 Background:

GOAL has been working in Sudan since 1985, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare, and education. GOAL implements a range of multi-sectoral development, resilience, recovery, and humanitarian responses programs by being sensitive to cross-cutting issues including gender, accountability, child protection, HIV/AIDS.

 

GOAL is currently working directly in North Darfur, South Kordofan and White Nile States, managed by GOAL offices in these states and in Port Sudan/Khartoum. The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).

 

General Description of the Role:

The Health and Nutrition Officer will be responsible for planning, implementing, monitoring, overseeing and reporting health and nutrition program activities. This includes coordinating with health authorities and partners, supporting service delivery, conducting assessments, promoting health and nutrition education, managing the availability of health and nutrition supplies, and monitoring their transportation in coordination with the Warehouse Officer.

Overall Objectives of the Position

To improve the health and nutritional status of a target population particularly vulnerable groups such as children under five, pregnant and lactating women through implementation an effective health & Nutrition program



 
 Duties and responsibilities:

1. Program Planning and Coordination

  • Assist in the preparation and periodic update of the situation analysis by compiling, analyzing, and evaluating Health and Nutrition data.
  • Support the design, planning, and implementation of health and nutrition activities and training in Tina and Umbaru locality across four catchment areas.
  • Coordinate with the locality Health Department (LHD), State Ministry of Health (SMoH), Community Health Committees (CHCs), community volunteers, and other partners to ensure strong program delivery and complementarity with other sectors.
  • Integrate Health and Nutrition programs with other relevant sectors and support joint planning and implementation.

2. Service Delivery and Implementation

  • Ensure adherence to CMAM and CNIP protocols throughout program implementation.
  • Support implementation of EPI acceleration campaigns, EMOC/SAM referral systems, and IYCF/MSG activities.
  • Lead nutrition outreach, assessments, and case identification for admission to feeding and / or treatment centers.
  • Supervise and oversee all NIPP activities in Tina and Umbaru localities, ensuring behavior change sessions, cooking demonstrations, and micro-gardening activities are effectively delivered.
  • Work closely with team leaders and field staff to ensure that IYCF and NIPP components are well-integrated into routine services.

3. Monitoring, Evaluation, and Reporting

  • Conduct regular monitoring visits to targeted areas to ensure program quality and progress.
  • Review program reports, identify implementation issues, and recommend improvements.
  • Maintain an up-to-date nutrition database and share with the Assistant Health Coordinator for analysis and/ or Assistant Nutrition Coordinator 
  • Draft program reports and other relevant documents, including lessons learned and best practices.
  • Document challenges and successes for program learning and improvement.

4. Supply Chain and Logistics Management

  • Monitor health and nutrition supply availability, ensure timely delivery, and verify documentation in coordination with the supply chain and warehouse team.
  • Perform regular stock inventory, reconciliation, and maintain accurate records for medical and nutrition supplies.
  • Ensure proper use of BIN cards for all food and non-food supplies and appropriate storage.
  • Monitor therapeutic food movements and ensure distribution aligns with beneficiary counts and nutrition protocols.
  • Ensure proper disposal of expired or damaged supplies in accordance with procedures.

5. Capacity Building and Support

  • Build capacity of health and nutrition workers on RH, EPI, CMAM, CNIP, NIPP, reporting, and stock management.
  • Mentor and train project staff to maintain high-quality program delivery.
  • Support the preparation and updating of work plans, training plans, and other implementation tools.
  • Maintain functionality and use of all tools and formats provided by SMOH, WFP, UNICEF GOAL, and other donors.

6. Other Duties

  • Perform any other duties assigned by the direct supervisor to support program goals.

General duties:

  • Plan, implement, and monitor health and nutrition activities in coordination with relevant stakeholders.
  • Ensure accurate data collection, analysis, and timely reporting for TSFP, OTP, SC, and WFP-supported activities.
  • Provide technical support and on-the-job training to health and nutrition staff.
  • Coordinate with health facilities, community workers, and local authorities to ensure effective service delivery.
  • Support emergency health & nutrition responses and ensure adherence to national and international guidelines.

 
 Minimum Qualification, Skills and Experience Required:

Requirements:

  •  Education: Bachelor’s degree in health sciences, Nutrition, or a related field from a recognized university or institute.
  • Experience: Minimum of 2 years of relevant experience, with proven skills in managing nutrition databases, including TSFP (Targeted Supplementary Feeding Program), OTP (Outpatient Therapeutic Program), and SC (Stabilization Center), as well as in preparing WFP distribution reports.
  • ECHO, BHA, UNICEF and WFP Project Experience: Prior experience working on mentioned donors-supported projects is highly preferred.
  • Technical Skills: Proficiency in computer applications, particularly Microsoft Excel, Word, and email communication tools, is essential.
  • Language: Strong verbal and written communication skills in English are required.
  • Teamwork & Independence: Ability to work effectively both independently with minimal supervision and collaboratively within a team.
  • Work Pressure: Capable of working under pressure and meeting tight deadlines
