Background: The WASH project officer will devote 100 % effort to this project and will oversee overall direct project activities implementation in collaboration with the project coordinator and project officers. He/she will be someone with technical capacity and experience in WASH infrastructure design and implementation to provide the required technical support. The position will be based in Khartoum for AORDs Water, Sanitation, and Hygiene (WASH) project. The role ensures quality design, implementation, monitoring, and reporting of WASH interventions in line with AORDs mission, WASH sector guidelines, donor requirements, and international humanitarian standards.

Duties and responsibilities:
Duties and Responsibilities:- Coordinate with the Project Coordinator to plan, organize, and implement water supply, sanitation, and hygiene promotion activities in the targeted areas of Khartoum, including assessments, community sessions, infrastructure supervision, and distributions.
- Ensure that WASH interventions address the specific needs of women, men, girls, boys, and persons with special needs, and coordinate with local partners and community structures to ensure inclusive and effective implementation.
- Supervise and follow up on the construction and rehabilitation of water supply systems, sanitation facilities, and handwashing stations, in collaboration with the vendors and technical team.
- Plan and supervise water chlorination programs to ensure water quality monitoring is conducted regularly.
- Ensure that all materials used in WASH infrastructure and activities comply with the approved technical specifications and Bills of Quantities (BoQs), and monitor the quality and quantity of materials delivered to project sites.
- Support the development, adaptation, and dissemination of hygiene promotion and behaviour change communication materials, ensuring messages are culturally appropriate and relevant to the target communities.
- Support to identify and deliver key hygiene promotion messages, including safe water handling, sanitation practices, handwashing, and public health awareness, such as communicable disease prevention.
- Ensure effective coordination with relevant government authorities, including WES, Ministry of Water Resources, MoH, as well as I/NGOs and humanitarian partners working in the same operational areas.
- Prepare weekly work plans and field activity schedules in line with the overall project implementation plan.
Monitoring, Coordination, and Communication - Monitor the implementation of all WASH activities to ensure they are conducted according to approved plans, technical standards, and project timelines.
- Prepare and submit regular field reports to the WASH coordinator and Project Coordinator, documenting progress, achievements, and challenges.
- Monitor the functionality and acceptance of water and sanitation facilities, and assess beneficiary satisfaction with the services provided.
- Attending field-based WASH Cluster meetings upon request from the line manager.
- Establish mechanisms to receive and document community feedback and complaints related to WASH services and ensure appropriate follow-up.
- Maintain organized project documentation, activity records, and monitoring data in coordination with the MEAL team.
Data Collection and Reporting - Collect, compile, and maintain accurate data on project activities and outputs, including infrastructure works, hygiene promotion sessions, distributions, and community engagement activities.
- Submit weekly progress updates to the line manager and provide regular implementation updates to the Project Coordinator.
- Identify and report operational challenges, technical issues, or community concerns, and recommend practical solutions.
- Track and report the utilization of project materials and resources and suggest improvements where necessary.
Protection and Safeguarding - Ensure that WASH activities are implemented in a safe, inclusive, and accountable manner, with particular attention to the protection of children and vulnerable groups.
- Report any actual or suspected safeguarding concerns through the established reporting mechanisms and contribute to maintaining a safe environment for beneficiaries and staff.

Minimum Qualification, Skills and Experience Required:
Qualifications and Experience - University degree in Civil/Environmental Engineering, Public Health, or related field. Masters degree preferred.
- Minimum 23 years of progressive experience in WASH programming in humanitarian or development contexts, including at least two years in an Officer role.
- Strong technical knowledge of water supply systems, sanitation technologies, and hygiene promotion methodologies.
- Proven experience in project cycle management, proposal writing, and donor reporting.
- Familiarity with WASH Cluster coordination, SPHERE standards, and humanitarian principles.
- Excellent communication, negotiation, and representation skills.
- Fluency in English and Arabic (written and spoken).
