 Background:

The Carter Center Health Programs in Sudan support the Federal Ministry of Health (FMOH) Trachoma Control Program (TCP). The Trachoma Program Manager (TPM) assists the Trachoma Control Program to control blinding trachoma, the leading cause of preventable blindness. The TPM will assist the National Program to implement interventions through the application of the SAFE (surgery, antibiotic therapy, facial cleanliness and environmental improvement) strategy in Sudan. The position works to facilitate implementation of work plans and to ensure communication towards work plans is consistent amongst The Carter Center Sudan office, the FMOH and The Carter Center Atlanta as well as amongst other partners. The TPM will also be responsible to support official meetings, co-ordination activities, proposal writing, coalition building, report compiling, operational research development and presentations as requested. Despite being based in Khartoum, this position includes supportive supervision to field teams and will require travel throughout Sudan. 



 
 Duties and responsibilities:

Under the direct supervision of The Carter Center Senior Country Representative (SCR) to Sudan, the Trachoma Program Manager will coordinate and plan activities to support the federal and state authorities. The TPM will perform, as appropriately, the duties listed below:

 

Technical Duties:

  1. Assist the FMOH to oversee the programs’ technical strategy, work plan and implementation in the field and support operational/administrative needs of the technical teams. 
  2. Serve as the direct technical contact and advisor to Carter Center trachoma Program Officers (PO) and FMOH Public Health Officers (PHO).
  3. Assist with planning and coordinating interventions under the “SAFE” strategy for trachoma control. This includes providing technical support to the FMOH for mapping trachoma in suspected endemic areas; conducting impact assessments in assisted areas; planning surgical outreach campaigns; coordinating the planning, training, and launching of mass drug administration (MDA) activities; and supervising routine health education and sanitation promotion.
  4. As requested, work collaboratively with the FMOH to develop and update training curricula, technical Standard Operating Procedures (SOPs), and technical recording tools.
  5. When necessary, ensure COVID-19 related SOPs are adhered to during program planning and implementation. 
  6. Collaborate with trachoma implementation partners and support the FMOH Trachoma Program Coordinator and the Director of Neglected Tropical Diseases at the national level in coordinating partner meetings, annual review meetings, and reporting trachoma activities to the World Health Organization and other partners as required by the National Program.
  7. Support the FMOH Trachoma Program Coordinator in preparing the national application to the International Trachoma Initiative (ITI) for Zithromax®.
  8. Assist with development of documentation needed to conduct operational research in Sudan. 
  9. Assist with documentation of program activities, such as manuscripts for publication, case studies, toolkits etc. 
  10. Update and design trachoma health education materials and other program related materials as needed. 
  11. Engage with ophthalmic partners at the national, state and locality level for purposes of strengthening surgical capacity in Sudan.    

 

Supervisory and administrative duties as assigned: 

  1. Ensure consistent communication amongst FMOH, and The Carter Center Sudan and Atlanta.
  2. Provide supportive supervision to Carter Center POs. Supportive supervision is inclusive, but not limited to: conducting trainings for new POs, providing supervisory field visits, ensuring appropriate responses to any programmatic issues, and ensuring field teams understand and have developed plans for implementing technical directives from the FMOH. 
  3. Conduct supervisory field visits, to assess status of intervention delivery and overall strength of the program. TPM should ensure supervisor visits are well planned and targeted to assess strength and status of intervention delivery. The TPM is expected to provide verbal and written feedback to field teams, and follow-up on any plans to address gaps and shortcomings.
  4. Ensure POs and PHOs understand and adhere to trachoma technical guidelines. This includes ensuring technical plans and intervention delivery are efficiently implemented.
  5. Review and adapt the program’s programmatic calendar to ensure priorities are met.
  6. Ensure POs and PHOs utilize approved training curricula in the field which adhere to trachoma guidelines, norms, and principles. 
  7. Assist POs in developing monthly program budgets and logistic requests. 
  8. Assist POs to plan and execute comprehensive logistics plans to efficiently support intervention and training supply availability. 
  9. Support the performance evaluation process for all staff under his/her direct supervision with comprehensive actionable recommendations provided to staff where needed.
  10. Assist with establishing and strengthening Carter Center and/or TCP regional offices as needed. 
  11. Coordinate with the appropriate Operations Manager to ensure proper ordering, delivery and transport, storage, and maintenance of all TCP support materials so that there is not disruption in TCP activities.
  12. Assist SCR and finance office with development of fiscal year budgets and supporting narrative. 
  13. Follow the instructions provided by the SCR for managing the funds provided for support of trachoma activities.  Keep accurate, up-to-date accounting records, including payment vouchers and receipts, and review that accounting, with full transparency, with the SCR.

 

Reporting and Representation:

  1. Assist with monthly reporting to the FMOH and SCR, detailing activities, highlighting issues that need resolution, and making recommendations for actions to be taken. The tone of these reports should be objective and respectful and written in a way that enhances the probability of thoughtful consideration by the recipients. 
  2. Represent the Trachoma Control Program at official events and meetings as assigned by the SCR and FMOH. The TPM must be up to date with the status of trachoma and ensure that the information shared at events and meetings is approved by the FMOH. 

 

Expected Conduct:

  1. Work cooperatively and harmoniously with the National, Regional, State, Locality and community leaders/officials as an integral part of the area’s health management teams to strengthen the program in every way possible.
  2. Work daily with awareness that the Trachoma Control Program is a program of Sudan under the leadership of the National Trachoma Program Coordinator and the National Director for NTDs (FMOH) and that you are working for Sudan.
  3. Work with officials and persons at all levels in ways that build confidence and that promote a sense of hope and optimism that trachoma can be eliminated as a public health problem from Sudan. 
  4.  Minimum Qualification, Skills and Experience Required:

  • A master’s degree in public health or another related field is required.
  • Health program management
  • At least a minimum of 4-5 years of relevant work experience preferably in NGO environment.
  • Strong skills in project planning, implementation, monitoring, reporting, and budgeting.
  • Demonstrated leadership, decision-making skills, and ability to work collaboratively within a team.
  • Highly motivated self-starter, able to take initiative and drive program improvements.
  • Experience in working directly with communities, particularly in rural and urban communities.
  • Ability to maintain strong relationships with implementing partners, local governance structures, and other stakeholders.
  • Flexible and willing to travel frequently, including to rural and potentially challenging environments.
  • Proficiency in Arabic and English – writing and speaking.
  • Excellent organizational, communication, and presentation skills.
  • Advanced computer skills (MS Office, including Outlook).
