Plan International Sudan aims to respond effectively, rapidly, and at significant scale to the core humanitarian needs of children and their families affected by the conflict between the armed forces in Sudan. Specifically, Plan International Sudan aims to minimize disruption to formal and non-formal education systems and to restore formal education services; strengthen the proactive environment for children and their families including age and gender appropriate services during and after disasters; create opportunities for and build capacity of young people affected by the armed conflict to generate income and to improve their life skills; and to become recognized actor in both in linking related community based interventions to national coordination and interagency mechanisms where Plan International Sudan will gradually take on leadership functions. 

 

1. DIMENSIONS OF THE ROLE 

The Monitoring, Evaluation and Communication (M&E) Officer supports the implementation and management of monitoring, evaluation, accountability, and communication systems for the Multi-Purpose Cash Assistance (MPCA) Project. The role ensures that project activities are effectively monitored, data is accurately collected and analyzed, and results are properly reported to improve program performance, accountability, and organizational learning. The position also supports timely Post-Distribution Monitoring (PDM) and contributes to communication and visibility activities.

The position reports directly to Project Coordinator and maintains a dotted-line reporting relationship with the MEAL and CO Communication Manager.



 
 Duties and responsibilities:

Technical guidance and quality control

1. Monitoring and Evaluation                              

  • Develop and implement the monitoring plan for the MPCA project.
  • Track project indicators, outputs, and outcomes to measure progress and impact.
  • Conduct regular field monitoring visits to ensure activities are implemented according to project plans.
  • Monitor cash distribution processes and verify beneficiary lists.
  • Conduct Post-Distribution Monitoring (PDM) with MPCA beneficiaries.
  • Assess program effectiveness and beneficiary satisfaction.

2. Data Collection and Management

  • Support the MEAL Coordinator in designing data collection tools such as questionnaires and monitoring checklists.
  • Collect monitoring data using digital tools such as KoboToolbox.
  • Maintain and manage project databases, ensuring data accuracy and quality.
  • Ensure secure storage and confidentiality of program data.

3. Reporting

  • Prepare weekly and monthly monitoring reports.
  • Develop dashboards, indicator tracking tables, and analytical reports.
  • Present monitoring findings to the Program Manager and Project Coordinator.

4. Accountability and Feedback

  • Work with the MEAL Coordinator to ensure community feedback mechanisms are in place and functioning effectively to support Accountability to Affected Populations (AAP).
  • Manage beneficiary complaints and feedback systems.
  • Ensure protection, confidentiality, and ethical handling of beneficiary information.

5. Learning and Program Improvement

  • Identify program gaps, challenges, and lessons learned.
  • Provide recommendations to improve MPCA program implementation.
  • Support program teams with evidence-based decision-making.

6. Communication

  • Work closely with the Country Office Communication Manager to ensure effective communication and maintain a positive organizational image.
  • Ensure communication materials comply with organizational policies and procedures.
  • Produce high-quality communication and visibility materials such as success stories, case studies, brochures, posters, photos, and videos

 

Safeguarding:

 

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 Minimum Qualification, Skills and Experience Required:

Essential

  • Education: University degree in Economics, Business Administration, or a related field.
  • Professional Experience: Minimum of 2–4 years’ experience in Monitoring & Evaluation (M&E) and Communications within a humanitarian organization.
  • Technical Knowledge: Solid understanding and practical experience in community-based approaches, behaviour change methodologies, and child participation frameworks.
  • Project Management: Experience managing the full project cycle, including conducting assessments, report writing, and monitoring and evaluation.
  • Program Implementation: Proven ability as a self-starter to set up and monitor  Multi-Purpose Cash Assistance (MPCA) Post-Distribution Monitoring (PDM) program

Desirable:

 

  • Proficiency in computer skills and MS applications
  • Excellent report writing skills
  • Knowledge of English  language 
  • Willingness to work in a complex humanitarian crisis setting
