff through on-the-job coaching, structured trainings, clinical mentoring and reinforcement of SOPs, with a focus on early detection and appropriate referral of severe malaria, SAM, complicated pregnancies, and suspected visceral leishmaniasis.
- Ensure proper implementation of triage, infection prevention and control (IPC), rational drug use, and documentation systems at PHC level.
- Monitor referral pathways between PHCs and MSF hospital to ensure timely identification and transfer of complicated cases, reducing delays and improving continuity of care.
- Support community-based health promotion activities, ensuring integration with PHC services and strengthening community awareness on malaria prevention, malnutrition, SRH services and early health-seeking behaviour.
- Contribute to peak season preparedness at PHC level through forecasting of increased caseload (malaria, malnutrition, kala-azar), prepositioning of essential supplies, and reinforcement of staffing plans.
- Participate in regular data review (consultations, referrals, stock consumption trends) to identify gaps and propose quality improvement actions.
If UMR Hospital activities: - Ensure coordination and quality supervision of all nursing activities in OPD, ER, IPD, ITFC, isolation and inpatient services, in line with MSF protocols and quality standards.
- Strengthen the quality of care through structured clinical supervision, bedside teaching, continuous nursing education, and reinforcement of IPC and patient safety standards.
- Oversee nursing management of complex cases including severe malaria, SAM with complications, visceral leishmaniasis (including co-infections and relapses), and medical emergencies, ensuring adherence to protocols and multidisciplinary coordination.
- Lead hospital peak season preparedness, including prepositioning of additional beds, therapeutic feeding capacity, emergency supplies, and reinforcement of nursing staffing to respond to increased caseload.
- Monitor bed occupancy rates, patient flow, workload indicators and staffing ratios to anticipate bottlenecks and maintain quality and continuity of care.
- Ensure rational use of medical supplies and therapeutic products in coordination with pharmacy, including monitoring of consumption patterns and prevention of stock-outs affecting patient care.
- Strengthen coordination with laboratory, pharmacy and medical team to optimize patient monitoring and continuity of treatment.
- Report regularly to the PMR on nursing performance indicators, quality gaps and operational risks, contributing to strategic planning and resource optimization.
